1 2016 AARP SURVEY: GUBERNATORIAL ISSUES FACING NORTH CAROLINA VOTERS AGES 45+ This AARP survey of 1,000 registered voters ages 45 and older found nearly all plan on voting in November. Among the number of issues facing older voters, anxiety about financial security in retirement and feeling stressed over providing care to a loved one are two in which majorities of voters would like to know where candidates for Governor stand. This survey has a margin of error of ± 3.2 percent. Responses were weighted by age and gender to reflect registered voters ages 45 and older in North Carolina. Key Findings: Financial Security in Retirement Older North Carolina registered voters are uneasy about their financial security in retirement. Half are anxious about their finances in the future and having enough money to live comfortable through their retirement years (very/somewhat anxious: 51%). 1 At least half worry a lot or sometimes about not saving enough (a lot/sometimes: 60%), not being able to pay for an unexpected emergency (a lot/sometimes: 58%), and not planning enough for retirement (a lot/sometimes: 53%). At least one in five worry a lot or sometimes about taking on too much debt (a lot/sometimes: 38%), not being able to pay bills (a lot/sometimes: 36%), or not being able to find or keep a job (a lot/sometimes: 23%). Half (51%) say they are just somewhat satisfied with their own financial situation today, and over one in five are not satisfied (not that satisfied/not at all satisfied: 22%). One in five (21%) older North Carolina registered voters are not participating in a retirement savings plan offered by an employer. Social Security is reported as the largest share of future and current retirement income by half (52%) of older working or retired registered voters. Still, another 55 percent say their largest share of retirement income will be or is coming from a pension or 401k. Another two in five (42%) say the greater part of their retirement income will come or is from personal savings or investments. Among those currently employed or looking for work, at least 45 percent say that health expenses (45%), paying off debt (45%), not having enough money to cover bills (46%), and rising utility costs (47%) have been obstacles to saving for retirement. Majority (76%) of older North Carolina registered voters support a professionally managed state retirement savings plan, with over two in five (43%) saying they strongly support this plan. Additionally, most (76%) say they agree that elected officials should support legislation that makes it easier for workers without employer savings options to save money for retirement. Most registered voters (87%) say they have not read, heard, or seen any information on where North Carolina gubernatorial candidates stand on the issue of helping workers save for retirement. 1 Question includes all employed, retired, unemployed, looking for work respondents and excluded those not in the labor force. 2 Unpaid Caregivers and North Carolina Home and Community-Based Services One in five (19%) registered voters say they are currently providing unpaid care for an adult love one who is ill, frail, elderly or has a disability. Among the registered voters providing care to a loved one, most (78%) are feeling emotionally stressed and stressed with balancing job and family (63%). Another 44 percent are feeling financially strained with caregiving responsibilities. Correspondingly, most (86%) older registered voters say it is important to them that the state maintain home and community based services that allow older North Carolinians to live independently at home for as long as possible, with almost two-thirds (63%) saying this is very important. Most (78%) agree that elected officials in North Carolina should support legislation that maintains or provides services for unpaid caregivers, with half (50%) say they strongly agree. Yet, since January 2016, only 9 percent of all registered voters ages 45 and older in North Carolina say they have read, heard, or seen any information on where gubernatorial candidates stand on the issue of providing community services that would help family caregivers take care of their loved ones in their own homes. The AARP SURVEY: GUBERNATORIAL ISSUES FACING NORTH CAROLINA VOTERS AGES 45 AND OLDER was conducted as a telephone survey among registered voters ages 45+ or older in North Carolina obtained from a registered voter list. Calls were made via cell phones (20%) and landline (80%). The survey collected the opinions of North Carolina voters on issues relating to retirement financial security, state retirement savings plan, and a state services for caregivers. The interviews were conducted in English by Precision Opinion from August 18 th to August 21 st, The margin of sampling error for the sample of 1000 is +/-3.2%.
