3 Financial Instruments Private Financing for Energy Efficiency (PF4EE) To increase investments in energy efficiency projects To help Member States meet their energy efficiency targets To encourage private commercial banks and other financial intermediaries to address the energy efficiency sector as a distinct market segment Natural Capital Financing Facility (NCFF) To contribute to the LIFE objectives: nature and biodiversity climate change adaptation
4 Private Financing for Energy Efficiency EIB/EC lending to private intermediaries in member states with a loss guarantee Private financial institutions develop loan programmes for energy efficiency for final beneficiaries These programmes are aligned with the National Energy Efficiency Plan LIFE Programme committed EUR 80m to fund credit risk protection and expert support services EIB will leverage this amount - EUR 480m available in long term financing
5 PF4EE - Recipients Private investors in Member States investing in energy efficiency SMEs, e.g. small hotel owners, private individuals, municipalities implementing energy efficiency measures Size of the loan could be between 40,000 to 5 million or even more in some cases
6 PF4EE an Example EC EIB Cash collateral to cover losses Commercial bank member state Loan at favourable EIB conditions Loan at favourable conditions because of the EU collateral and better EIB loan conditions Member States EE Action Plan Other EU Directives Loan recipient: - SME - Hotel - Private individuals
7 Natural Capital Financing Facility The aim is to demonstrate that natural capital projects can generate revenues or save costs, while delivering on biodiversity and climate adaptation objectives Projects supported by NCFF will promote the conservation, restoration, management and enhancement of natural capital which can benefit biodiversity and climate adaptation It includes ecosystem-based solutions to challenges related to land, soil, forestry, agriculture, water and waste
8 Natural Capital Financing Facility Recipients can be public authorities, businesses, land owners Total budget of NCFF between million for period EC contributes 50 million as guarantee and finances support facility ( 10 million) Support facility for capacity building and project preparation
9 NCFF Project Examples Green Infrastructure - green roofs, green walls, ecosystembased rainwater collection/water reuse systems, flood protection and erosion control Payment for ecosystem service - programmes to protect and enhance forestry, biodiversity, to reduce water or soil pollution Biodiversity offsets / compensation beyond legal requirements - compensation pools for on-site and off-site compensation projects Pro-biodiversity and adaptation businesses - sustainable forestry, agriculture, aquaculture, eco-tourism
