Educate teachers and guidance counselors on the opportunity, wages and need. Eliminate the negative stereotype of manufacturing employees and jobs through PR and marketing campaigns. Let's explain the technology at work in our manufacturing process. Granted we aren't Google or Facebook but we have some amazing technology in use. Vocational Training at centers such as Ivy Tech, Vincennes University, Lincoln Tech, etc. We need a cohesive plan across the state. 59 Infrastructure HB 1002 Transportation Infrastructure Funding o Fuel Tax Increases Gasoline, Special Fuels and Motor Carrier Surcharge all increased $0.10 on July 1--$540 million in new revenue for 2018 Tax increases each year based on income growth modified CPI capped at $0.01 per year and sunsets in 2024 o New $15 on all vehicles under 26,000 lbs--$85.1 million in new revenue o Registration fees increase 20% on vehicles over 26,000 lbs -- $22 million in new revenue o New $150 fee on electric vehicles, $50 fee on hybrid vehicles--$10.5 million in new revenue o Gradually transfers sales tax revenue on fuel sales from general fund to state highway fund by FY $292 million revenue to highway fund once fully implemented

60 Income Tax Issues SB 515 Various tax matters. o Technical changes to sales tax exemptions, income tax deductions, and the application of net operating losses -- should have no substantive tax impact o Language changing due date for state corporate income tax return removed from bill o LSA required to conduct study on the correlation of employment growth and the statutory relief for C-Corporations of all listed taxes (including state income, sales and excise taxes, and local property taxes) from the period of

61 Business Property Tax Issues SB 386 Property Taxation o Combines elements of five bills (386, 448, 350, 501, and 1198) o Establishes date certain for notices of assessment (Form 11) and appeal deadline starting in assessment year 2019 May 1 of the year of assessment with June 15 deadline when a Form 11 is used as the notice If notice is sent after May 1, then taxpayer has until June 15 of the following year. Tax bills sent in April will be final opportunity for counties to give notice of assessment o Rewrites correction of error language but reasons for correction and time frame remain unchanged

63 Energy and Water Utilities SB 309 Distributed Generation o Limited the premium solar generators over 1MW receive (300% over wholesale to 25% over wholesale) when excess power is purchased by the utilities o Small expansion of cogeneration options for private generation over 80MW Eliminates limitation on new construction Facilities may be located contiguous to energy user User may work with 3 rd Party to develop facility o IURC to study back-up and maintenance rates

64 Energy and Water Utilities HB 1519 Infrastructure Development Zone Utility Service o Allows for investor-owned utilities to recover the cost of private lead service line replaced through the infrastructure improvement tracker (DSIC) o DSIC amended from a volumetric charge to a base rate charge, which should save manufacturers and other large water users utility costs. SB 478 Utility Easements o Allows attachment of broadband equipment to power lines without renegotiating easement (RECs only). o Manufacturers and railroads shielded from liability and allowed to recover from an injury to business operations

65 Employment SB 312 Ban the Box o Prohibits local units of government from enacting ordinances prohibiting employers in their jurisdiction from asking if an applicant has a criminal record o Protects employers for actions brought against them because they did not ask for criminal history

80 Employer Training Grant Process to apply o The employer applies at NextLevelJobs.org, outlining the number of employees they anticipate to train, the training, and the cost of training. o Employers may also just enter company information and ask for a call back to walk through the training pieces of the application. o Once the Department of Workforce Development verifies that the training ties to one of the eligible occupations, they will issue the employer a voucher. o The voucher will outline the grant guidelines, including how many employees are approved and at what amount (with the maximum being $2,500 per employee/$25,000 per employer). o The voucher will essentially hold that amount of funding for the employer to bill against once they hit the 6-month retention mark.

84 New Initiative - Relocation There is not only a skills gap, but a worker shortage. Indiana is at full employment. o o Business attraction is important, but will become increasingly difficult while Indiana has a labor shortage. Rural areas are being hit particularly hard communities need to be able to grow and retain local talent. The IMA Workforce Committee will ask the IMA Board of Directors to approve inclusion of a worker relocation incentive program that will act in concert with an employer-directed training program. If approved, we will ask for that in legislation in 2018.
