1 OREGONSAVES: A SOLUTION FOR RETIREMENT SAVINGS AMONG WORKING WOMEN IN OREGON Not unlike many Americans, workers in Oregon are not saving enough money to live comfortably in their retirement years. While many individual circumstances detract people from saving or saving enough, the lack of access to a retirement savings plan through an employer is probably the most critical. OregonSaves is a first-of-its-kind retirement savings plan designed to provide a savings option for those without access to an employer plan. In Oregon, there are currently about 1 million workers without access to an employer sponsored retirement savings plan that could potentially be eligible for this program. 1 Eligible workers, through payroll deduction, could contribute into an individual retirement account. Based on the results of a DHM survey commissioned by AARP, most, ages 18 to 64, support OregonSaves. This summary looks specifically at women s responses to the survey. OREGON WOMEN NEED TO SAVE MORE FOR RETIREMENT MANY NEED ACCESS TO A WAY TO SAVE The majority of Oregonian women ages 18 through 64 are working either full- or part-time for an employer or are self-employed, and about one in seven (15%) are working a second job or doing something to earn extra money outside of their main source of income. However, most working women in Oregon say they are not making regular contributions to a personal retirement savings plan like an IRA (66%) or to other personal investments in stocks or mutual funds (75%). 2 There are many obstacles to saving rent or mortgage payments, student loans for self or children, or credit card balances. Saving for retirement can also be difficult on a low income. Data from this survey show that one in five (20%) Oregonian women ages 18 to 64 report annual incomes of less than $30,000 and almost one in three (31%) report annual incomes less than $50,000. Still, many women (62%) are contributing to a personal savings account that is not a formal retirement savings plan like an IRA or employer plan. MOST WORKING OREGON WOMEN AGES ARE JUST NOT SAVING ENOUGH FOR RETIREMENT Unfortunately, data from this survey indicate that many working women ages in Oregon may not be saving enough for their retirement years just two in four (41%) report they currently have less than $50,000 in total savings (investments, certificates of deposits, stocks, bonds, mutual funds, employer sponsored savings plans except pensions and not including home ownership). Perhaps more notable is that nearly one in four says they have less than $5,000 in total savings. So it is not surprising to see that, like most Americans, the majority of Oregonian women ages 18 to 64 wish they had more money saved for their retirement years. And almost one-third (31%) say it is very important. And after hearing a brief description of the OregonSaves program, they show strong support for it half say they would strongly support the program, and another one in four say they would somewhat support it. And if given the opportunity to participate in OregonSaves, most are likely to do so with over two in five (42%) saying they are extremely or very likely to participate in it, and one in four (25%) saying they are somewhat likely. 9 STATE PLAN As you may know or have heard, the OregonSaves retirement program was recently approved by the state legislature and is in place for implementation in the state. The program is for private sector employees who do not have access to a retirement plan at work. The legislation would provide an opportunity for these individuals to voluntarily enroll in a retirement savings account and make contributions to their account through automatic payroll deductions. The program would be similar to how a 401k plan works. It would be managed by a private sector financial institution. Oregon would oversee the program with no cost to taxpayers. Research Methodology and Statement of Limitations: DHM Research conducted a telephone survey of 1,003 Oregon residents aged 18 to 64. The survey fielded from July 27 to August 3, 2017, and took approximately 15 minutes to complete. Respondents were contacted by a live interviewer from a list of registered voters, which included cell phones. In gathering responses, a variety of quality control measures were employed, including questionnaire pre-testing and validation. Quotas were set by age, gender, and area of the state to ensure a representative sample. The margin of error for this survey is ±3.1%.
