5 ACCOMPANYING NOTES Note 1 Note 2 Note 3 Note 4 Note 5 Note 6 Note 7 Note 8 This report provides details of travel costs that have been processed and paid in the period. It does not include travel costs where the travel expense claim has not been submitted for processing, or where the travel claim is in the process of being paid. Travel costs may not include all credits or reimbursements resulting from travel that is cancelled or subsidized by third party entities due to timing differences. Capital City Living Allowance - Selected Option and Accommodation s from outside the Capital Regional District are paid an allowance to cover their accommodation costs while in Victoria. There are a number of options available to s depending on whether they choose to rent, own a second residence, or stay in hotels. The allowance is subject to annual maximums depending on the option selected. The allowance for s who rent or own, where expenses are supported by receipts, is capped at $19,000 per year (Option 1). For s who choose hotel accommodation, the annual cap is $17,000 where expenses are supported by receipts (Option 2). s who make other arrangements, or who do not provide receipts, may opt for a flat rate living allowance of $1,000 per month or $12,000 per year (Option 3). The option chosen by a is applicable for a whole year, for the period from April 1 to March 31. Capital City Living Allowance - Per Diem s are paid a daily per diem rate of up to $61 while in Victoria on Legislative Assembly business (no receipts are required). In-Constituency Travel s are paid an annual allowance for travel and out-of-pocket expenses within their ridings. The amount is dependent on the classification of the riding. Urban ridings receive the lowest allowance, followed by semi-urban, rural, and finally coastal/remote which receive the highest allowance. General Travel - This expense category is for s' travel within the Province (but not within their constituency) while carrying out work as an MLA. It includes transportation and accommodation costs, as well as per diem payments for food and incidentals. This expense category also includes travel within the Province for s of Cabinet (Ministers and Ministers of State). These expenses are managed and paid for by the respective Ministries or the Ministry of Finance, and not the Legislative Assembly. Travel costs for s of Cabinet reflect the amounts disclosed on the Province of British Columbia website at which includes transportation and accommodation costs, as well as per diem rate of up to $61. Accompanying Person Travel s are allocated up to 12 trips per fiscal year to be used by an accompanying person. An accompanying person is typically a family member. Certain travel expenses require the approval of the. Examples include out-of-province / out-of-country travel in connection with specific duties (e.g. Commonwealth Parliamentary Association functions) and attendance at conferences and other meetings. Out-of-province / out-of-country travel expenses incurred by the are approved by the Executive Financial Officer. Travel - Ministerial This expense category is for out-of-province/out-of-country travel for s of Cabinet (Ministers and Ministers of State). These expenses are managed and paid for by the respective ministries or the Ministry of Finance, and not the Legislative Assembly. 6 ACCOMPANYING NOTES Note 9 Committee Travel Parliamentary Committees s' travel is not included in this report of s' travel expenses. A majority of the travel expenses in this category are initiated and paid by the Parliamentary Committees Office on behalf of Committee s for meetings held in Victoria or in other locations. Total Parliamentary Committee travel expenses paid for individual Committee s for April 1, 2017 through December 31, 2017 is $33,252. Further details on s' committee related travel costs can be found on the Parliamentary Committee s' Travel Expense Summary. Note 10 Receipts s' travel receipts are available on the Legislative Assembly of British Columbia website at For s of Cabinet (Ministers and Ministers of State), most travel expense claims are processed by the Ministry of Finance and this information is available on the Province of British Columbia website at Occasionally, however, s of Cabinet may need to submit travel expense claims (e.g. for Accompanying Person travel) to the Legislative Assembly of BC and in these cases redacted receipts will be included with the disclosure reports. GST input tax credits are not included in the amounts of the travel expenses in this report and therefore, the amounts of the travel expenses in receipts do not agree to the amounts of the travel expenses in this report.
