He handles disputes related to energy and natural resources, oil & gas, infrastructure and construction projects, international trade, and general commerce. Mr. Chow has acted as counsel in numerous cases, appearing for parties in court, mediation and arbitration proceedings, including those involving ICC, HKIAC, CIETAC, SIAC, ICDR, AAA and UNCITRAL arbitral rules. He has represented clients in some of the largest arbitrations in Asia involving multi-billion dollar claims. Mr. Chow is a Chartered Arbitrator. He is on the panels of arbitrators in the U.K., Australia, Mainland China, Malaysia, South Korea, Vietnam and Hong Kong. He has been appointed regularly as an arbitrator in commercial and maritime cases. He is a Council Member of the Inter-Pacific Bar Association and the Chairperson of the IPBA Energy & Resources Committee and was Vice-President of the Hong Kong Institute of Arbitrators. He is also a member of the ICC (Hong Kong) Arbitrator Nomination Subcommittee. Mr. Chow is a contributing author of several authoritative textbooks on arbitration and litigation and is active in the international speaking circuit on the subjects of arbitration and construction. Mr. Chow has been recognized by Asia-Pacific Legal 500 in the field of international arbitration; as a litigation star by Benchmark Litigation Asia- Pacific and as a world leading practitioner by Euromoney Guide to the World's Leading Experts in Commercial Arbitration. REPRESENTATIVE EXPERIENCE Energy/Resources Acted in a London arbitration involving claims by a Chinese oil rig builder against a European party over the construction of three semi-submersible drilling platforms. Amount in dispute: Over US$200 million. Acted for Chinese/Singapore oil rig contractors in disputes against parties in Russia, the Netherlands, Korea, Italy and the Middle-East in the offshore energy industry. Acted for buyer involving pricing and other disputes under a long-term LNG supply agreement. Amount in dispute: Over US$10 billion.

2 Acted in an ICC arbitration involving claims by an Australian-owned turnkey contractor against a project company over the design and construction of a power station in the Philippines. Issues included claims for extension of time, acceleration, prolongation, and alleged breach in the design of various sections of the tunnel and hydrology/hydraulics issues. Claims involved multiple expert witnesses, issues of Australian, U.S., Singapore and Philippine laws, and conflicts of law. Also involved court proceedings in Australia, Singapore and the Philippines. Amount in dispute: Over US$150 million. Acted for a Chinese company in arbitrations against a US company over a long term processing agreement in the solar energy industry. Amount in dispute: Over US$400 million. Advised BVI and Hong Kong companies in an ICC arbitration involving claims over a shareholder agreement in the acquisition of power companies in China. Advised in an ICC arbitration proceeding concerning a claim on a guarantee of performance of a turnkey contract. Acted for a turnkey contractor in international mediation proceedings in Hong Kong against a group of European reinsurers relating to a cut-through clause and a Contractor s Erection All-Risks policy. Amount in dispute: Over US$20 million. Advised a U.S. turnkey contractor on claims over the negligence in the design of a power station in the Philippines. Involved issues of English and Philippine laws. Amount in dispute: Over US$50 million. Acted for a major Brazilian resources company in a dispute with a Chinese company in a CIETAC arbitration in Beijing, China. Claim involved issues of Brazilian, Chinese and Hong Kong laws. Amount in dispute: Over US$70 million. Advised a U.S.-Australian JV contractor on claims against a subcontractor over delays in constructing a gas pipeline in New South Wales and Victoria, Australia. International Trade/General Commerce Acted for a Chinese state-owned enterprise in an HKIAC arbitration with a U.S. company in a patent dispute concerning a technology transfer agreement in the clean energy industry. Amount in dispute: Over US$20 million. Acted for a Philippine state-entity in a SIAC arbitration with a European-owned entity over an agreement for the transfer of financial assets. Amount in dispute: Over US$40 million. Acted for the International Finance Corporation/World Bank in a number of dispute matters. Acted for a Middle Eastern multinational company in an ICC arbitration concerning a Chinese JV dispute with a Chinese manufacturing company. Acted in an ICC arbitration involving disputes between a major Malaysian company and a U.S. company over the supply of software for an electronic data processing system in Malaysia. Transportation Advised US company in a SIAC arbitration proceeding against a government in Asia in disputes over an infrastructure project. Amount in dispute: Over US$ 2 billion. Acted for a civil engineering contractor in an arbitration proceeding involving claims over a runway construction in the Singapore Changi Airport Terminal 3 project. Acted for the Malaysian Airport Authority on claims relating to the security processes of Malaysian airports. Advised a British E&I contractor on claims over the construction of the West Rail project (metropolitan railway) in Hong Kong. Acted for a Japanese main contractor in an arbitration proceeding against a Swiss supplier relating to the Singapore Mass Rapid Transit (metropolitan subway) contracts.

3 Advised a German contractor on claims over difficult ground conditions in a Singapore Mass Rapid Transit (metropolitan subway) contract. Advised the Hong Kong Airport Authority on many transactions relating to its businesses. Hospitality Acted for a British M&E contractor in arbitration proceedings against a Korean main contractor and various subcontractors relating to the construction of three major hotels and a shopping complex in Singapore. Amount in dispute: Over US$140 million. Acted for an international hotel chain in an SIAC arbitration involving disputes over the development of a chain of hotels in Indonesia. Claims involved issues of Indonesian law and the jurisdiction of the arbitral tribunal. Acted for a Dutch JV main contractor in an arbitration proceeding involving land reclamation on the resort island of Sentosa, Singapore. Telecommunications Advised a major Chinese telecommunications company in dispute with a Middle-Eastern party over a telecommunication project in the Middle East Acted for a South American telecommunications company in an arbitration proceeding with a Chinese telecommunications company over a telecommunications project in South America. Buildings/Residential Acted for a Japanese main contractor in an arbitration proceeding against a Chinese owner over the construction of a commercial building in Singapore. Amount in dispute: Over US$40 million. Advised a Japanese M&E contractor on claims regarding a building project in Vietnam. Acted for the Singapore broadcasting authority in multi-party disputes relating to the failure of a secant pile wall in a building project in Singapore. Acted for the Singapore housing authority in arbitration proceedings involving contracts on infrastructure works and other construction disputes in Singapore. Projects and Construction (Front-End) Advised an Australian project consultant (Gas and Fuel Corporation of Victoria) on the drafting of conditions of contract for the Singapore utilities authority to lay extensive gas pipelines in Singapore. Advised LNG buyer in respect of services agreement for the supply of LNG. Advised Korean sponsors on project documentation (including the EPC contract) on the development of a US$1 billion combined cycle gas-fired power station in Azerbaijan. Advised Korean sponsors on project documentation (including the EPC contract) on the development of a bunker C-fired power station in the Philippines. Advised a U.S. energy company on its 2000MW US$6 billion solar power project in Inner Mongolia, China. Advised Singapore sponsors on EPC contracts for the offshore construction of barge-mounted power plants in an African state. Advised the mainland Chinese government on legal and regulatory framework relating to public-private partnership (PPP) in urban rail transportation projects in China.
