Can do much better: Commercial dispute resolution enablers and availability of land showed scope for improvement. Many states at bottom: 18 states performed extremely poorly. Delhi Lagging behind: Delhi score 48 % and 19 th rank even though not expected to be one of leading manufacturing producers.
