1 Prescribed Hospital and Health Services as at 1 July 2014 Effective from 1 July 2014 the following Hospital and Health Services will become employers of health service employees: Children s Health Queensland Gold Coast Metro North Metro South North West Sunshine Coast Townsville West Moreton. The remaining HHSs are scheduled to be prescribed as employers on 1 July Employment transfer from 1 July 2014 Once an HHS becomes the employer, all existing and future staff working for the HHS will become its employees. Employees working for the HHSs listed above on 30 June 2014 will become employees of that HHS from 1 July These employees will receive formal notification of their transfer in late June Employees do not need to do anything to transfer their employment. Employees should continue to contact the same local payroll and human resource teams for any enquiries. Conditions of employment Conditions of employment will not change as a result of the HHS being prescribed as an employer. Entitlements all entitlements (including superannuation and leave balance accruals) will automatically transfer to the HHSs when it becomes the employer. Superannuation and leave accrual, and an employee s continuity of service will continue. Employment arrangements such as appointments or higher duties, which are already approved or underway will continue. Payment summaries and PAYG tax - employees will continue to receive a single end of financial year payment summary with the Queensland Health name and ABN as the payer. Pay As You Go (PAYG) tax will be withheld based on all work undertaken across Queensland Health, even if work is undertaken in more than one HHS. Fringe benefits tax - there is no change to the current fringe benefits tax reporting entity or to the existing salary sacrifice arrangements.

2 Employees working for Department of Health Employees located in an HHS but working for the Department of Health (e.g. Queensland Ambulance Service, Health Services Information Agency and Health Support Queensland), will NOT become employees of the HHS. Future transfers between HHSs Movement of an employee between HHSs (whether the HHS is an employer or not) does not constitute a termination of employment. When an employee moves to another HHS, the employee s personal information, including pre-employment screening information, will be provided to the new HHS. Senior health employees on contract In a separate process, some employees (senior medical officers and visiting medical officers) will also move onto individual employment contracts from 4 August These employees will be employed by the HHS, whether the HHS is prescribed as an employer or not. Temporary visa sponsorship (457 and 402) The HHS will remain the Responsible Policy Owners under the department s central sponsorship number. Overpayments or debts Any outstanding debt to Queensland Health is still payable and current repayment arrangements will continue. Becoming the employer In order to become an employer, each HHS was assessed on its capacity and capability to be an employer. The assessment was based on a thorough evidence framework. HHSs provided the required documentation for review and approval by the Minister for Health. The Director-General will continue to be responsible for statewide employment and industrial relations including: establishing conditions of employment for health service employees, including issuing health employment directives negotiating certified agreements. For staff within these services, your respective HHS will become your employer effective 1 July Your employment terms and conditions will not change as a result of your HHS being prescribed as your employer, and your entitlements will be automatically transferred to the HHS. The transition of staff responsibilities to HHSs will ensure decisions about local healthcare are exactly that, local decisions. Gold Coast North West For you, this means from 1 July 2014 your Hospital and Health Service will become your employer, with increased local decision making, accountability and autonomy, more workforce flexibility and a greater ability to respond to the health needs of the local community. Your employment terms and conditions will not change as a result of the Hospital and Health Service (HHS) being prescribed as your employer, and I want to assure you that there will also be no effect on the following: your pay it will remain the same and you will still contact the same local human resource and payroll teams for any enquiries your superannuation and leave balance accruals (e.g. recreation, sick and long service leave) will continue as is employment arrangements, such as appointments or higher duties, already approved or underway, will continue your continuity of service remains the same. If you have an outstanding debt to Queensland Health, current repayment arrangements will continue. You do not need to do anything to confirm the transfer of your employment to your HHS. All your entitlements (e.g. recreation leave) will automatically transfer to your new employer. Also, if you transfer from one HHS to another, your personal information, including pre-employment screening information is able to be shared between health employers, making it easier to transfer. As the Director-General for the Department of Health I will continue to be responsible for statewide employment and industrial relations arrangements, including establishing conditions of employment for health service employees and negotiating certified agreements. Some employees, such as senior medical officers and visiting medical officers, will also move onto senior health service employee contracts in August 2014 in a separate process to prescribing HHSs as employers. Employees moving to senior health service employee contracts will be employed by the HHS, whether the HHS is prescribed as an employer or not.
