3 WHAT IS GCF? Climate change is the defining challenge of our time. The human impact on our planet is unprecedented. Long-term changes in the earth s climate system are significant. The Green Climate Fund was established with a mission to advance the goal of keeping the temperature increase on our home planet below 2 degrees Celsius. The Fund is a unique global initiative to respond to climate change by investing into low-emission and climate-resilient development. GCF was established by 194 governments to limit or reduce greenhouse gas emissions in developing countries, and to help adapt vulnerable societies to the unavoidable impacts of climate change. Given the urgency and seriousness of the challenge, the Fund is mandated to make an ambitious contribution to the united global response to climate change.

8 Access to Green Climate Fund resources Through a country-driven approach, the National Designated Authority (NDA) of a country can identify the strategy by which it will address climate change, and provide broad strategic oversight of the Fund s activities in the country. Access to Fund resources to undertake climate change projects/programmes will be through accredited national, regional and international implementing entities and intermediaries. Entities seeking accreditation to the Fund in order to access its resources will be assessed against the Fund s fiduciary principles and standards, environmental and social safeguards (ESS) and gender policy. 8

17 To make The Green Climate Fund a big opportunity, we should: 1) To ensure WMO is an accreditted entity. (DONE in June 2016!!!). 2) To agree a coordinated, integrated and pragmatic way to address the GCF mandates and goals: CLIMATE RESILIENT DEVELOPMENT. 3) To design projects or programmes which involves a wider spectrum than the traditional climate dominium. (e.g vulnerability, impacts, sectoral variables) 4) To stregthen the interaction with other programmes, intiatives, partners or even other UN Agencies. 5) The GFCS has built a significant partnership experience which must be used. A particular element which also strongly involves to the WMO is the implementation of suitable Climate User interfaces, but with emphasis in the very last mile to connect the most vulnerable, isolated and consequently less resilient sectors of the society. 6) To support adaptation processes, ensuring an effective provision of climate services during the whole risk management cycle and that implies an enhanced coordinated work between CCl and the DRR Programme. 7) To take opportunity of the existent and strong WMO structure that connects operationally the Global, Regional and National levels without forgetting thet the main target is the very local level to make adaptation and risk management happen. 8) Once this be done, we will be in the best position to design projects proposals to the GCF.
