2 In October of 2003 a survey updating information for teachers on call was sent to TOC contacts in each local. The questionnaire focused on TOC pay and benefits; seniority and hiring rights; TOC roles within the local; call-out procedures; communication strategies; professional development funds; and bargaining and other issues or concerns. A total of 46 locals responded to the survey. A reference report showing the data by local was produced and circulated to the TOC committee. The database was updated with additional information and feedback provided by committee members. The report is intended to be a reference document illustrating the similarities and differences in TOC policy and practice in the responding districts. Of particular interest in this report is the section on teacher call-out procedures (see pages 19 through 29). The first question under this topic asked respondents to identify the call out procedures for their local. A total of 22 locals identified more than one procedure and 22 locals identified only one procedure (2 did not answer this item). The most frequently identified was district-wide (checked 25 times) followed by rotational (20 times), and then administrator request and school by school (10 times each). There was almost an even split between those who said TOCs are called only between defined hours with 55% (n=22) saying this was so and 45% (n=18) saying it was not. Respondents indicated that a TOC may be called as early as 5 a.m. or as late as 10:00 p.m. Call-out systems were predominantly personal (rather than automated) and most frequently teacher initiated. Comments on perceived strengths and weaknesses of the call-out system are detailed in the report.

There have been 2 meetings of TOCs with the District Principal of Operations and the TOC dispatcher, followed by a meeting of just union members, to air issues, address concerns, and answer questions. TOCs are included and notiried of any meetings that occur to discuss the posting and filling process, especially in the Spring. Mail outs. TOCs can also have 1 Access to local fund of $4, Proposed initiated to provide funding for attending workshops on days of potential work FTE teachers receive $310. TOCs have been prorated based on prior year's service. 8 TOC pays $50 into account, then can access $150; limited to 5 TOCs 10 Maximum of $100 per year per TOC. 17 None, TOCs don t pay into it at present. 18 Same as contract teachers for 03/04. District puts in $700 to TOC pro-d. First come, first served basis to max of $ Acknowledged at local level to be inadequate but also not frequently used. 20 Controlled by TOC pro-d contact. 22 Registration fees $150, travel $100, education material $50, babysitting $25/day, PSA $50.
