1 SUPPLEMENT # RELIABILITY, AVAILABILITY, MAINTAINABILITY (RAMS) REQUIREMENTS FOR GAS TURBINE UNIT

2 1. RAM Design 1.1 Design Goals The Equipment shall be designed for the Life span of 25 years. 1.2 Reliability Design 1. The Mean Time Between Failures (MTBF) of the Equipment for such kinds of failures that cease power Unit operation or reduce its generating capacity (derated power less than 90% of the Normal Continuous Rating), hereinafter Failures of type 1, shall be equal to or exceed 40,000 hrs (5 yrs.). 2. The MTBF of the Equipment for all other kinds of failures that do not cease the Unit operation and don't require capacity reduction, hereinafter Failures of type 2, the MTBF shall be at least 2,000 hrs. 1.3 Maintainability Design 1. The MTTR for Maintenance Level "O" (On site) of the Equipment shall not be more than 2 hrs for failures of type 2. However, the maximum allowable Down Time at Maintenance Level "O" for repairing failures of type 2 shall not exceed 10 hrs per annum. 2. The Contractor shall suggest his recommendations for required Maintenance Policy. Special attention shall be given to the following points: - Maintenance Levels as described above. - Preventive, and Predictive Maintenance. - Reliability Centered Maintenance (RCM). - Periodical checks. - Test equipment, and tools. - Maintenance manuals. 3. The Contractor shall describe in a detailed report, what measures he has taken in order to achieve the above maintainability parameters. NOTE For the above maintainability requirements all Down Times are considered, excluding Administrative and Hold Times

3 1.4 Safety Design 1. The Contractor shall design the Equipment in such a way that during transportation, installation and operation, it will not cause any hazards to people, property, or environment. 2. The Contractor shall describe in a detailed report, the standards, specifications, instructions, measures, and precautions he has taken in order to achieve the above safety requirements. 2. RAM Requirements 2.1 Meeting of the RAM requirements is preconditioned on the following: The Purchaser shall not modify or alter the Equipment Package after Provisional Acceptance without first obtaining Contractor s written consent The Purchaser shall maintain operational and maintenance records in English in a format to be agreed upon prior to Provisional Acceptance and shall make them available to the Contractor The Purchaser shall grant the Contractor s representative free access to the Unit and the Equipment Package The Purchaser shall promptly inform the Contractor of any defect, damage, or failure of the Equipment Package and immediately thereafter authorized representatives of the Contractor and the Purchaser shall be required to review the relevant records and establish by mutual agreement the causes of the failure and the required corrective measures. 2.2 Specific RAM Requirements During the warranty period, for a demonstration period of consecutive 12 months, the Equipment shall meet the following requirements: 1: The number of forced outages (NF) of a Gas Turbine Unit shall not exceed one (1) failure. 2: The rate of successful starts (RS), calculated as the Actual Units Starts per Attempted Units Starts (in aggregate for all Units), shall be equal to or greater than

Reliability, and Maintainability Field Demonstration 3.1 The Purchaser will perform a Reliability/Maintainability Field Demonstration (RMFD) to the Equipment in order to verify its ability to meet the R&M requirements as set forth in para 2.2 above. The RMFD will be conducted within the Warranty Period. The Contractor will assume full responsibility for the results, and the consequences of the RMFD. 3.2 The RMFD shall be performed in accordance with the following principles: The formal RMFD shall be started allowing at least 3 months after Provisional Acceptance for intensive resolution of infant failures All hardware, software, and documentation must be received and approved by the Purchaser prior to the RMFD The "Test Time", T, shall be conducted during the 18 months "Warranty Period". At the end of the RMFD, a decision of either "conformance", or "nonconformance" shall be reached Unless required by the Contractor, the Contractor shall not have to invest any special resources for the RMFD, The Purchaser will record all Equipment failures in a "Demonstration Logbook"; however, only relevant failures shall be considered for the calculation After the Test Time, T, has elapsed, the Purchaser will calculate the number of forced outages per Gas Turbine Unit (accumulated number of failures of type 1 (NF)) and the rate of successful starts (RS) in aggregate for all Units, and compare it with the guaranteed values. Then: If the Equipment meets the criteria set forth in article 2.2, the Equipment shall be declared by the Purchaser as "Conforming" with the Contract RAM requirements; However, If the Equipment does not meet the criteria set forth in article 2.2, the Equipment shall be declared by the Purchaser as "Non-Conforming" with the Contract RAM requirements

5 Documentation for Proposal 4. RAMS Organization 4.1 Programs References The Contractor is required to plan, and implement RAMS programs. Possible references for such programs are IEC (Dependability, i.e. Reliability, and Maintainability), MIL-STD-785 (Reliability), MIL-STD-470 (Maintainability), MIL- STD-882, and ANSI/ISA-S84.01, IEC , and MIL-HDBK-764 (Safety). 4.2 Programs Contents The RAMS programs must include as a minimum the following topics: 1. Description of all RAMS tasks aimed to achieve the above RAMS requirements. 2. RAMS organizational structure, with charts, mentioning all RAMS activities. 3. RAMS Leader (point of contact, internally with Contractor s departments, and externally with the Purchaser). 5. Reports The Contractor shall prepare and submit to the Purchaser the following RAMS reports/documents, along with its technical offer: 1. The methods the Contractor is using to achieve the design goals. 2. Failure report, and analysis, preferably from Failure Reporting, Analysis, and Corrective Action System (FRACAS). This report shall include description of the failures that occurred during the last five years in similar Equipment at other customers' sites. The report should include the withdrawn conclusion, and corrective action subsequently undertaken. 3. Maintenance Policy suggested by the Contractor in order to achieve the maintainability requirements. 4. Availability Analysis Report considering maintenance policy, and spare part policy
