1 The Warm Home Discount 2017/18 The Warm Home Discount Scheme provides 140 rebate on your electricity bills in winter You may be eligible for the Warm Homes Discount through the automatic core group, or through the broader group. Core Group You will qualify automatically for the discount if, on 9 th July 2017, all of the following apply: Your supplier was part of the scheme You (or your partner) were getting the Guaranteed element of Pension Credit (even if you get Savings Credit as well) AND that person was named on the electricity bill. You do not need to do anything and should receive a letter from the Department of Work and Pensions from September 2017 onwards advising you of the discount. For any queries you can contact the Warm Home Discount Helpline on: or free phone (lines are open from September 2017 to March 2018) Broader Group Energy suppliers also offer the Warm Homes Discount to other customers in vulnerable groups, if they meet certain criteria. In general, you need to receive certain benefits or be on a low income (under 16,190 a year) - but the criteria differ slightly by supplier. Check with your supplier or use the information attached to see if you are eligible. You will need to apply each year, and it is important to sign up early in the autumn as availability is limited. Please note you may be required to provide documentary evidence to confirm your eligibility. 2 Questions: What is excluded from my annual household income? Household income excludes Council Tax Benefit, Housing Benefit, Attendance Allowance, Disability Living Allowance or PIP, Child Benefit and Child Tax Credit; and is before tax and National Insurance are deducted (gross income). I receive no income-related benefits, but my annual household income is under 16,190 You can be eligible for the Warm Homes Discount with some suppliers if you have a low income and there is some form of vulnerability in the household. The criteria still varies by supplier, but these vulnerabilities could be a young child, a disability or health condition, or a pensioner. These suppliers are: British Gas / Sainsbury s Energy / The Co-op/ Economy Energy/ Extra Energy/ GB Energy/ First Utility / Npower / Ovo Energy / SSE / Scottish Power / Utility Warehouse. I m a pensioner with an annual income under 16,190 You can be eligible for the Warm Homes Discount with some suppliers without the need to receive Pension Credit. These suppliers are: British Gas / Sainsbury s Energy / Economy Energy/ Scottish Power / The Co-op/ First Utility You may be eligible with E.ON if you receive council tax reduction (not single person discount) and were born on or before 31 March I think I m automatically entitled to the discount but haven t heard anything from the DWP The Department of Work and Pensions will begin to write to eligible customers in September At the top right hand side of the letter they send you there ll be a reference number either beginning with the letters M or U. If your reference number begins with an M: This means you don t need to do anything. The DWP know who your electricity supplier was on the 9 th July 2017, and that supplier will pay your discount by May If your Reference number begins with a U: This means that the DWP aren't sure who your electricity supplier is. You ll need to give the Helpline a call ( ) and give them your electricity account number and Meter Point Administration Number (MPAN). You'll find the information you need on your electricity bill, so have this handy when you call. But don t delay, if you don t call them by the date specified on your letter, you won't get your discount. NB. Rebates paid under the Warm Home Discount Scheme will not affect any Cold Weather Payment or Winter Fuel Payment you may receive I ve changed supplier, who will give me my Warm Home Discount? If you're in the Core Group and expecting an automatic discount: The company that supplied your electricity on 9 th July 2017 is responsible for giving you the discount, even if you re now with another supplier. Check with your old supplier how they will pay it, and if you also change address keep them informed as the discount may arrive as a cheque. If you're in the Broader Group and have applied for a discount: If you change electricity supplier before you ve received the discount, you won t be eligible with your old supplier. You ll need to contact your new supplier and apply with them instead, and be aware that their criteria may be different or they may have closed to new Warm Homes Discount applications.
3 Not yet open To qualify you must be the account holder or partner of the account holder and are required to meet one of the following criteria: A) In receipt of the Savings or Guarantee & Savings element of the State Pension Credit (unless already qualifying as part of Core Group). B) In receipt of one of the following means tested eligible benefits: Income Support. Income based Jobseekers Allowance. Income related Employment and Support Allowance (which includes a work related activity or support component). Universal Credit (low income elements). And includes one of the following: Child element for children aged 5 or under. Disabled child element. C) Be a customer with a gross annual household income (HHI) of less than 16,190 and the account holder is living with mental or physical disability or illness, or there is vulnerability within the home (children living in the house aged 5 or under) or of pensionable age. D) Be a customer with a gross annual household income (HHI) of less than 16,190 and spend 10% or more of household income on energy bills to heat the property. 7 Group 4 You receive universal credit and are not in work or are self-employed and on an annual income not exceeding 16,190 And either: Is in receipt of the limited capability for work element, with or without a work-related activity element, or; Is in receipt of the disabled child element, or; Has parental responsibility for a child aged 5 years or under who ordinarily resides with that person, or; Has parental responsibility for a child between 5 and 18 years and in full time education who ordinarily resides with that person. Group 5 If your household has an annual income of less than 16,190 and has one or more of the following vulnerability indicators: The customer household must include: i) A dependent child aged five years or under and/or ii) A dependent child between five and 18 years and in full time education or; OR you or your partner, i) is aged 60 or over, or; ii) receives Personal Independence Payments, Disability Living Allowance, Incapacity Benefit or Attendance Allowance for themselves or for another adult or child living with them, or; iii) receives exemption from NHS prescription charges because they have on-going / chronic illness, or; iv) is registered disabled, or; v) is living with a mental or physical disability or illness. Yes. If you qualify and your application is successful, we ll add credit to your account remotely and you ll see it the next time you top up at any outlet. Alternatively, we may send you a voucher. If you have a Smart meter, your rebate will automatically update on your meter. We can apply for the customer using the form below but we need to write CSE WHD in the Agent ID field. OR In order to complete a registration we will need details of all the benefits you receive and their amounts, as well as any other household income. Please have this information to hand when you call. Also ensure you have your national insurance number, as this is asked for as part of the application process. The Scheme is being funded by energy suppliers and is administered by Charis Grants Limited. If you are eligible for the Warm Home Discount rebate, a cheque for 140 will be sent to you before 31 May You will be required to bank this cheque within 3 weeks of receipt.
