3 Draft amendment 6754 === INTA/6754 === Tabled by Reimer Böge, Committee on International Trade Article Macro-financial assistance Total Macro financial assistance represents a strong instrument in the budget to help our partners with macrofinancial unbalances. The current appropriations are insufficient to fulfil the tasks and the needs. Draft amendment 6751 === INTA/6751 === Article Membership of international organisations in the field of customs Total I call for financial means to support the transfer of competences from national to EU level and study the possibility of creating a Trade Facilitation Body in accordance with WTO Trade Facilitation Agreement. I also call for release Key Performance Indicators, KPI s against which they wish to assess the performance of customs administration at national end EU level. Draft amendment 6750 === INTA/6750 === Item Communication of the Commission Representations, Citizens Dialogues and Partnership actions

4 Total Domestic Advisory Groups and Joint Platforms have to be included into Citizens dialogue as they are the main vehicles towards achieving civil society s effective participation in the enforcement and monitoring of trade sustainability chapter of trade agreements. Draft amendment 6752 === INTA/6752 === Article External trade relations, including access to the markets of third countries Total Article 8 of the TFEU establishes that "In all its activities, the Union shall aim to eliminate inequalities, and to promote equality, between men and women" and therefore, the EU has a duty to mainstream gender equality in all its policies, doing away with discrimination and promoting respect for women's rights; in this regard I call on the Commission for the inclusion of Gender chapters in all the newly negotiated trade agreements and to provide the necessary resources for their implementation. 5 Trade Add: Total Heading: Pilot project Women and Trade: Creating a model chapter on gender in Free Trade Agreements based on data on the performance of women participating in trade vs. women participating in the domestic economy. Remarks: Add following text: The project entails the following activities: 1. Review of existing gender chapters in FTAs and their effectiveness 2. Design of a questionnaire to capture information on the impact of trade agreements and the barriers for women-owned/led firms to trade 3.Training of interviewers in the selected member states and partner countries 4. Implementation of interviews and related data quality control 5. Compilation of a database 5. Drafting of a report summarizing the main findings 6. Drafting of a model chapter on gender in FTAs. -The survey will capture variables on women ownership, women in management and female employment in exporting firms. It will be representative at the EU level by firm size and export sector, with interviews across all Member States and in selected third countries (to be defined in consultation with DG Trade) -The survey will capture trade barriers with all current trading partners of firms with additional questions on specific trade agreements that have recently been concluded or are in the process of (re-)negotiation. The list of such agreements for which more detailed information will be captured will be defined in consultation with DG Trade. -The survey will cover regulatory and procedural trade barriers, existing information gaps as well as firms recommendations for improvements. These will be captured by product and partner country and can as such be attributed to specific FTAs and, depending on the type of issue reported, to specific provisions therein. -The data collected is novel and unique. This pilot project is proposed due to a high demand expressed by trade negotiators (including at the World Trade Organisation) who would like to better include the gender dimension in trade policy making but lack the data and evidence base to do so. Legal basis: Add following text: Pilot project within the meaning of Article 54(2) of Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council of 25 October 2012 on the financial rules applicable to the general budget of the Union and repealing Council Regulation (EC, Euratom) No 1605/2002 (OJ L 298, , p. 1). This project supports the objective of ensuring that the benefits of trade openness involve everyone, as a main aim of EU trade policy. Despite the wide awareness that incorporating a gender perspective is key to 5

6 maximising the benefits of trade, this is still not implemented in a consistent and effective way. A key obstacle is the lack of disaggregated data, essential to ensure that provisions in FTA's do not reinforce discrimination but, instead, help reducing gender inequalities. Those bodies are supported mainly by the members and staff of the European Economic and Social Committee. In view of upcoming new mandates to the EESC (Canada, Mexico, Mercosur, Japan, Vietnam, Singapore, Indonesia) an increase in the budget line for EESC members' activities as part of those DAGs is requested. Draft amendment 6755 === INTA/6755 === SECTION VI EUROPEAN ECONOMIC AND SOCIAL COMMITTEE Item Remuneration and allowances Total Domestic Advisory Groups are the main vehicles towards achieving civil society s effective participation in the enforcement of trade and sustainable development chapters in trade agreements. Those bodies are supported mainly by the members and staff of the European Economic and Social Committee. In view of upcoming new mandates to the EESC (Canada, Mexico, Mercosur, Japan, Vietnam, Singapore and Indonesia) an increase in the budget line for EESC staff dealing with DAG s is requested. The amount is expected to cover two AD posts, one for Asia and the other for America and 1 AST for both. 6
