1 Recommendations Considered by the Conference Session Indicating Action Taken Item 1 Saving the Ocean and Sea Life Adopted in Plenary Session as Amended Be it Resolved: Conference Secretary is to write to governors of California and Nevada and President Donald Trump to ask for policies that stop bottom trawling and destructive fishing,. We invite all annual conference clergy and lay members to educate our congregations concerning saving oceans and sea life. Item 2 Track and Report Number of Racial Ethnic Persons Serving On Conference Boards, Agencies and Commissions Adopted on the Consent Calendar The California-Nevada Annual Conference Commission on Religion and Race recommends the California- Nevada Annual Conference Committee on Nominations includes in its annual report to Annual Conference Session 1) the number of persons who are serving on conference boards, agencies and commissions, 2) how many of those are racial ethnic persons and 3) percentage increase or decrease from the previous year. Item 3 Support of Taiwan Adopted on the Consent Calendar BE IT RESOLVED that the California-Nevada Annual Conference of the United Methodist Church stands in solidarity with the Taiwanese people in their struggle to assert their basic human rights to selfdetermination, to freely determine their own political destiny, and to achieve their democratic aspirations without being threatened, oppressed or dominated by foreign powers. BE IT FURTHER RESOLVED that the California-Nevada Annual Conference calls upon the bishop of our Annual Conference and the leadership of the Council of Bishops, with the assistance of the General Board of Global Ministries and the General Board of Church and Society and their annual conference networks -- including the National Federation of Asian American United Methodists -- to inform and educate the church about the history, experience, struggles, and hope of the Taiwanese people to become an independent state.

2 Item 4 Change in Standing Rules Re Expense for Annual Conference Adopted on the Consent Calendar Standing Rule Division VI. G. Member s Expense for the Annual Conference Session Conference Claimants 1. a. Conference Claimants - Up to an amount equal to the per diem allowance for room and board set by the Commission on the Annual Conference Session Board of the Retired Clergy Association shall be reimbursed to retired clergy members, and surviving spouses. and clergy on incapacity leave. These reimbursements shall be funded by the Retired Clergy Association through its annual grant from the Conference Claimants Endowment Board. This benefit will not be paid for any person Retired Clergyperson serving as a supply pastor unless the cash compensation is less than 50% of the minimum compensation for that year. b. Persons who have been granted medical leave due to medical or disabling conditions (as defined by the current Book of Discipline) may request a per diem reimbursement from the Treasurer's Office of the Annual Conference. "G.2" Would remain the same, reading as follows: 1. Pastors and lay members to Annual Conference - Local churches shall pay the cost of room and board and travel expenses to Annual Conference for their pastors and lay members. Item 5 Advocating for Rights of Children as Amended THEREFORE, this resolution: CALLS ON the government of the United States to adhere to its own established law in this case, the U.S. Foreign Assistance Act even if this may require withholding military assistance from the State of Israel due to its practices of arrest and detention of Palestinian children, and REQUESTS the Conference Secretary to communicate this call to the Members of Congress within the Conference boundaries, as well as the President, the Vice President, and the Secretary of State of the United States; CALLS ON the United States Senate to join with 194 other nations in ratifying the United Nations Convention on the Rights of the Child so as to bring stronger international pressure to bear on Israel to comply with the Convention s provisions, particularly those governing the treatment of children held in detention and REQUESTS that the Conference Secretary communicate this call to Members of Congress within the Conference boundaries, as well as the President, Vice President, and Secretary of State of the United States;

3 REQUESTS that members to the 2017 Annual Conference take action by 1) relaying these two calls to the congregations; and 2) writing their Senators and Members of Congress, urging them to respond to our call and 3) encouraging and facilitating their congregations to do the same. ENCOURAGES continued partnership with U.S. and global ecumenical and interfaith partners, as well as with Palestinian and Israeli organizations that are advocating for the rights of children and providing educational, social, and psychological support for children and their families adversely affected by the occupation; and CALLS ON Conference congregations and individuals to learn about the plight of children in Palestine and asks that the Israel/Palestine Tasks Force be a resource as well as a promotor of study and advocacy for the rights of children living under Israeli Military Occupation. Item 6 End Purchase of Hewlett Packard Products Adopted by the Plenary Session as Amended Be it resolved that the 2017 Annual Conference encourages congregations to prayerfully study the role of Hewlett Packard (HP) in the Israeli occupation of Palestine, as well as the on-going non-violent international Boycott, Divestment movement which is consistent with the call of Palestinian Christians as reflected in their 2009 Kairos Palestine document. Item 7 Annual Conference Mission Partnerships BE IT RESOLVED, that California-Nevada Annual Conference continue its partnerships for the Quadrennium with Methodists and Wesleyans in West Angola, Cambodia, the Philippines, Tonga, and Fiji/Rotuma, SO THAT California-Nevada Annual Conference and these partners continue to support each other through prayer and active participation in each other's mutual missions and ministries through gifts of time, talents, and financial support. Through these means of Grace, we are part of God's family, God's people, God's church. Item 8 Recommendation to Sell District Parsonage Be it resolved that the Conference Board of Trustees is granted authority to sell the former Bayview District parsonage at 66 Sandpoint Drive in Richmond, California.

4 Item 9 Medical Benefits for Retired Pastors DIVISION IX. PENSIONS AND BENEFIT PROGRAMS E. Medical Benefits Programs 1. Health Care Program for Eligible Retirees, Dependents and Survivors: a. Eligibility: The following persons shall be eligible for enrollment in the Retiree Health Care Program of the Conference, provided that: (3) Any required premium payments are remitted in a timely manner: (b) Those recognized by Conference action as Retired Local Pastors, provided that they are receiving a pension from the Church, and provided that they served under fulltime Episcopal appointment for not less than five consecutive years immediately preceding their recognition as a Retired Local pastor. Item Past Service (Pre-1982) Pension Rate The Board of Pensions recommends that the Minimum Past Service Pension Rate paid for Pre-1982 service during the year 2018 be set at $861 per year of service. This represents a 1% increase over the 2017 rate of $852 per year of service. Item Retired Clergy Rental/Housing Allowance THAT an amount equal to 100% of the pension or disability payments received from plans authorized under The Book of Discipline of The United Methodist Church (the Discipline ), which includes all such payments from Wespath (formerly the General Board of Pension and Health Benefits), during the year 2018 by each retired or disabled Clergyperson who is or was a member of the Conference, or its predecessors, be and hereby is designated as a rental/housing allowance for each such Clergyperson; and THAT the pension or disability payments to which this rental/housing allowance applies will be any pension or disability payments from plans, annuities, or funds authorized under the Discipline, including such payments from Wespath and from a commercial annuity company that provides an annuity arising from benefits accrued under a Wespath plan, annuity, or fund authorized under the Discipline, that result from any service a Clergyperson rendered to this Conference or that a retired or disabled Clergyperson of this Conference rendered to any local church, annual conference of the Church, general agency of the Church, other institution of the Church, former denomination that is now a part of the Church, or any other employer that employed the Clergyperson to perform services related to the ministry of the Church, or its predecessors, and that elected to make contributions to, or accrue a benefit under, such a plan, annuity, or fund for such retired or disabled Clergyperson s pension or disability as part of his or her gross compensation.

5 ACCOMPANYING NOTES: A. The rental/housing allowance that may be excluded from a Clergyperson s gross income in any year for federal income tax purposes is limited under Internal Revenue Code section 107(2) and regulations thereunder to the least of: (1) the amount of the rental/housing allowance designated by the Clergyperson s employer or other appropriate body of the Church (such as this Conference in the foregoing resolutions) for such year; (2) the amount actually expended by the Clergyperson to rent or provide a home in such year; or (3) the fair rental value of the home, including furnishings and appurtenances (such as a garage), plus the cost of utilities in such year. Item 12 Disposition of Local Church Property as Amended DIVISION X. PROPERTY MATTERS E. Disposition of Local Church Property Due to many unfunded years of those in the previous entrants pension program and the underfunding of MRPF pension plans administered by the United Methodist Church, it has become necessary to protect the accrued pension interests. To do this, every Superintendent shall refuse permission to sell, abandon, merge or otherwise discontinue a local church property ( Disposition in this paragraph) without consultation with the Board of Pensions; and as part of any Disposition the selling or exchanging or converting of the property; a method should be worked out whereby funds shall could be held or transferred or given to the Board of Pensions for protect the unfunded years and underfunded years of all pastors who served that particular church. Additionally, any unreimbursed health care premiums or other benefit costs, with interest thereon, provided by the Board of Pensions and incurred by clergy or lay employees of a local church or other entity shall be transferred to the Board of Pensions from the Disposition proceeds. Item 13 Support California Assembly Bill 1732 Regarding Single Use Restrooms THEREFORE, BE IT RESOLVED that the California-Nevada Annual Conference endorses California Assembly Bill 1732 (2016); THEREFORE, BE IT FURTHER RESOLVED that California United Methodist congregations are urged to place appropriate all-gender signage on their single-use bathrooms in order to comply with this legislation.

6 Item 14 Resolution in Oppostition to North Carolina s Public Facilities Privacy & Security Act Adopted by Plenary Session as Amended THEREFORE, BE IT RESOLVED that the California-Nevada Annual Conference affirms the rights of all people to be safe and to be treated with dignity, and supports legislation that affirms the same, and stands in opposition to laws anywhere that would undermine these rights. THEREFORE, BE IT FURTHER RESOLVED that the California-Nevada Annual Conference recognizes the inherent worth of God s transgender, gender-nonconforming, gender non-binary, and gender expansive people. THEREFORE, BE IT FURTHER RESOLVED that the California-Nevada Annual Conference opposes laws, such as North Carolina s Public Facilities Privacy and Security Act, which place transgender, gender nonconforming, gender non-binary and gender expansive people at risk of persecution and violence. THEREFORE, BE IT FURTHER RESOLVED that the California-Nevada Annual Conference instructs the Conference Secretary to send these resolutions to the governors of the states of California and Nevada, and to the leadership of the legislatures of each of those states. Item 15 Welcoming the Migrant in Our Midst as Amended Therefore be it resolved that we in the California-Nevada Annual Conference of the United Methodist Church, as followers of Jesus, commit ourselves to work to eliminate racism and violence directed toward newly arriving migrants from all parts of the world, as well as, those who have lived and worked among us for some time and that we express our opposition to any immigration policy that excludes refugees solely on the basis of their religion or national origin; Be it further resolved that the California-Nevada Annual Conference encourages all churches to educate and equip their members to provide radical hospitality and welcome migrants and refugees in their communities (the resolution approved by General Conference Welcoming the Migrant to the United States would be an excellent resource); and to take further actions and advocate for just policies through prayer and discernment; Be it further resolved that the members of the California-Nevada Annual Conference call upon their political leaders and policy makers to assure our laws affirm the worth, dignity and inherent values and rights of immigrants and Be it further resolved that the members of the California-Nevada Annual Conference call upon their political leaders and policymakers to continue to accept refugees and grant asylum based solely on the need of those seeking our help, such as victims of natural disaster, innocent victims of war, or persons whose lives are in danger due to political issues.

7 Item 16 Senate Bill 54 California Values Act as Amended Be it resolved that every church in the California-Nevada Annual Conference speak to their county sheriff about how immigrants are being treated in their community and that you call Governor Brown in support of SB 54. The passing of this bill will create a model for the rest of the nation, saying loud and clear: Our local law enforcement is there to protect all members of our communities. Be it further resolved that the California Nevada Annual Conference send a letter/ to the President of the United States in support of human rights for everyone who lives in the United States and also to the Senate President Pro Tempore, Kevin de Leon, of the State of California in support of SB 54. ( sd24.senate.ca.gov) Item 17 Minimum Salary Resolution Be it Resolved that the minimum salary for full-time clergy serving as pastors in the charges of the annual conference for calendar year 2018 shall be as set forth in Column D below for the clergy s years of service: (SEE LAST PAGE OF Recommendations Considered by the Conference Session Indicating Action Taken 2017) Item 18 Resolution on Public Education We call for the following actions: 1. Direct the Conference Secretary to send a letter of support to the NAACPs, expressing solidarity, and supporting that organization's call for a moratorium 2. Encourage local churches to engage in intentional study of the charter issue (1) 3. Encourage local churches, and particularly pastors and lay leaders to develop relationships with local school boards of education, including attending local school board meeting as possible (2) 4. Encourage local churches to develop relationships with local public schools and PTAs and to encourage volunteerism among their membership. Establish and nurture partnerships with local public schools such as providing after-school and vacation enrichment programs, adopt-a-school programs, teacher appreciation programs, updated library materials, and parenting enrichment classes. 2. Monitor reform efforts in public schools, including the creation of charter and magnet schools, of schools-within-schools, of full inclusion or appropriate placement of children who are differently-abled, and of classes sized to best serve all children. NAACP Statement: Item 19 Resolution on Transgender Justice Be it Resolved: as Amended 1. That the members of the California-Nevada Annual Conference affirm the following statement: We, United Methodists of California and Nevada believe that transgender persons are God s beloved children. We condemn all acts of violence against this vulnerable population; and we urge local churches to condemn all violence against transgender and gender non-conforming people in their communities ; 2. That the Conference Board of Trustees is directed to develop policies for all annual conference properties that specifically say they are inclusive of all people regardless of gender identity, and that gender non-conforming persons can seek refuge and/or assistance in annual conference properties if feeling unsafe or threatened; and 3. That local congregations are strongly encouraged to educate about and create similar policies for their local properties. Item 20 California Religious Freedom Act SB 31 as Amended Therefore be it resolved that the California-Nevada Annual Conference go on record to support California Senate Bill 31 to protect all people in our state from religious or ethnic persecution and to ban any registry based upon religious or ethnic background. Item 21 California Senate Bill 6 The Due Process for All Act as Amended Therefore be it resolved that The California-Nevada Annual Conference go on record to support this bill and its intent to provide funding for individuals in need of legal help with their deportation proceedings; and The United Methodist Churches of the California-Nevada Conference are encouraged

9 to contribute to the California Universal Representation Trust Fund. Item 22 Change to Standing Rule IV.A.2.f Adding Conference Statistician as Lay Member of Annual Conference Resolved, that the Standing Rule IV.A.2.f be amended with the following addition: f. Persons holding each of the following offices shall be lay members of the Annual Conference: Conference President of the United Methodist Women; Conference President of United Methodist Men; Conference Lay Leader/s; Agenda chairperson of the Annual Conference Session; Lay delegate or reserve lay delegate to Jurisdictional Conference; President of the Retired Clergy Association; Executive officer of the Retired Clergy Association; Conference Secretary of Global Ministries, and the Conference Statistician. Item 23 Change in Standing Rules Establishing Hispanic-Latino Ministries Resolved, that the Standing Rule C.2.b.6).b which establishes the Conference Committee on Hispanic- Latino Ministry, be amended as follows: i) Purpose: To administer the Hispanic Endowment and to distribute funds earned from the endowment to Hispano-Latino ministries within the bounds of the California Nevada Annual Conference. To start and monitor new Hispano-Latino Churches and Ministries and revitalize existing Hispano-Latino Churches in the California Nevada Annual Conference. Develop new leaders and pastors for Hispano-Latino Ministries in the Conference. Develop, monitor and support Conference wide Hispano-Latino programs. Coordinate, implement and link with the National Hispanic Plan of the UMC and to act in an advisory and consultative manner with the Bishop, Cabinet, ministry staff and conference boards and agencies regarding Hispano-Latino ministries. i) Purpose: To be a channel of support for the development of Hispanic-Latino Ministries within the California-Nevada Conference. a. Work with the Cabinet to identify, accompany and evaluate existing and new Hispanic Latino communities of faith. b. To resource local churches who are committed to develop Hispanic ministry. c. In partnership with the Cabinet work with the National Plan for Hispanic Ministries to develop an ongoing comprehensive strategy for Hispanic Latino ministry in the

10 conference. The committee will help to guide the strategy with the support of the Cabinet and committee on congregational vitality. d. In consultation with the Cabinet the committee will prepare the annual budget for the use of the Hispanic endowment interest funds. e. The Committee on Hispanic Latino Ministries will work under the oversight of the Committee on Ethnic Ministry and Outreach in the administration of its work. f. Encourage the full participation of Hispanic Latino ministries, local congregations and new communities of faith in the connectional ministries of the conference. ii) Membership: The Conference Treasurer and every Hispanic Pastor under apointment, Latino seminary student, and lay missionary under assignment in the Conference; the President of the Hispanic Caucus, one Cabinet Representative, a representative from CFA (Non Voting), Five lay persons from churches with ministries to and with Hispanics or Latinos. Additional at large members may be added to maintain balance and District representation. ii) Membership: 4 will be Hispanic Clergy, 2 Non-Hispanic Clergy, 2 Hispanic Lay persons, 2 Non-Hispanic Lay persons for a total of 10 members. iii) iv) Officers are as follows: President, Vice President, and Secretary. Officers are limited to two consecutive four year terms and are nominated by the Conference Nominating committee in consultation with the committee. At large members are limited to two 4 year terms and are to be nominated by the Conference Nominating Committee. Representatives are designated by their respective agencies. Standing Committees: Executive Committee, calls meetings, meets 3 times a year not counting conference calls, prepares programmatic recommendations and agendas for recommendation to the full committee after consulting with the cabinet. Executive Committee membership shall be the President, Vice President and Secretary of the Committee on Hispanic-Latino Ministries. (Cabinet rep, President, VP, Secretary), Finance and Funding, and Programming. Item 24 Leveraging the Power of United Methodist Investment Portfolios recognizing and Respecting Native Americans, their Lands and Resources Withdrawn by Maker of the Item Item 25 Support of the Election of Bishop Karen Oliveto as Amended THEREFORE: Be it resolved the California- Nevada Annual Conference was led by the Holy Spirit, that we dare not suppress, in our nomination of Rev. Karen Oliveto as a candidate for the episcopacy.

11 Be it resolved that the California-Nevada Annual Conference affirms the nomination, election, consecration, and assignment of Rev. Karen Oliveto as a Bishop of the United Methodist Church. Be it further resolved that the California-Nevada Annual urges the Western Jurisdiction College of Bishops to do the same as they consider their Administrative response to Judicial Council Decision Be it further resolved that a copy of this Resolution be sent by the Annual Conference Secretary to Bishop Karen Oliveto, and to the western Jurisdiction College of Bishops, and the Council of Bishops. Item 26 An Action for Peace in the Korean Peninsula THEREFORE, BE IT RESOLVED that the California Nevada Annual Conference send a letter to the President Trump, Secretary of State Tillerson and the Under Secretary of State for Arms Control and International Security Affairs, reflecting our views: 1) That the US government should not take any actions to cause a war in the Korean Peninsula, including a preemptive strike; 2) That the US government set a goal for the peaceful reunification of Korea as a formal US policy goal; and 3) That the US government take a step further for bilateral diplomatic and human contacts between the United States and the government of North Korea. LET IT FUTHER BE RESOLVED that the congregations of the California Nevada Annual Conference promote the awareness of the situation in the Korean Peninsula, and encourage prayers for peace in the Korean Peninsula and for reunification between the two Koreas. Item 27 - Affirming Western Jurisdiction College of Bishops Statement Regarding Judicial Decision 1341 THEREFORE BE IT RESOLVED that, as a pilgrim people who rest only in the boundless grace of God in Jesus Christ, we will seek to walk together, even in the tension of our differences, and join our bishops in striving to be a home for all God s beloved. Item 28 Petition to Western Jurisdiction College of Bishops to Convene Special Western Jurisdiction Conference Not Supported by Plenary Session Item 29 Resolution Affirming LGBTQIA+ Clergy

12 as Amended THEREFORE BE IT RESOLVED that, collectively as members of the California-Nevada Annual Conference, we re-affirm our baptismal vows to resist evil, injustice, and oppression in whatever forms they present themselves, even when it exists in our own Book of Discipline and in rulings of Judicial Council. The California-Nevada Annual Conference aspires to live as the Beloved Community. We respond to God s Great Commission to proclaim the good news to all people, and we intend to live into the reality of the beautiful, bold, diverse, and inclusive Body of Christ. We uphold our denomination s mandate to foster inclusiveness. Inclusiveness means openness, acceptance, and support that enables all persons to participate in the life of the church, the community, and the world [and] therefore, inclusiveness denies every semblance of discrimination ( 140 Book of Discipline). The California-Nevada Annual Conference remains in support and in solidarity with all LGBTQIA+ clergy persons; and with humility, integrity, and courage, we renew our commitment to continue affirming LGBTQIA+ clergy persons in their calls to ministry, support them in their service to the church, and prayerfully work with them to transform all forms of institutional discrimination. Item 30 Resolution Affirming Western Methodist Justice Movement s Statement to the Commission on a Way Forward THEREFORE BE IT RESOLVED that the California-Nevada Annual Conference of the United Methodist Church supports WMJM s recommendation to the Commission on a Way Forward that the following sentences in the Book of Discipline be modified to provide a vision consistent with the diversity of sexuality and gender: We affirm the sanctity of the marriage covenant that is expressed in love, mutual support, personal commitment, and shared fidelity between the partners. (Par. 161B) We affirm with Scripture the common humanity of human beings, all having equal worth in the eyes of God. We call upon those of different genders alike to share power and control, to learn to give freely and to receive freely, to be complete and to respect the wholeness of others. (Par. 161E) Although all persons are sexual beings whether or not they are married, sexual relations are affirmed only within faithful covenants such as marriage. [Remove this one sentence:] The United Methodist Church does not condone the practice of homosexuality and considers this practice incompatible with Christian teaching. (Par. 161F)
