(Affiliated to All India Bank Retirees Federation ) A.K.Nayak Bhavan, 2 nd Floor 14, Second Line Beach, Chennai Our Ref: 40:2013 July 13, 2013 To: All Affiliates, Office Bearers and Central Committee Members Dear Sir/Madam, 4 th Grievances Redressal Cell Meeting held at Bengaluru on We wish to inform that the 4 th Grievances Redressal Cell Meeting was held on 11 th instant at Head Office, Bengaluru and issues were taken up for discussion as per listed agendas. It is gratifying to note that continuous liaisoning with the administration at Head Office level in pursuing the pending issues and positivity of the management representatives contributed to taking us nearer to finding solution to the following matters relating to retired employees of our bank: Introducing Hospitalisation Scheme for retirees; Extending Canara Care Home facility at Vellore & Mumbai for retirees; Reckoning the entire amount of FPP for the purpose of wages for calculation of Gratuity in terms of Payment of Gratuity Act 1972 on receipt of representations from retirees; Fixing timeline for resolving grievances of retirees as in the case of serving employees; Issuing laminated PPOs to retiring employees; Providing Compendium for Retirees to the retiring employees; Making necessary arrangement in advance for crediting Pension for the month of October 2013 on 1 st November 2013, which is a declared holiday in the State of Karnataka; Increasing the representation of our Federation in the Grievances Redressal Cell. Acceding to our demand placed earlier in the 3 rd Grievances Redressal Cell Meeting, Sri P.K.Tripathy, Chief General Manager of our Bank who participated in the Cell Meeting released the Compendium for Retirees for the benefit of both the retired and retiring employees of our Bank. We deeply appreciate the Industrial Relations Section, Human Resources Wing, H.O., Bengaluru for bringing out an attractive and useful booklet for the retirees. Further, we have appealed to the management to consider paying additional amount of Ex-gratia to all the Pre-1986 retirees/surviving spouses in our Bank. As regards other non-industry level issues, we need to pursue the same with more patience and perseverance in future. In respect of industry-level issues, we are following-up the same though our National Organization AIBRF, apart from imparting momentum to the issues with the serving organisations in our Bank. 2 Please bear in mind that unlike Unions/Associations of serving employees/officers having negotiating status, the course of the movement of retired bank employees has been continuously evolving over a period of several years and a structured apex level mechanism is yet to be put in place by IBA/Government to resolve issues of bank retirees. In the backdrop of such an environment, any change for the better in the situation we face either at the bank s level or at other levels, can be brought about only by the determined efforts of you, I and all of us. For this to happen, confidence and faith are the essentials for enlivening the atmosphere of collective consciousness and we continuously engage ourselves in Organisational measures aimed at enhancing the awareness of the retirees. Please take efforts to reach retired employees of our bank in and around your place/district, explain activities of our Federation and strive for bringing more and more retirees to our fold. Together, we shall move forward with greater conviction and confidence in the movement of retired employees in our Bank and let us reach new milestones in our onward march. While acknowledging the contribution of retirees to the development of the Bank he expressed his happiness in meeting the delegates of Retired Employees Union/ Association. He explained about the importance of such meeting in providing a platform to discuss about the grievances of retired employees. Sri P K Tripathy, Chief General Manager, released the Compendium for Retirees and appreciated the effort put by HR Wing in coming out with the handbook. Sri Shyamalendu Saha, General Manager, requested Sri D R Deshpande, AGM to discuss on the Agenda items. With this, the following Agenda items were taken up for discussion: 1. Considering separate annual allocation of the amount from the Staff Welfare Fund to be utilised exclusively for the welfare of retired employees of our Bank; 3
4 The Representatives of the Management informed that the IBA is examining this issue at apex level. 2. Evolving Hospitalisation / Mediclaim policy for all the retirees and their spouses. The Representatives of the Management informed that a Meeting was arranged between Representatives of Retired Employees and United India Insurance Co. Ltd., to discuss with respect to Medi Claim policy. The matter will be further discussed after culling out the necessary details. 3. Paying differential gratuity to Officers retired during the period from to reckoning Revised Pay for computation of wages for Gratuity as per Supreme Court Judgment dated ; The Representatives of the Management informed that the matter is subjudice. 4. Fixing correct Basic Pension by taking into account even temporary Special/Officiating Pay paid to the employees during the last 10 months of their service; The Representatives of the Management informed that Basic Pension is fixed by taking into account all Allowances ranking for PF during the last 10 months of their service. However, individual cases wherein discrepancy if any, observed, may be referred to Pension Fund to look into the same. 5. Reckoning of DA portion of Fixed Personal Pay for computation of wages for calculation of Gratuity in terms of Payment of Gratuity Act The Representatives of the Management informed that the calculation of gratuity is being done as per the norms. However, individual cases if any, will be looked into. 6. Extending preferential rate of interest on Term Deposits for all maturities to Ex-employees-cum-Senior Citizens; The Representatives of the Management informed that the matter will be referred to concerned Wing. 4

Expediting issuance of Revised Pension Payment Order (laminated) with Joint Passport size photo of the spouse; The Representatives of the Management informed that PPOs in new format are already being issued. However, it was agreed to issue laminated PPOs in future. 8. Codifying concessional facilities to retirees in respect of various banking and other services in a small booklet; The Representatives of the Management informed that the Compendium for Retirees is released. 9. Considering Pension Credit for the month of October 2013 on , instead of as a special case, in view of continuous holidays in the State of Karnataka; The Representatives of the Management informed that crediting of pension is being done as per the provisions of Canara Bank Employees Pension Regulations, However, the matter will be examined. 10. Commencing payment of dual Family Pension to family of deceased re-employed ex-servicemen in our Bank; The Representatives of the Management informed that instructions have been issued. 11. Providing some office space to our Federation at Head Office level; The Representatives of the Management informed such a facility is not being considered. 12. Extending check-off facility for deduction of annual membership subscription from the pension; The Representatives of the Management informed such a facility is not being considered. 13. Extending Canara Care Home facility to retirees of our bank, as they are vulnerable to major ailments such as Heart/Kidney/Cancer etc. in the twilight of their years; 5
6 The Representatives of the Management informed that the Scheme has been introduced recently and the request to extend the same to retirees will be examined. 14. Nominating Pensioners representatives to various Committees such as the Staff Welfare Committee, Pension Fund Trust, Provident Fund Trust, Gratuity Fund Trust etc. The Representatives of the Management informed that the nomination with respect to SPF and Gratuity Fund, Pension Fund is being done as per Trust Deed and Trust bylaw and the Members of Staff Welfare Committee are being nominated as per Board orders. 15. Fixing timeline for redressal of grievances of retirees to avoid undue delay; The Representatives of the Management informed that suitable guidelines will be issued sensitizing the Circles. 16. Providing adequate representation of our all India Federation in the Grievance Redressal Cell. The Representatives of the Management informed that the matter will be examined. 17. Medical Expenses Reimbursement Scheme for the retirees: Improvement in the Scheme. The Representatives of the Management informed that the rates were revised during Extension of additional Ex-gratia to all the retirees who retired prior to and also the families of employees who expired prior to The Representatives of the Management informed that the ex-gratia amount is paid as per Ministry of Finance guidelines/communication letter No.11/3/1992-IR dated However, matter will be examined. 6

Engaging retirees of our Bank for audit work, security, inspection, recovery etc. The Representatives of the Management informed that Bank is engaging the services of Retired Officers as Inquiring Authorities to conduct domestic enquiry and recovery agents at its sole discretion on need basis subject to terms of the Scheme. 20. Holiday home facility for all the retired employees on first come first serve basis. The Representatives of the Management informed that other things being equal, on the day of receipt of request, employees on LFC / leave / Holiday and retired employees on superannuation / VRS / SVRS would get preference only in that order. However, the matter will be examined. 21. Issue of Pension payment orders with full details of commutation, restoration of commutation, family pension and beneficiary etc. The Representatives of the Management informed that issue of PPOs, furnishing full details of commutation, restoration of commutation, family pension, beneficiary name etc have already commenced and is in progress. 22. Issuing charge sheets after retirement of Officers from the service of Bank. The Representatives of the Management informed that Bank is acting within the provisions of Regulations. 23. Leave encashment facility to Compulsorily Retired Employees. The Representatives of the Management informed that as per the Regulations, Bipartite Settlement, leave encashment is available only on retirement, death and resignation. At present, the issue raised is subjudice. 7
