1 City Albany Beaverton None Canyonville None Cave Junction Corvallis The City experienced this in 1990 when it purchased the North Albany Water Service District water treatment plant system as part of the purchase of the PP&L water utility. There were three employees who worked at the North Albany Water Service District plant who were employees of Benton County. Those three employees were transferred to the City of Albany to the closest matching job classification and salary respective to each and became members of the City s AFSCME Union. Their classification seniority date with the City was their date of hire with Benton County. Upon the date of transfer to the City of Albany, the three employees respective unused accrued sick leave and vacation leave hours with Benton County were transferred to the City of Albany. Benton County paid off any accrued comp time as part of these employees final County paychecks. The only thing that came close was an employee resigned and took a position with another government employer. Since the date of resignation was prior to the new employment date, the transfer did not come into play. The City has had experience with absorbing transferred employees from the Corvallis 509J School District. The personnel and payroll departments of both entities interacted to ensure that the Oregon statutes were upheld for this transfer. Final agreement could be several months in the future. We have been through this process once with county employees absorbed into a municipal communication center and once with our assumption of a wastewater system. The City recently transferred 5 City of Ashland dispatchers, and billed the City of Ashland for the cost of the accrued leave we transferred when these folks became our employees. We did this last year with a group of employees. In both cases, the direct liabilities were funded by the entity consolidating, and the City assumed the greater accrual costs with the employees. 3 Salem We have had significant experience, as a matter of fact as of July 1, 2003, movement of Data Center to City of Salem and in 1991 movement of about five 911 agencies to the City of Salem. Employees were given the option to carry over vacation balance. If not, they were cashed out by the employer. For those who elected not to cash out leave, the City received a lump sum of money from the transferring employer...this was put in a special account. All compensatory time was cash down. There were special negotiations pertaining to: sick leave, 50% to the City. 4 The Dalles 1. The City agreed to pay a one-time lump sum of $12,500 for accrued sick leave for transferring City employees, and an agreed upon amount, between the City and the entity employees were transferred to, for accrued vacation, calculated at the employee's rate of pay times the number of hours remaining in the employee's vacation account. At the employee's option, the city paid the employee or the other entity the accrued vacation amount. 2. The City Fire Dept and Wasco RFD agreed to consolidate. The District accepted all accumulated sick leave, holidays, vacation leave, and other benefits and liabilities presently in force for the transferred employees. 5 Morrow We did one several years ago that was a transfer from the Soil and Water Conservation District to Morrow County. I do remember that there was some grumbling from the union that the employee, though new to the County, leaped over several other employees on the seniority list because they transferred with their seniority. Umatilla We "received" State Dept of Corrections' Probation and Parole Officer employees when that responsibility moved to the local Counties (HB1145); and more recently, "received" Pendleton City employees (police dispatchers) due to a consolidation of their E-911/disparch system with ours. Wallowa None I don't remember any cash payment from the District to the County and as one of only two employees, they may not have had any paid leave benefits. We received "cash" from the transferring employer in the case of the City and the State paid out its employees for the accumulated leave prior to their transfer.
