2 General Information The Administrative Guide provides information to manage the Régime de retraite du personnel des CPE et des garderies privées conventionnées du Québec ( Plan ). It sets out the roles and responsibilities of each stakeholder, useful addresses, legislative details and a summary of the procedure to follow for the transmission of data concerning your members to the appointed Plan administrator, Morneau Shepell. 1.1 Objectives and structure of administrative guide This Administrative Guide was designed by Morneau Shepell to facilitate the administration of the Plan into your establishment. The Guide is available on the Ariel Portal transactional website, under the Help section, and is updated regularly. We recommend that you check it periodically. Each tab describes an aspect of Plan administration. Examples are given of various situations to help you better understand the tasks related to pension plan. In case of doubt about the interpretation of your Plan text or the procedure to follow in administering the Plan, please feel free to contact Morneau Shepell. 1.2 Background information on the Plan The purpose of the Plan is to contribute to the long-term financial security of the members. It is a defined benefit pension plan based on the best five-year average earnings over the course of a career. When they retire, plan members receive a lifetime pension. The annual cost of the Plan is shared equally by the members and the employer. For more information about the plan, please see the member s reference guide on the member s website ( in the Plan Description of the My Plans section. The Plan came into force on April 1, 2003, pursuant to an agreement between: the Confédération des syndicats nationaux (CSN) the Centrale des syndicats du Québec (CSQ) And the Association québécoise des centres de la petite enfance the Association des garderies privées du Québec groups representing Quebec early childhood centres (CPEs) And the Government of Quebec represented by the ministère de l'emploi, de la Solidarité sociale et de la Famille (MESSF) Tab 1 General Information 2
3 1.3 Roles of the different stakeholders PENSION COMMITTEE The pension committee acts as the Plan trustee. It is responsible for managing the pension fund, investing the contributions received and administering the Plan. The pension committee must ensure the growth of the pension fund assets and inform members about their rights. MORNEAU SHEPELL Morneau Shepell is the pension committee's appointed Plan administrator, is responsible for the implementation and day-to-day administration of the Plan. As part of its duties, Morneau Shepell issues annual statements to the members, sends information to members, calculates the various benefits to which they are entitled, and trains employers for the Plan administration. Morneau Shepell s mandate is defined as follows: to manage a data base containing your information as an employer, the data of active members, members on leave of absence who may or may not have elected to continue contributing to the Plan, and non-active members who are no longer employed to receive, within 20 days following the end of the month, the data collections of withheld member s contributions, as well as the contributions remittances from the member and amounts paid by the Ministry. Morneau Shepell is also responsible for following up on late filers by phone or by issuing reminder notices. to validate the level of individual contributions for each of the members included in the data base with the payments received from the employer to produce a monthly report of the total employee contributions used to establish the employer s share to be paid by the Ministry to the trustee to manage and reconcile the current transactions account with the trustee for the cashing of all contributions received to validate, on a monthly and yearly basis, the individual contributions required for each of your members provide telephone support to the members and the employers administer the pensions and lump sum payments Tab 1 General Information 3
4 EMPLOYERS As an employer participating in this Plan, you will have to: register your employees as Plan members; and deduct the required contributions from the members pay cheques send, within 20 days following the end of the month, the deducted contributions each month as well as the necessary information on each member to the appointed Plan administrator, Morneau Shepell provide members with information related to the Plan. For more information, do not hesitate to contact the Employer Childcare Services Contact Center at Morneau Shepell. MEMBERS The members must pay employee contributions which will provide them with a retirement income. Benefits shall be payable in the event of termination of employment or death. It should be noted that the Plan is included in family assets. 1.4 Applicable legislation and Plan registration numbers Your Plan is registered with the following government agencies: Régie des rentes du Québec : The Plan file number is: Canada Revenue Agency: The registration number is: Important: This number must appear on the T4 (federal) tax slip The following laws apply to your Plan the Supplemental Pension Plans Act the Income Tax Act (Canada) the Quebec Income Tax Act an Act to facilitate the establishment of a pension plan for employees working in childcare services (Bill 127) Tab 1 General Information 4
5 1.5 Sending remittances and data collections to the appointed Plan administrator It is your responsibilities to send information concerning members and Plan contributions to the appointed Plan administrator, Morneau Shepell by: ARIEL PORTAL WEBSITE Morneau Shepell has designed a website called Ariel Portal ( for submitting data collections for contributions deducted from Plan members and the payment of those amounts (remittances) to the appointed Plan administrator. Ariel Portal also contains all the information you need to manage the Plan in your establishment, that is, the Plan text, the Administrative Guide, and press releases issued by the appointed Plan administrator. The site also provides you with information about what you need to do when enrolling a new member, or when a member leaves, dies, or retires, or goes through a separation or wishes to change a beneficiary. The member s reference guide is available on the employee s website ( under Plan Description in the My Plans section. The site also contains documents prepared by the appointed administrator for Plan administration purposes.
