2 City s Investment Objectives Investment Objectives: In accordance with the City s Investment Policy, the City s primary objectives in order of priority are: Safety Safety of principal is the foremost objective of the investment program. Investments for the City will be made in a manner that seeks to ensure the preservation of capital in the overall portfolio. Liquidity The City s investment portfolio will remain sufficiently liquid to enable the City to meet all operating requirements which might be reasonably anticipated. Yield The City s investment portfolio shall be designed with the objective of attaining a market rate of return throughout budgetary and economic cycles, taking into account the investment risk constraints, liquidity needs, and cash flow characteristics of the portfolio. Certification: The City has sufficient funds to meet expenditures for the following six-month period. City of Santa Rosa Investment Policy dated April 9,

4 Market Summary Economic Conditions Volatility in the equity markets grabbed the headlines again amid threats of a possible trade war, but indications of strong economic fundamentals continue to fuel domestic and global expansion. Strong personal consumption and business investment drove fourth quarter U.S. Gross Domestic Product (GDP), which was revised up to show growth of 2.9%. Estimates for 2018 GDP are for growth in the range of 2.5 to 2.8%. Inflation ticked upward, with overall growth in the Consumer Price Index (CPI) and Producer Price Index (PPI), and wage growth modestly rose. The Federal Open Market Committee (FOMC) hiked rates, as expected, raising the fed funds rate by 0.25% to a new range of 1.50 to 1.75%. Perhaps less expected was the notable improvement to the Federal Reserve s (Fed s) economic projections for GDP growth, unemployment, and inflation over the next three years. This raised the probability of multiple additional hikes in Job growth was disappointing in March, with only 103,000 jobs added, while unemployment held at 4.1% for the sixth straight month. For the first time ever, however, the number of job openings (6.3 million) now nearly equals the number of unemployed (6.6 million). Market Reaction The U.S. Treasury yield curve twisted in March, with yields on maturities two years and under increasing to new multi-year highs, while yields on longer maturities declined in response to the decline in equity prices. The yield of the two-year Treasury note rose two basis points (bps) to end the month at 2.27%, while the 10-year declined 12 bps to 2.74%. As a result of the flatter yield curve, performance of longer-term fixed-income indices dominated their short-term counterparts in March. The index of 10- to 15-year Treasuries returned 1.4% for the month, while the one- to three-year Treasury index returned 0.19%. For the quarter, however, 10- to 15-year Treasuries lost 2.3% while the one- to three-year index was down 0.14%. Risk aversion and heightened market volatility pushed credit spreads wider for the second consecutive month. The result was underperformance of most credit sectors relative to comparable U.S. Treasuries for both the month and the quarter. The mortgage-backed security (MBS) sector provided some reprieve for intermediate-term investors as lower coupon 15-year MBS indexes outperformed the majority of other comparable duration investment-grade fixed-income sectors. For the first quarter, however, most MBS indexes have underperformed. 3

Amortized Cost Value (Book Value). Represents the original cost of an investment adjusted for amortization of premium or accretion of discount. Market Value. The current price at which that security is trading between buyers and sellers. Valuation is highly dependent on interest rate movements. The investment sector and credit ratings distribution is shown based on market value basis. Demonstrates level of diversification by investment type and credit quality. Additionally, illustrates active management of funds to optimize value in the current market. Investment Program Maturity Summary The maturity distribution of the City s funds (market value plus accrued interest) from one day to the five-year mandated limit. The percentage change in maturity distribution month-over-month is shown in the table. Demonstrates level of diversification by maturity date. Shows placement of funds to take advantage of opportunities while ensuring that the City has funds to meet its cash flow needs. Portfolio Yield Summary The historical yield and duration of the City s funds, effective monthly yield for the California Local Government Investment Fund (LAIF), and the monthly yield for the Bank of America/Merrill Lynch 1 3 year Treasury Index is shown for the trailing six months.
