2 ARTS, CULTURE & LEISURE Attendance at arts and cultural attractions fell in 2013, decreasing 7% from 2012 and up 10% since Museums and zoos drew the largest number of visitors at over 1.8 million in 2013, while festivals attracted more than 900,000 people. Tourism revenue has increased 6% in our region since 2005, after adjusting for inflation, reaching over $1.5 billion in However, spending on recreation by tourists was down 10% since 2005, falling to $81.7 million. State funding for the arts has declined by almost 60% in our region since 2001 to $1.3 million in Statewide, there was a decline of similar proportions, with the state funding falling about 50%. 3 CHILDREN AND YOUTH The child poverty rate in our region was 20% in , below the 22% rate in the state and nation. However, child poverty was up and concentrated in the City of Rochester, reaching 50% in Child poverty was especially high among African American and Hispanic children in our region, 48% and 41%, compared to 13% of white children. This disparity was even more apparent in the City of Rochester, where 53% of African American and 58% of Hispanic children lived in poverty in Over a third (38%) of families in the region were headed by single parents in , similar to the state level but above the national level. This rate was higher in the City of Rochester at 70% and among some racial/ethnic groups. Of African American families in , 74% were headed by a single parent, compared to 59% of Hispanic, 23% of Asian, and 31% of white families. 4 COMMUNITY ENGAGEMENT Residents in our region are registered to vote and turn out to vote at higher rates than the state. In 2013, 79% of regional residents were registered, compared to 76% of state residents. In the 2012 presidential election, 55% of regional residents voted, compared to 46% of state residents and 54% of national residents. Donations to the United Way and Community Foundation fell from 2000 to 2013, declining 26% and 48%, respectively, after adjusting for inflation. The recession that began in 2008 was a factor, as was overall increased competition for the charitable dollar. Donations to the Community Foundation rebounded somewhat, almost tripling from 2009 to In 2013, the United Way raised $26.8 million and the Foundation raised $26.2 million. 5 ECONOMY Between 2010 and 2013, the region gained back 90% of the 17,000 jobs it had lost from 2008 to But the rate of increase in 2013 (0.5%) lagged behind the state (1.5%) and nation (1.9%). The region's employment-topopulation ratio was slightly higher than the state and nation at 73%. The region s unemployment rate declined to 7.2% in 2013, below both the nation and the state. The region s rate jumped from 5.6% in 2008 to a high of 8.2% in 2010 before beginning to descend in The Educational Services and Health Care sectors in the region grew between 2000 and 2013 (38% and 15%), while jobs in the Manufacturing (-34%) and Information (-35%) sectors declined. The Trade, Transportation, and Utilities and Professional and Business Services sectors provided the most jobs in the region, making up 16% and 13% of the total. The average salary in 2013 in the region of $44,100 was below the state ($48,300, excluding NYC) and national ($49,800) averages. 6 EDUCATION Just 31% of 3rd graders in our region passed the state s new reading test, linked to the Common Core standards, just below the state s 32%. The passing rate was especially low in the City of Rochester at 5%. Passing rates were similar on 4th grade math: 42% in the region and 12% in Rochester, compared to 42% statewide. Our four-year high school graduation rate was above the statewide rate: 82% of regional students who began high school in 2009 graduated on time, compared to 78% of students statewide. In the City of Rochester, the rate was 48%. Given another year, more students made it through high school, bumping the regional fiveyear rate to 84% and Rochester s five-year rate to 53%. Spending per student by school districts in our region increased 36% since 2000, even after adjusting for inflation. In 2013, our school districts spent over $19,000 per student, below the state rate of $21,000. Of the adults in the region, 60% have attended some college, exceeding state and national levels. While 31% of the region s adults have a Bachelor s degree or higher, 11% have not obtained a high school degree. This compares to 15% of adults statewide and 14% nationwide without a high school degree. 7 FINANCIAL SELF-SUFFICIENCY The median household income in our region was $52,200 in , a decrease of 14% from 2000.This was lower than the $58,800 in the state and $53,000 in the nation. The City of Rochester had the lowest median income in the region ($30,875) and the highest rate of poverty, with 33% of its residents living below the poverty line. The poverty rate was 14% in the region and 12% in the counties surrounding Monroe in , slightly less than state and national rates (both 15%). Since 2000, the poverty rate in the region increased by 3 points, while the state rate increased 1 point. The poverty rate in the City of Rochester increased by 7 points during the same time period. Household incomes varied greatly among our region's racial and ethnic groups, with African American and Hispanic residents earning less (median incomes of $27,700 and $29,800, respectively) and living in poverty at higher rates (35% and 34% respectively). Household incomes of whites were nearly twice as high as those of African Americans and Hispanics. Poverty rates were higher in the City of Rochester: 44% for Hispanic residents, 40% for African American, 30% for Asian and 23% for white residents. 8 HEALTH A lower percentage of people in our region (10%) lacked health insurance in 2012 compared to the state (13%) and nation (17%). Proportions have remained relatively stable since 2008 in the region, state, and nation. The overall mortality rate fell 15% from 2000 to 2012, and the death rates for specific diseases fell as well: 37% for stroke, 34% for heart disease, 20% for chronic lower respiratory disease and 19% for cancer. The region s rate of reported chlamydia increased from 2001 to 2013, yet the rate of gonorrhea cases decreased by 56% since Reported rates of both infections were particularly high in the City of Rochester, about three and four times state rates. 9 HOUSING Median home values in the region remained level between 2000 and , and housing was more affordable than in the state or nation. home values grew just 1% from 2000 to to $125,900, below the nation ($176,700) and state ($288,200). Housing in our region was more affordable than the state and nation, with a ratio of home value to income of 1.9, compared to 3.6 in the state and 2.6 nationwide. Homeownership rates in the region have remained level since 2000, with 69% of homes occupied by owners in , above state (54%) and national (65%) levels. The City of Rochester had the lowest homeownership rate (39%) and a median home value of $75,800 for , down 10% from The median monthly rent in the region was about $780, lower than both the state ($1,090) and nation ($900) and down 2% since However, renters in our region spent a third of their income on rent (34%) in , similar to the state and nation, and above what is considered affordable (30%). 10 PUBLIC SAFETY Serious crimes fell 25% in the region from 2000 to 2013 due to a drop in property crimes. In 2013, there were 261 serious crimes per 10,000 residents, above the state rate. The City of Rochester had a 35% increase in violent crime during this time. While the nation and state experienced declines in violent crime, most counties in our region saw an increase, with the exceptions of Livingston, Wyoming and Yates. Between 2009 and 2013, reports of domestic violence declined somewhat in the region, falling 6%.
