Toledo Police Department is currently hiring for Police Officer. All testing must be completed by December 31, Candidates must also fill out the City application at Applicants who are residents of the City of Toledo may be eligible to receive a voucher to cover the cost of the entry level exam. Vouchers are limited to the first 1000 applicants who can prove they are City of Toledo residents. Examples of proof of residency include: a current, valid Ohio driver s license or identification card; voter registration card; or a current University of Toledo student identification card. All requests for vouchers are subject to verification and approval by the Department of Human Resources. The Department of Human Resources reserves the right to change these terms and conditions at any time without prior notice. Health Insurance The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.
2 Employees are required to pay a monthly premium depending on the employee s selection of single, single plus one, or family coverage. Coverage is also afforded for qualifying domestic partners, depending on the employee s bargaining unit. Monthly co-premiums are determined by collective bargaining agreement or Municipal Code. Group Life Insurance City employees are covered by a group life insurance plan depending on collective bargaining agreement or Municipal Code. Ohio Public Employees Retirement Plan The City is a member of the Ohio Public Employees Retirement Plan (OPERS). All employees who are paid in whole or in part by the state of Ohio, a county, municipality, or any other political subdivision of state or local government in Ohio must become members of OPERS unless they are covered by another state retirement system in Ohio. OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employee s annual base salary and employees contribute 10.00% of their annual base salary. For more information about OPERS, click on this link: Deferred Compensation & 401(K) The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral. Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels. The plan is commonly referred to as a 401(k). Under the 401(k) plan, an employee s retirement savings contributions are deducted from the employee s paycheck before taxation. Under a Roth 401(k) Plan, an employee s retirement savings contributions are deducted from the employee s paycheck on a post-tax basis. Annual contributions to the Roth 401(k) plan are limited to a maximum post-tax annual contribution, as established by the Internal Revenue Service. 4 Age: No person shall be eligible to receive original appointment as a Police Officer unless the person has reached the age of twenty-one (21). No person age forty (40) or older at the final closing date for the Civil Service examination shall be eligible to receive an original appointment to the position of Police Officer. US Citizen: Must be eligible to work in the United States of America. High School Grad/GED: Graduation from high school or General Educational Development (GED) Tests equivalency and one (1) year of job-related college course work at an accredited college or university. Applicants who do not possess the college requirement may participate in the examination and receive appointment. However, in order to maintain their positions they must complete the one (1) year college requirement (36 quarter hours or 24 semester hours) within two (2) years from the date of successful completion of the Police Training Academy. Valid OHIO State Driver's License: Must possess a valid driver s license. Academy Certification: Must qualify for LEADS, NORIS and NCIC certification and must obtain such certification during the Academy. Hiring Process: Police Officer Selection Requirements: Candidates for appointment to the Police Officer job classification must pass the examination and qualify within appointment range on the Civil Service eligible list and may be involved in the following activities of the selection process: Background Investigation and Appeals Process The Toledo Police Department conducts background investigations for candidates to the Police Officer job classification. Background Appeals Process - All candidates may appeal background points and automatic areas of rejection to the Toledo Civil Service Commission. The Commission can modify or eliminate a negative point assessment or area of rejection. Structured Oral Interview All candidates passing the background process will be scheduled for a structured oral interview. Candidates must successfully pass the interview to continue in the hiring process. Psychological Examination Candidates who are given a conditional offer of employment must pass the psychological standards as established by the City of Toledo. Medical Examination Candidates who are given a conditional offer of employment must pass the medical
5 5. 6. standards as established by the City of Toledo. A candidate failing the medical exam may appeal the determination. Medical Appeals Process - All candidates must pass the medical standards as established. If an individual fails to pass the pre-employment medical examination, he/she will be notified in writing of such failure. The individual will receive the reason for such failure. The individual will have ten (10) days from delivery of such notice, at his/her option, to be reexamined by a physician of his/her choice. After reexamination, the individual may provide the reexamination results and findings, accompanied by supporting documentation to the City of Toledo s physician for a second review. All reexamination documentation must be provided within the ten (10) days. After conducting a second review of the submitted information, the City s physician shall make the final determination as to whether the individual passes or fails the pre-employment medical examination. The City physician will also have the option to reexamine the individual or to send the individual to another physician that the City has selected before making his/her final determination. Physical Ability Examination Must pass the physical ability test. This examination is designed to determine if a candidate has minimally acceptable level of fitness to perform the job-related tasks of a Police Officer. Police Officer Training Academy All persons appointed as Police Officers must meet the standards established by the Toledo Police Department Training Academy during the probationary period. Veteran s Preference: Veteran s preferences are provided under the Rules of the Toledo Civil Service Commission. YOU MUST ATTACH A COPY OF YOUR DD-214 at time of application. (Scan and attach copy to your application profile before submitting your application.) The copy of your DD-214 must include the type of discharge and the dates of continuous service. See below for information on Veteran s Preference. Rule 50.00, Section (Veterans Preference Credit in Examinations): A veteran, as defined in these rules, receiving a passing grade on a competitive recruitment examination shall have five (5) numerical points added to his/her passing score. A disabled veteran, as defined in these rules, who satisfies any physical requirements for the position, and receives a passing grade on a competitive recruitment examination, shall have ten (10) numerical points added to his/her passing score. Nothing contained herein shall be construed as excepting any applicant from the necessity of fulfilling all job-related requirements specified by the Commission for positions in the competitive class. Rule 10.00, Section (Veteran): Shall mean a person who has served in the United States Army, Navy, Marine Corps, Air Corps, Air Forces, Coast Guard, and such other military service or auxiliary corps as is designed by the Congress of the United States, and has served on active duty for a period of more than one hundred eighty (180) consecutive days of active duty, excluding active duty for training (annual summer camp) and who received an honorable
6 discharge or release or was separated under honorable conditions. A disabled veteran is one who has served on active duty in the Armed Forces, has been separated there from under honorable conditions, and has established the present existence of a service connected disability rated ten percent (10%) or more.
