Background At its meeting of 26 February 2014, Council resolved; 2. That a community telephone survey be undertaken by an appropriately qualified market research company with the results available to inform Council s decision making process. 3. That the survey wording be confirmed by a majority of Councillors. At its meeting on 26 February 2014, Council approved the draft survey questions with some minor modification. Survey Results The full survey results are attached overall 53% of respondents opposed or strongly opposed the project, 28% support or strongly support the project, 17 % neither supported nor opposed the project with the remaining 2% unsure. 4 PROJECT OVERVIEW The Hundertwasser Art Centre project has had polarized opinions within the Whangarei community since its inception. While this has been discussed for some time, further funding for this project has been halted until the feedback from residents can be gathered to ascertain the level of support or opposition amongst the wider Whangarei community. To this, Whangarei District Council (Council) contacted Versus with regards to gaining feedback on the Hundertwasser Art Centre. The objectives of this project were to determine: The level of awareness of the Hundertwasser Art Centre. The level of support residents have for the establishment of the Hundertwasser Art Centre The level of support residents have for Council s funding of the Hundertwasser Art Centre. RESEARCH APPROACH The method used to undertake this project was a short (5 minute duration) telephone survey amongst a districtwide sample of residents. A telephone method was selected over Internet or postal methods (which were also considered) for the following reasons: Sample availability: ability to source telephone numbers from across the district to ensure representative geographic spread. This is not possible with current address lists. Sample representativeness: Internet and postal surveys can be prone to greater selection bias than a telephone survey. Timeliness: A postal method takes longer than a telephone method to achieve a significant sample size and is also more costly to implement and audit. Control over interviewing processes: Telephone surveys provide greater control over the interviewing process as there is direct communication with the interviewee. Additionally, interviewees may ask questions for clarification during the interview. Neither of these functions are readily available with an Internet or postal survey but were important for a project of this nature. Interviewing was undertaken between the 7 th of April and the 23 rd of April, between the hours of 10am and 8.30pm. Telephone numbers were contacted a total of four times before they were substituted. 3 P a g e

5 SAMPLE SIZE The final sample size is n=1,000 residents (879 ratepayers and 121 nonratepayers) maximum margin of error is /3.1% at the 95% confidence interval. By way of an example this means that if the observed result on the total sample of n=1,000 residents is 50 per cent (point of maximum margin of error), then there is a 95 percent probability that the true answer falls between 46.9% and 53.1%. SAMPLE STRUCTURE The population of interest for this study was residents in the Whangarei District. As it is too expensive and time consuming to interview an entire population of interest, sampling a subset of the population is typically carried out with a view that the results from the sample are generalisable to the population, when the sample distribution reflects that of the population. One method to ensure a sample is representative of its population is to place quotas on certain variables. For this study quotas were placed on Ward to ensure the final sample representative of the wider population, i.e., that the proportion of interviews from a given ward matched the proportion of residents in the Whangarei District population. The quota proportions for the survey are based on Statistics New Zealand 2006 Census data for Whangarei District 1. A summary of the quotas applied to the sample set is outlined in Table A below. These quotas were achieved. 6 WEIGHTING OF DEMOGRAPHIC DATA When reviewing the final sample structure for this study by demographics, a comparison between the final sample for the age distribution and population proportions shows skews that required correcting (refer Table B). Weighting, also called sample balancing, is the process by which a total sample set is adjusted to remove selection bias and variance amongst a sample of the population. Weighting results ensures that any over or under representation of a given demographics is accounted for when analysing the final sample set. QUESTIONNAIRE CONSTRUCTION The questionnaire for this project was designed by Versus Research in conjunction with Council. The final questionnaire was approved by Council and is included in the Appendix. A pilot of the survey of n=50 residents was undertaken on the 7 th of April. Pilot testing checks the questionnaire flow and ensures wording is such that participants can understand the question with minimum need for clarification. There were no questionnaire changes needed following the pilot of the questionnaire. SIGNIFICANCE TESTING Significance testing is used to determine whether the difference between two results is statistically significant or not, i.e., to determine the probability that an observed difference occurred as a result of chance. Significance testing has been applied to those groups with more than n=30 people. Significance testing was conducted in this report between the various subgroups, including the different demographic and Ward groups. Statistically significant results in the tables are indicated by plus or minus signs under the percentages as follows: A single plus or minus ( or ) denotes significance at the 90% confidence level Two plusses or minuses ( or ) denote significance at the 95% confidence level Three plusses or minuses ( or ) denote significance at the 99% confidence level. 5 P a g e

7 KEY FINDINGS A summary of the key findings for this project is outlined below. Significant demographic differences are noted where appropriate. Awareness and knowledge Overall 93% of residents interviewed were aware of the development of the former Northland Harbour building into the Hundertwasser Arts Centre. Those with the greatest awareness are those residents who are: o Living in HikurangiCoastal ward (98% awareness) o Living in Whangarei Heads (98% awareness) o Ratepayers (97% awareness) o Aged between (97% awareness) or 60 (97% awareness) o Older with no at home (96% awareness) o Female residents (96% awareness) The lowest levels of awareness were seen amongst residents who are: o Living in Denby ward (90% awareness) or Bream Bay ward (91% awareness) o Male residents (91%) o In a household situation whereby they were younger without living at home (83% awareness) o Nonratepayers (78% awareness) o Aged between 18 and 29 (75% awareness) In terms of level of knowledge, 10 per cent of residents had only heard about the development. Those significantly more likely to state they had only heard about it were residents who were: o Non ratepayers (19%) o Living in Whangarei Heads ward (19%) o In a family household with at home (14%) Thirty one per cent of residents knew a little bit about the development. Those significantly more likely to state this were: o Non ratepayers (48%) o Living in Mangakahia Maungatapere ward (42%) o In a family household with at home (38%) o Female residents (34%) Forty per cent of residents knew a moderate amount about the development. Those significantly more likely to have a moderate level of knowledge were: o Aged between 40 and 49 (48%) o Aged over 60 (46%) o In a household situation whereby they are older with no at home (45%) o Ratepayers (43%) 6 P a g e

8 Nineteen per cent of residents felt they knew a lot about the development. These residents were more likely to be: o Aged over 60 (29%) o In a household situation whereby they are older with no at home (26%) o Living in the Okara ward (24%) o Male residents (22%) o Ratepayers (20%) Support for the development Fifty three per cent of residents opposed (22%) or strongly opposed (31%) the development. Those significantly more likely to be opposed to this development were residents who were: o Male residents (63% oppose or strongly oppose) o Older with no at home (60% oppose or strongly oppose) o Aged 60 (60% oppose or strongly oppose) o Living in Okara Ward (59% oppose or strongly oppose) o Ratepayers (55% oppose or strongly oppose) The leading reason for opposition to the development was that ratepayer money should be spent on other priorities, with 52 per cent of those opposed stating this. This was followed by 29 per cent of residents stating that it is too expensive/ waste of money and a further 19 per cent indicating that the art centre is not right for Whangarei and/or won t attract tourists. o Female residents and Bream Bay residents are more likely to indicate that there are other priorities for ratepayer money (59% each respectively c.f. the total 52%) o Hikurangi residents are more likely to indicate that it is too expensive or a waste of money (40% c.f. the total, 29%). Seventeen per cent of residents neither supported nor opposed the development, with those significantly more likely to neither support nor oppose the development being residents who were: o Aged between 18 and 29 (40% neither support nor oppose) o In a household situation whereby they were younger without living at home (37% neither support nor oppose) o Nonratepayers (28% neither support nor oppose) o Denby residents (22% neither support nor oppose) o Family household with at home (21% neither support nor oppose) The leading reason for neither supporting nor opposing the development was that these respondents felt that they needed to know more about it (30%); especially true for residents living in Bream Bay (47%). Twentyeight per cent of residents support (17%) or strongly support (11%) the development. Those significantly more likely to support this development were residents who were: o Living in MangakahiaMaungatapere ward (42% support or strongly support). o In a family household with at home (33% support or strongly support) o Female residents (33% support or strongly support) 7 P a g e

9 o o Living in Hikurangi Coastal ward (33% support or strongly support) Aged between 30 and 39 (31% support or strongly support) The leading reasons behind supporting the development was that it would increase tourism to the area (42%), that it would be a new attraction or feature for Whangarei (40%), and an unique or different character feature (30%) o Female residents are more likely to support the development as it will increase tourism to the area (50% c.f. the total 42%) and/or because it is a new attraction or feature for Whangarei (46% c.f. the total, 42%). o Residents living in Hikurangi Coastal ward, male residents and families with at home are more likely to feel the art centre would provide a unique or different character feature (54%, 39% and 37% respectively c.f. the total, 30%) Two per cent were unsure if they supported or opposed the development and provided a don t know answer, with those significantly more likely to provide this response: o In a household situation whereby they were younger without living at home (10%) o Non ratepayers (5%) o Living in Denby Ward (4%). Support for Council funds being used to construct Hundertwasser Art Centre Fifty nine per cent of residents opposed (26%) or strongly opposed (33%) Council funds being used to construct Hundertwasser Art Centre. Those significantly more likely to be opposed were residents who were: o In a household situation whereby they were older with no living at home (66% oppose or strongly oppose) o Male residents (66% oppose or strongly oppose) o Living in Okara Ward (65% oppose or strongly oppose) o Living in Denby Ward (61% oppose or strongly oppose) o Ratepayers (62% oppose or strongly oppose) o Residents aged 4049 (68% oppose or strongly oppose), 5059 (62% oppose or strongly oppose) and 60 (66% oppose or strongly oppose). Thirteen per cent of residents neither supported nor opposed Council funds being used to construct Hundertwasser Art Centre. Those significantly more likely to be neither nor were residents who were: o Residents aged between 18 and 29 (36%) o In a household situation whereby they were younger with no at home (27%) or family with at home (17%) o Non ratepayers (27%) o Living in Whangarei Heads ward (20%) or Bream Bay ward (17%) Twenty six per cent of residents supported (18%) or strongly supported (8%) Council funds being used to construct Hundertwasser Art Centre. Those significantly more likely to support were residents who were: o Living in the Mangakahia Maungatapere Ward (37% support or strongly support) o Female residents (28% support or strongly support) 8 P a g e

10 Two per cent were unsure if they supported or opposed Council funds being used to construct Hundertwasser Art Centre. Those significantly more likely to be unsure were: o In a household situation whereby they were younger with no at home (10%) o Non ratepayers (8%) o Female residents (3%) Proportion of Council funds being used to contribute to construction costs Thirty nine per cent of residents felt that Council should not contribute at all to construction costs. Those significantly more likely to state this were: o Male residents (47%) o In a household situation where they were older, with no at home (48%) o Ratepayers (41%) o Aged between 40 and 49 (46%) or 60 (48%) o Living in Bream Bay ward(45%) Twenty five per cent of residents were comfortable with Council contributing up to 20 per cent to construction costs. Those significantly more likely to state this were: o In a household situation where they were younger with no at home (60%) o Aged between 30 and 39 (41%) o Living in the Mangakahia Maungatapere Ward (39%) Eleven per cent of residents were comfortable with Council contributing up to 40 per cent to construction costs. There significantly more likely to state this were: o Female residents (14%) o Living in Denby (14%). Eleven per cent of residents were comfortable with Council contributing up to 60 per cent to construction costs. Those significantly more likely to state this were: o Aged between 18 and 29 (20%) o Living in the Hikurangi Coastal Ward (18%) o In a family household with at home (17%) o Female residents (13%) Three per cent of residents were comfortable with Council contributing up to 80 per cent to construction costs. Those significantly more likely to state this were: o Aged between 18 and 29 (8%) o Living in Okara Ward (6%) o Non ratepayers (5%) Three per cent of residents were comfortable with Council contributing up to 100 per cent of the construction costs. There were no statistically significant differences amongst subgroups. Twenty nine per cent of residents felt that there were other things Council could be spending money on, while 16 per cent felt that Council should pay as much as necessary. 9 P a g e
