6 MagelTyala Shettale Farm Pond Subsidy Scheme The state government of Maharashtra has launched a scheme named Magel Tyala Shettale (Farm Ponds on Demand) to provide a source of water to farm land. The objective of the scheme is that each and every farmer in the state gets a permanent source of water. The state government has allocated Rs. 204 crore in its budget to implement the scheme. The benefit will be transferred directly in the bank accounts of farmers for 51,369 farm ponds. According to the notification, the eligible farmer will get Rs. 50,000 directly in their bank accounts to construct a pond in their farm land.

7 Under Magel Tyala Shettale pond subsidy scheme, the state government has made a provision under which every farm pond project will be geo-tagged to monitor the progress of work. So far, government has received 2,83,620 applications till date for farm ponds from farmers. The application forms for the farm pond subsidy scheme are being invited through the official website at egs.mahaonline.gov.in. Eligibility Criteria The farmer should be the owner of at least 0.60 hectare farm land. All farmers whether group of farmers and individual farmers are eligible for this scheme.

8 Maharashtra Healthcare Schemes to be Launched Soon for Public Health The state government of Maharashtra is planning to launch two Maharashtra Healthcare Schemes named Mahatma Phule Jan Arogya Yojana (MPJA) and Balasaheb Thackeray Accident Benefit Scheme for public health and family welfare across the state. Rajiv Gandhi Jeevandayee Arogya Yojana (RGJAY) is restructured into a new scheme named The Mahatma Phule Jan Arogya Yojana (MPJA). And according to the official notification, govt will modify this scheme by adding new processes and procedures.

9 According to the notification, the Maharashtra state government is working on Balasaheb Thackeray Accident Benefit Scheme for the poor families. Under this scheme, the government will provide the benefit of the scheme to the poor citizens holding orange ration cards. The government has targeted to cover around 2.43 crore families under this scheme across the state. Balasaheb Thackeray Accident Benefit Scheme will cover all accidents happening on the road across the state. Moreover, this accident insurance scheme will provide Rs. 30,000 to beneficiary within hours from the time of the accident.

10 As per announcement, the government is approaching the industries to adopt digital health technologies in the state. In addition to this, the main focus is to reach out to the patients who lives in the remote areas. Furthermore, Telemedicine can be used as a solution for delivery of services to needy people living in remote areas.

11 Manodhairya Yojana Compensation in Maharashtra Increased from Rs. 3 Lakh to Rs. 10 Lakh In 2013, the state government of Maharashtra launched a scheme named Manodhairya Yojana for providing monetary aid to victims of rape, child sex abuse and acid attacks. Since then, the state government has been providing monetary compensation to such victims from Rs. 2 to Rs. 3 lakh. Recently, the Maharashtra government has increased the monetary compensation for victims from Rs. 3 lakh to Rs. 10 lakh under the Manodhairya Yojana. However, the amount to be paid as compensation would depend upon the crime faced by the victim.

12 Though the compensation has been increased by Rs. 7 Lakh, the highest compensation would only be provided to those women and children who suffer from complete mental or physical disability after sexual assault or rape. In case of acid attack, the maximum compensation would be provided only if the face of the victim or any body parts sustain the visible damage This scheme makes many provisions regarding compensation for the relief of victims in emergency situation and providing set up support services such as counseling, medical aid and legal aid etc. However, the state government has capped the monetary aid offered to rape and child abuse survivors at Rs. 1 lakh. In some cases, the government can offer the vocational training for victims to persuade them to be financially independent.

13 A district level relief and rehabilitation board under the district collector as a chairman has been implementing the scheme in their respective districts across the state. In 2013, out of all, highest number of cases registered for rape, acid attack and sexual assault on women were reported were in Maharastra (13827) by the National Crime Records Bureau (NCRB). According to the official notification, the government is providing free plastic surgery of the acid attack survivors at government hospitals in the state. The government is going to construct a district and the state legal services committees to approve the expenditure of such treatment.

14 Shiv Rojgar Yojana Shiv Sena chief Uddhav Thackeray has launched a unique digital platform named as ShivRojgar Yojana in Maharashtra. This platform will generate more employment opportunities and inform about vacancies in the industries. Under the scheme, both skilled and unskilled people can registered themselves. The Shiv Rojgar Yojana is being supported by India s first and unique video resume job portal Vysume. This is an initiative that will make whole process of finding job simple and quick for youth through the job portal Vysume

15 The main initiative of this scheme is to provide employment facilities to the jobless youth so that no one is left unemployed in the state. The scheme aims to take the employment rate to 100% in the state in coming years

16 Maharashtra Shops and Establishment Act, 2017 The Maharashtra Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2017 came into force on September 7, This replaces the Maharashtra Shops and Establishment Act of Previously, the federal government enacted the Model Shops and Establishments Act in 2016 that revised the regulatory norms for operating commercial establishments in India. Following this, several states initiated legislation to implement the new rules in their respective state jurisdictions. Maharashtra is the first state in India to implement the new Shops and Establishments law. The law is applicable to all commercial establishments in the state, (not covered under the Factories Act), which employ 10 or more workers.

17 Firms that employ more than 10 workers are mandated to register themselves under the Maharashtra Shops and Establishments Act. The registration can be done online, and all records will be maintained electronically. Further, the commercial entity can determine the validity period of its registration, which cannot exceed 10 years. Key changes to the Maharashtra Shops and Establishment Act Working hours The state government will stipulate business hours for different categories of commercial establishments. Depending on the nature of their operations, some establishments may be allowed to operate 24/7. The working hours for employees will not exceed nine hours per day and 48 hours per week. In case of exigencies, workers must not be required to work more than 12 hour in a day.

18 Protection of women The Act prohibits the discrimination of women workers in matters of recruitment, training, promotion, and wages. Generally, women workers will be required to work only between 7 a.m. and 9:30 p.m. In emergencies, women may choose to work beyond these hours, provided the work space is safe and transport is made available for her to commute back to her residence. Holidays and leave The Act specifies that workers are eligible to eight casual leaves (CLs), and can accumulate 45 days of paid leave during a year. The establishment will declare eight days as paid festival holidays, including four national holidays. The other four festival holidays may be mutually agreed between the establishment and its worker

19 Welfare of workers The law makes it mandatory for the establishment to ensure adequate arrangements are made for the health and safety of workers. Cleanliness, hygiene, ventilation, and lighting also come under the definition of safety of workers. Specifically, the law mentions the following safety measures: Provision of first-aid facilities in the place of work. Provision and maintenance of sufficient and clean drinking water at suitable points, conveniently situated for all persons employed in the establishment. Provision of washroom facilities for men and women

20 Establishments employing 50 or more workers must provide crèche facility for the use of children of such workers Establishments employing 100 or more workers must provide and maintain a canteen for the use of its workers. Compliance and flexibility under the Maharashtra Shops and Establishments Act The Act appoints facilitators to enforce its provisions. Facilitators will inspect the premises of registered establishments, review documents, and advice establishments towards complying with the norms.

21 Any establishment that deviates from the standards and norms specified under the Shops and Establishment Act will be liable to a fine of US$1,535 (Rs 100,000). However, it is useful to note that by not regulating the working conditions in firms engaging less than 10 workers, the Act provides significant compliance relief for micro, small, and medium sized firms (MSMEs). Finally, responding to concerns raised by business associations, the Maharashtra state government has permitted different working hours for different categories of establishments. Malls, restaurants, movie theatres, and other recreational centers are likely to benefit the most from this move.

22 Maharashtra Budget The Finance Minister of Maharashtra, Mr Sudhir Mungantiwar, presented the Budget for Maharashtra for financial year on March 18, The Gross State Domestic Product of Maharashtra for at current prices is estimated to be Rs 25,35,213 crore. This is 11.8% higher than the revised estimate for Total expenditure for is estimated to be Rs 2,83,753 crore, a 4.5% increase over the revised estimate of In , there was an increase of Rs 14,456 crore (5.6%) in the revised estimate over the budget estimate.

23 Total receipts (excluding borrowings) for are estimated to be Rs 2,44,964 crore, an increase of 10.8% over the revised estimates of In , total receipts decreased the budgeted target by Rs 831 crore (0.4%). Revenue deficit for the next financial year is targeted at Rs 4,511 crore, or 0.18% of the state Gross Domestic Product (GDP). Fiscal deficit is targeted at Rs 38,789 crore (1.53% of state GDP). Departments of Public Works, School Education, Tribal Welfare saw increases in allocations for the year On the other hand, Departments of Agriculture, Energy, and Home witnessed a decrease in their allocation in

24 Highlights : Finance Minister Sudhir Mungatiwar says that the current growth in the state is at 9.4 %. The plan is to take it to double-digit growth in the coming year. The Finance Minister announces the provision of Rs 79 crore for the agriculture sector The Department of Water Resources has been allocated Rs 2,800 cr He also assures that the Marathwada Krishna Valley project would be completed within the next four years. Taking up the issue of development of youth, the finance minister announces the launch of the Pramod Mahajan skills training programme that is aimed at promoting at the development of entrepreneurship skills among the youth in the state.

25 The government will be setting up a crab cultivation centre in the Sindhudurg district to ramp up the yield. The government has announced the Provision of Rs Cr for Dr. Punjabrao Deshmukh Interest Subsidy Scheme and a further Provision of Rs 50 Crore for the expansion of Sant Shiromani Savatamali weekly market scheme for doubling the income of farmers. Announces the launch of the Nanaji Deshmukh Krishi Sanjivani project worth Rs 4000Cr with the aid of World Bank for saving the farming in the state from drought and to address the problem of soil salinity.

26 Another scheme will be implemented for farmers belonging to the Scheduled Tribes. The scheme will be worth Rs 92 Crores and will be based on the lines of the Dr. Babasaheb Ambedkar Krishi Swalamban Yojna. The minister also announced the provision of Rs 99Cr for Pramod Mahajan Skill and Entrepreneurship Development Mission. It has over 1,970 training organisations listed and It will have 57% participation of women. 349 veterinary mobile clinics will be established for the health of animals in remote areas. The finance minister also announces the decision to distribute sheep on 75% grant to the shepherd groups for encouraging sheep-keeping.

The Finance Minister has also announced the setting up of a military school in Chandrapur. In a bid to cultivate and incentivise higher education, the Maharashtra government will provide Rs 40 crores to the centrally-sponsored Rashtriya Uchchstar ShikshaAbhiyan.(RUSA) In order to boost the already high industrial development in the state. A provision of Rs 3500 crores has been allotted for the budgeted 195 works under the Hybrid Annuity.

28 Further, Rs 1000 crores will be provided for a subsidy of power tariffs to encourage industrial units in Vidarbha and Marathwada and Rs 60 crores will be provided to increase the productivity of MSMEs. Rs 570 crore would be provided for Industrial Cluster Development scheme. Land has already been allocated for the project in Aurangabad. Infra. fund will be established for the infra projects, Maha-Infra SPV will be established to fulfill this purpose. Under Swacch Bharat Mission, the State will be made free from opendefecation by March 2018.

29 Rajiv Gandhi Arogyadai yojana will be renamed as Mahatma Jyotiba Phule Janaarogya Yojana. Rs 1,316 crore set aside for Mahatma Phule Janaarogya Yojana. 55,000 houses to be constructed for SC, ST under Ramai Awas Yojana. Rs 500 crore proposed to be allocated for the scheme. Three additional benches will be setup under the Maharashtra Sales Tax Tribunal in preparation for Goods and Services Tax (GST). Additional powers are proposed to be provided for Appellate Authority under the Maharashtra Value Added Tax Act to increase ease of compliance and allow simpler ways for tax collection by the tax administration. This is estimated to clear pending arrears of the Finance Ministry. Value Added Tax of 13.5% on the sale of credit and debit card swipe machines will be waived of

30 India's biggest municipal bonds programme launched in Maharashtra The Pune Municipal Corporation (PMC) became the first municipal corporation in the country to tap money through municipal bonds in 14 years The project looks to raise Rs 2,264 crore in five years.. The AA+ rated PMC s municipal bonds raised Rs 200 crore at 7.59 per cent rate at the Bombay Stock Exchange (BSE). This is the first-ever mobilisation of debt capital by a municipal corporation on the BSE BOND platform. This will also be the first issuance since the publication of Issue and Listing of Debt Securities by Municipalities Regulations, 2015 by SEBI. The 10-year bonds will be used by the Pune Municipal Corporation (PMC) for a Rs 2,300-crore water project.

31 The scheme is aimed at providing water 24 7 for all residents of Pune. Pune Municipal Corporation (PMC) was assisted by the US Department of Treasury to create a debt policy. PMC has also planned to prepare a case study based on its experience and share it with other urban bodies to help them raise money from the bond market. Since the bonds do not have any guarantee from the state government, an escrow account has been created to deposit the funds for the comfort of investors.

32 Municipality Bonds Municipality bonds can be issued by the city corporations to fund developmental projects. Institutional investors, as well as the public, can buy these bonds. The corporations can use the revenues earned from the developmental projects like Metro rail network to repay the interest and principal on these bonds. These municipal bonds have now been permitted for public offering by SEBI. Municipal bonds have been in existence in India from the year Cities such as Ahmedabad, Bengaluru, Nashik and Madurai have already issued them. These bonds will help the city corporations to directly raise funds without the help of grants from the state governments or agencies such as World Bank.

33 114-year-old Taj Palace becomes first Indian building to get trademark This old building is the first Indian building to obtain this registration. The registration of an architectural masterpiece has never been attempted since the Trademark Act came into force in 1999 as logos, brand names, sounds etc. were included in the list. What is the significance of the title? With the acquired title, Taj Mahal Palace has joined elite buildings of the building like Empire State Building in New York, the Eiffel Tower in Paris and Sydney Opera House Now nobody can now use the image of Taj Mahal Palace for commercial use. So, selling any object with the image is illegal

So the distinct structural magnificence should be preserved The company got the building registered after a duration of seven months. The property was converted into a hospital during First World War and it is also a symbol of the 2008 Mumbai terror attack. The property constructed by the firm Shapoorji Pallonji & Co. is a red-tiled building telling the tales of such historic tales is unique in itself. Hence, it rightly deserves to be the first Indian building acquiring a Trademark.

35 Mother Dairy ties up with Maharashtra Government for processing plant The Maharashtra government and Mother Dairy Fruit and Vegetable Pvt Ltd, a subsidiary of National Dairy Development Board (NDDB) announced the signing of a lease agreement to set up plant for the processing of milk and milk products. According to the MoU, a dairy development initiative will begin in Vidarbha and Marathwada regions to provide milk producers access to markets in Nagpur and Mumbai. Apart from transferring the Nagpur dairy on lease and land for setting up a new dairy at Gove Bhiwandi, Maharashtra will provide assistance, including funds, for a coordinated approach to improve productivity through animal breeding, nutrition and health.

36 Mother Dairy has already initiated milk procurement operations in Amravati, Wardha, Nagpur, Chandrapur,Nanded, Osmanabad, Buldana and Yavatmal. At present, about 11,437 milk pourers in 573 operational Milk Pooling Points (MPPs), covering 924 villages, are collectively pouring about 70,580 litres of milk per day. A total of 37.1 crore has been paid to milk producers from November 2016 until August The Nagpur dairy plant has been refurbished and liquid milk packed at the dairy is being marketed in Nagpur city

38 Maharashtra govt plans shacks like Goa s on 720km coast The state government has come up with a beach shack policy to promote the 720km coastline as a tourist destination. Under it, tourists can enjoy seafood and liquor on the beaches, on the lines of those in Goa. But, hukkah will not be allowed. The government was earlier skeptical about allowing liquor on beaches as part of the policy, but it finally agreed to it with permission from the excise department. The policy mentions safety measures, like the government will set up an enforcement cell or flying squads. Designated officers will have powers to demolish illegal shacks and recommend imposition of penalties, including cancellation of licence and compulsory installation of a CCTV surveillance system.

39 Also, no foreigner will be permitted to work in the shacks even though they may have a work visa Beach shack applicants must not be involved in illegal activities, including trafficking in drugs, immoral activities or paedophilia, and the applicant will have to report any such cases to police or MTDC official The shacks will operate during nine months of the year, from September to May, excluding the monsoon. The beaches and number of shacks will be announced once the policy is okayed by chief minister Devendra Fadnavis.

41 Surrender policy for Naxals extended till August 2019: Maharashtra govt The state home department recently approved extension of the 'Aatmasamarpan' (surrender) scheme for Naxals till August 28, The Naxal surrender scheme was introduced in 2005 with the aim of rehabilitating and absorbing the ultras in the mainstream of society. The scheme was relaunched with some changes in April The GR noted that the policy has proved to be a successful weapon against Naxals in the Gadchiroli and Gondia districts of the state. A total of 17 Naxals have surrendered before the district police as of August 2017

42 Maharashtra includes Std XI syllabus for MH-CET, students upset over change FROM this academic year, it will be even more difficult to crack the Maharashtra Health and Technical Common Entrance Test (MH-CET), the common entrance exam for admission to engineering, pharmacy and other courses. The state government recently announced its decision to revise the exam syllabus, and in MHCET 2018, 20 per cent questions will be based on the Class XI syllabus and the remaining will be from the Class XII syllabus. Earlier, students only had to study the Class XII syllabus, as all the questions in MH-CET were based on that. The state government s decision to revise the syllabus has upset students and parents, as well as coaching classes and subject experts.

43 SBI to fund Maharashtra govt s affordable housing schemes The State Bank of India (SBI) will soon ink an MoU with the Maharashtra government-owned PSU Shivshahi Purnarvasan Prakalp (SPPL) for financing affordable housing under the State s slum rehabilitation schemes. The SBI will make available funds for the construction of affordable housing tenements under the slum rehabilitation schemes, including the Dharavi Redevelopment Project, of the Maharashtra government. The SBI will promote its home loan business with special offers under the SBI Hamara Loan scheme.

44 The bank has floated its Hamara Ghar scheme that offers loans at a fixed rate of 8.35 per cent for the first two years of home loans up to 30 lakh. The Maharashtra government has recently announced that it will set up an Affordable Housing Corporation to construct 20 lakh tenements for 2,000 crore by 2022 under the Pradhan Mantri Awas Yojna. The corporation will be incorporated with the shareholding of the Maharashtra Housing and Area Development Authority, Slum Rehabilitation Authority, and ShivshahiPunarvasan Prakalp (SPPL) among others.

45 PM Narendra Modi s Nagpur visit commemorated 126th birth anniversary of Dr. Ambedkar Firstly, PM Modi visited sacred Deekshabhoomi and paid tributes to Dr. Ambedkar. Deekshabhoomi is a sacred place associated with Dr. Ambedkar. On October14, 1956, Dr. Ambedkar along with his followers embraced Buddhism at this place.

46 On April 14, 2017 PM Modi inaugurated several units of thermal power plants across Maharashtra, including three super-critical units (660 MWX3) at Koradi, two units (500 MW X 2) at Chandrapur and one of 250 MW at Parli.

47 On April 14, 2017 PM Modi formally launched BHIM-Aadhaar platform for merchants at a function organized by the Niti Ayog at Mankapur Indoor Stadium in Nagpur. This BHIM-Aadhar platform has been developed by National Payments Corporation of India (NPCI) and is based on the Unified Payment Interface (UPI). Every Indian citizen (including those who do not have access to smart phones, internet, credit/debit cards) will be able to pay digitally through BHIM-Aadhar platform by using their biometric data like thumb impression on the biometric reader of the merchant.

48 In a bid to encourage cashless transactions through the BHIM-Aadhar platform, PM Modi has announced two incentive schemes. Referral Bonus (for consumers): Existing users of BHIM app will get Rs. 10 cash bonus per successful referral. The individual, who adopts BHIM, too will get Rs. 10 credit. Cashback (for merchants): The merchants will get cashback for every transaction executed through BHIM- Aadhar platform.

49 PM also laid the foundation stones for IIM- Nagpur, new AIIMS and Indian Institute of Information Technology. Prime Minister graced the 100 th and final Digi dhan Mela in Nagpur.

50 Maha govt banks on coastal villages to protect mangroves The receding greens of mangrove forests at alarming level in Maharashtra has prompted the state government for some quick measures. In a bid to save the mangrove forest the state government is now contemplating to take help from the residents of 60 coastal villages. Maharashtra has 15,088 hectares of mangroves. Last month in September, the government announced a new policy to protect mangroves on public and private land by creating mangrove comanagement committees, which will include residents from villages located near the mangrove forests along the 720-km long coastline

51 The committees will prepare a long-term plan for conserving mangroves in their areas and take necessary action to protect and grow them In Raigad, which has the largest stretch of mangrove forests in the state, 25 villages have been shortlisted for the project. Sindhudurg has 12 villages, Ratnagiri 10, Palghar nine and four from Thane. The government has set aside Rs15 crore for the project Officials from state mangrove cell said by December 15, elections will be held in each village to select [60] members of the executive committee, which are expected to submit their first report by March. The conservation project includes programmes such as crab, oyster and prawn farming, other fishing-related activities and apiculture (beekeeping)

52 The state will fund 90% of expenses incurred for group activities, while the rest will have to be borne by the committees. The funding will be 75% in case of individual projects The government has recruited graduates from the department of fisheries to train and educate residents of the villages. Once these graduates are trained, each of them will be in-charge of two to three villages.

53 The law The destruction of mangrove forests across the state and construction within 50m of mangrove areas was banned by the Bombay high court in 2005, after a public interest litigation (PIL) was filed by the NGO Bombay Environment Action Group. In 2014, after Vanashakti filed another PIL on the protection of wetlands, the high court banned all reclamation and construction on wetlands. Environment Protection Act, 1986 Violation of the act leads to imprisonment up to five years, along with a minimum penalty of Rs25,000, depending on the violation.
