2 BPO Promotion Scheme The Ministry of Electronics and IT has been working to translate Prime Minister Shri Narendra Modi s vision of Sabka Saath, Sabka Vikas, through digital inclusion. Digital India program 1 was launched by the Government to ensure digital service delivery to the common people as well as to create new opportunities in the digital economy. Schemes such as BPO Promotion and Common Services Centers have helped us create digital inclusion and equitable growth. Growth of IT sector in India has traditionally remained confined to a few select urban clusters. Urban pockets like Delhi-NOIDA-Gurugram, Mumbai-Pune, Hyderabad, Bengaluru-Mysore and Chennai saw the concentration of majority of the IT companies. In 2014, it was decided to work towards spreading IT jobs across small towns of India. The objective was to create opportunities for the youth living in these areas so that they do not need to migrate to urban clusters. As a result, the India BPO Promotion Scheme (IBPS) was conceived. Given the special focus of the Government to develop the North East regions of India, the North East BPO Promotion Scheme (NEBPS) was also conceived simultaneously. India BPO Promotion Scheme (IBPS) Under the Digital India Programme the Government has approved India BPO Promotion Scheme (IBPS) to create employment opportunities and promotion of Business Process Outsourcing (BPO) or Information Technology Infrastructure Services (ITES) operations across the country [excluding certain Cities 2 and the States in North East Region (NER)], to secure balanced regional growth of Information Technology (IT) and ITes industry. The India BPO Promotion Scheme (IBPS) seeks to incentivize establishment of 48,300 seats in respect of BPO/ITES operations across the country. It is distributed among each State in proportion of State's population with an outlay of Rs. 493 Crore. This would help in capacity building in smaller cities in terms of infra and manpower and would become basis for next wave of IT/ITES led growth. 3 2 employment opportunities of around 1.5 lakh direct jobs considering three shift operations. It may also create good number of indirect jobs. The scheme provides following financial supports: A. Financial Support: Up to 50% of expenditure incurred on BPO/ITES operations towards capital expenditure (CAPEX) and/or operational expenditure (OPEX) on admissible items, subject to an upper ceiling of 1 Lakh/Seat. B. Special Incentives: The following special incentives will be provided within the ceiling of total financial support i.e. Rs. 1 Lakh/seat: 1. Incentive for diversity & inclusion: Special incentive (% of eligible financial support) for Units providing employment to women and persons with disability will be provided as under: Inclusion & Diversity Special Incentive (% of eligible financial support) 50% women employment 5% 4% Employment of persons with Disability 2% 2. Incentive for providing employment beyond target: Special incentive (% of eligible capital support) for units providing employment beyond employment target (1.5 times the number of seats) will be provided as under: Employment generation Special Incentive (% of eligible financial support) 2 X no. of seats 5% 2.5 X no. of seats 7.5% 3 X no. of seats 10% 3. Incentive for wider dispersal within State including rural areas: Special Incentive (5% of eligible financial support) for units setting up BPO/ITES operations at locations other than the State Capital.

Incentive for promoting local entrepreneur: Special Incentive (5% of eligible financial support) for units setting up BPO/ITES operations as a consortium with local entrepreneur (Domicile of State/UT). 5. Special Package for Hilly Region (Himachal Pradesh, Uttarakhand and Jammu & Kashmir):The eligible entities can participate in the scheme with minimum 50 seats with average annual turnover of last 3 Financial Years as Rs. 1 Crore instead of minimum 100 seats with average annual turnover of last 3 Financial Years as Rs. 2 Crore. A Company, availing financial support under IBPS, can also avail support under any other Scheme of the Central/State Government concerned other than similar financial support availed under IBPS Under the IBPS, the quantum of financial support shall be determined through an open bid system, subject to overall ceiling of Rs. 1 lakh per seat. Under IBPS, till 28th February 2018, 127 companies have been declared successful to setup BPO / ITeS operations for seats distributed around 91 locations covering 20 States and 2 UTs. It has already created an initial employment for 10,297 personssome of the new and interior locations where BPOs have started operations at Tirupati, Guntupalli, Rajamudry in Andhra Pradesh, Patna and Muzaffarpur in Bihar, Raipur in Chhattisgarh, Baddi and Shimla in Himachal Pradesh, Sagar in Madhya Pradesh, Bhubaneswar, Cuttack and Jaleshwar in Odisha, Kottakuppam, Madurai, Mayiladuthurai, Tiruchirappalli, Tiruppattur and Vellor in Tamil Nadu, KarimNagar in Telangana, Bhaderwah, Budgam, Jammu, Sopore and Srinagar in Jammu and Kashmir, Aurangabad, Bhiwandi, Sangli and Wardha in Maharashtra, Bareilly, Kanpur and Varanasi in Uttar Pradesh. Bids have been received for locations like Chittoor, Mathura, Baitalpur (Deoria), Farukkhabad, Jahanabad, Gaya, Dalsinghsarai, Pathankot, Amritsar, Gwalior, Raisen, Sringeri, Udupi, Hubbali, Balasore, Cuttack, Puri, Ranchi, Deoghar, Vellore, Tirupur that are currently under evaluation. The North East BPO Promotion Scheme (NEBPS) Government has also launched North East BPO Promotion Scheme (NEBPS) under Digital India Programme to incentivize setting up of 5000 in respect of BPO/ITES operations in the States of Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura, through the following financial supports in the form of
5 4 Viability Gap Funding (VGF) to eligible Companies. NEBPS provides similar financial support as IBPS. A. Financial Support: Up to 50% of expenditure incurred on BPO/ITES operations towards capital expenditure (CAPEX) and/or operational expenditure (ОРЕХ) subject to an upper ceiling of Rs. 1 Lakh/Seat B. Special Incentives: The following special incentives will be provided within the ceiling of total financial support i.e. Rs. 1 Lakh/seat: (i) Training Incentive: Upto 50% of training expenditure with cap of Rs. 6,000/employee for total regular employees up to the 1.5 times (employment target) the number of approved seats of BPO/ITES operation (e.g. For 100 seats BPO/ITES operation, training incentive can be availed for max. 150 regular employees) (ii) Incentive for diversity & inclusion: Special incentive (% of eligible financial support) for Units providing employment to women and persons with disability will be provided as under: Diversity & Inclusion Special Incentive (% of eligible financial support) 50% women employment 5% 75% women employment 7.5% 4% employment for persons with disability 2% (iii) Incentive for providing employment beyond target: Special incentive (% of eligible financial support) for units providing employment beyond employment target (1.5 times the number of seats) will be provided as under: Employment Generation Special Incentive (% of eligible financial support) 2 X no. of seats 5% 2.5 X no. of seats 7.5% 3 X no. of seats 10% (iv) Incentive for promoting Local Entrepreneur: Special Incentive (5% of eligible financial support) for units setting up BPO/ITES operations as a consortium with local entrepreneur (Domicile of the State where BPO/ITES operations are being established).
6 5 Under NEBPS, till 28th February 2018, 2060 seats have been allocated to successful bidders to setup BPO/ITeS operations covering 5 States of NER (Assam, Nagaland, Meghalaya, Manipur and Arunachal Pradesh). Achievements of North East BPO: The Government remains committed to rapid and comprehensive development in the North Eastern states of India. Integrating initiatives to improve connectivity and recognising the talent of the youth of North Eastern states, the government by setting-up the BPOs has given a massive push to development in the region. Some of the locations where BPOs have commenced operations in the North East are Guwahati, Jorhat, Kohima, Imphal etc. New locations such as Diphu, Majuli, Kokrajhar and Silchar in Assam, Dimapur (Nagaland) and Agartala (Tripura) are under evaluation. The total 48,300 seats in IBPS have been distributed across the States/ UTs based on respective population percentage as per Census The State/ UT wise list of seats distributed under IBPS based on population percentage is at Annexure-I. However, there is no State wise distribution of seats in NEBPS; the total 5,000 seats are for the entire North East Region. Way forward The Minister of Communications and Information Technology, and Law and Justice, Shri Ravi Shankar Prasad, called the schemes a "text book case of digital inclusion being achieved. He pointed out that We are moving very fast on India BPO Promotion Scheme (IBPS) and North East BPO Promotion Scheme (NEBPS) and the results are positive. We intend to conclude these two schemes in the next 6 months and want to expand it further. The strategy is to cover more non-metro towns and even villages. Though the present subsidy amount is available till March 2019, with the response from companies being very optimistic, Ministry of Electronics and Information technology is planning to move a proposal to the Finance Ministry for increasing the fund allocation, which is likely to come up in its deliberations for the Union Budget BPOs have come up in towns such as Bhaderwah, Budgam,
7 6 Sopore, Wardha, Kanpur, Varanasi, Bareilly, Sagar and Raipur. Shri Prasad said that the scheme has been successful as in the 5th round of bidding, which concluded on 4 November 2017, 68 companies submitted bids for 17,000 seats. Out of these, 54 new companies have submitted bids for locations in 40 new towns like Puri, Jahanabad, Mathura, Hubbali, Cuttack and Balasore. These locations will compete with BPOs in countries like Ireland, Vietnam and Philippines. References: i. ii.
