1 NONMAJOR ENTERPRISE FUNDS The accrual basis of accounting is used for Funds. The cost of providing services to the general public is financed or recovered primarily through user charges. Airport Accounts for maintenance, operation, and construction of the Pierce County and Tacoma Narrows Airports. Maintenance and operations are funded by user fees. Real Estate Excise Tax provides the funding for certain capital improvements. Course Accounts for maintenance and operation of two county golf courses. Funding is provided by user fees. 183
