1 UNF Board of Trustees Special Board Meeting September 10, 2013 Issue 2014 Legislatively Granted Merit/Retention Bonus Proposed Action Approval The administration is seeking approval for a bonus plan for the legislatively authorized onetime lump sum bonuses of $600 for the university s three bargaining units, American Federation of State, County and Municipal Employees (AFSCME); the Fraternal Order of Police (FOP); the United Faculty of Florida (UFF); and for Administrative and Professional (A&P) employees and non-unit faculty. During the 2013 legislative session, the legislature provided funding for one-time lump sum bonuses of $600 to 35 percent of eligible permanent employees in order to recruit, retain and reward quality personnel. The administration and each of our three unions has reached agreement on the bonus plan for the bargaining units, the American Federation of State, County and Municipal Employees (AFSCME), the Fraternal Order of Police (FOP) and the United Faculty of Florida (UFF). The administration has also developed a bonus plan for our Administrative and Professional (A&P) employees and non-unit faculty. The administration is seeking approval of these plans. Following approval by the Board of Trustees, these plans will be forwarded to the Board of Governors to assure conformance with requirements of Florida law. Mr. Leonard Carson will address the Board and present this item. 2 2014 Legislatively Granted Merit/Retention A&P Bonus The following method will be used to distribute the $600 bonus: A&P classified positions in accordance with the terms of the legislative provision. Eligibility to receive the bonus shall be in accordance with section , Florida Statutes. Calculations shall be rounded down in order to stay at or below 35%. Only those current A&P employees who have been employed by UNF for the entire evaluation period (May 1, 2012 April 30, 2013), and have a performance rating of at least "Exceeds Expectations", shall be eligible for the merit/retention bonus. 2. Human Resources, in collaboration with Administration & Finance, shall calculate the number of eligible employees within each division and shall rank all employees within the division from highest to lowest based on performance evaluation scores awarded over the evaluation period. Performance Evaluations will be scored using the scale Outstanding = 4 points, Exceeds Expectations = 3 point, Meets Expectations = 2 point, Below Expectations = 1 point, and Unsatisfactory = 0 points. 3. Once the eligibility list for the merit/retention bonus has been established, the VP of each division will have discretionary authority for selecting up to 35% of their A&P employees to be awarded the bonus. 4. The bonus will be paid in June This plan is subject to approval and adoption by the UNF Board of Trustees.
3 Article 28 X 2014 Legislatively Granted Merit/Retention Faculty Bonus The parties agree upon the following method to distribute the $600 bonus: bargaining unit calculated in accordance with the terms of the legislative provision, and eligibility to rounded down in order to stay at or below 35%. Only those faculty who have been employed by UNF for the past three years, and have an average performance rating of at least "above satisfactory" during those three years, shall be eligible for the merit/ retention bonus. 2. The Administration shall calculate the number of eligible employees within each department and shall rank all employees within the departments from highest to lowest based on average performance evaluation scores awarded over the past 3 years (academic years , , and ) weighted in accordance with the provisions of the collective bargaining agreement. The average performance evaluation shall be determined by dividing the evaluation scores by the number of years within the three in which the faculty member was evaluated while a member of the bargaining unit. 3. Any employee who has been out of the bargaining unit for the three determinative years but is now in the unit shall not be eligible for the bonus. Any employee who has been in the bargaining unit during the three determinative years but is no longer in the unit shall not be eligible for the bonus as part of the bargaining unit, but may be considered for the bonus as part of the UNF's overall 35% calculation. 4. If there are so many employees within a certain level of evaluation score that the number of employees who would receive the bonus within that department would exceed 35%, in order to encourage retention, the faculty within that level shall be rearranged by base salary from lowest to highest. The bonus will then be awarded to faculty within that level from lowest paid to highest paid until the 35% eligibility level is reached. 5. The bonus will be paid in June This plan is subject to approval and adoption by the UNF Board of Trustees.
4 pp 2014 Legislatively Granted Merit/Retention F~Bonus The following method shall be used to distribute the $600 bonus: bargaining unit calculated in accordance with the terms of the legislative provision, and eligibility to rounded down in order to stay at or below 35%. Only those UPD members represented by the PBA who have been employed by UPD for the past three years, and have an average performance rating of at least "satisfactory" during those three years (as of May 31, 2014), shall be eligible for the merit/ retention bonus. 2. If an employee has received any discipline as defined by the collective bargaining agreement the employee shall not be eligible for the bonus. 3. The Administration shall calculate the number of eligible employees and shall rank all employees from highest to lowest based on average performance evaluation scores awarded over the past 3 years weighted in accordance with the provisions of the collective bargaining agreement. The average performance evaluation shall be determined by dividing the evaluation scores by the number of years in which the UPD member was evaluated while a member of the bargaining unit. 4. In using the above criteria, if the number of employees that would receive the bonus exceeds 35%, in order to encourage retention, the members shall be rearranged by base salary from lowest to highest. The bonus will then be awarded to the members within from the lowest paid to highest paid until the 35% eligibility level is reached.

Only those current AFSCME bargaining unit employees who have been employed by UNF for the entire 2013 evaluation period, and have a performance rating of at least "Exceeds Expectations", shall be eligible for the merit/retention bonus. 2. Human Resources, in collaboration with Administration & Finance, shall calculate the number of eligible AFSCME bargaining unit employees and shall rank all employees within the bargaining unit from highest to lowest based on performance evaluation scores awarded over-the 2013 evaluation period.
