3 Policy Development Identifying the need for new policy Members of the Management Committee who identify gaps in the ability of the organisation to respond to operational needs or processes that may need to be addressed by the creation of a new policy can discuss their ideas directly with the Executive. DANA Members who identify gaps in the ability of the organisation to respond to operational needs or processes that may need to be addressed by the creation of a new policy can discuss their ideas directly with their Chapter Representative, who can take this to the Management Committee on their behalf. Once determined that a policy is required, the Management Committee will use a consultative process to develop or review the policy. Once agreed, the draft policy will then be presented to Management Committee for endorsement and made available to DANA members. Policy adjustments It is the role of the Management Committee to review policies on a regular basis. All policies will have a review date, within three years or be reviewed as required. If adjustments are required before the review date, the matter is to be raised with the Management Committee who will commence the process of consultation and review. Member participation in process All draft policies will be posted on the DANA website for members comments, with a defined timeframe for feedback. Policy template and Numbering A standard template is to be used for all policies refer to Policy DANA01/2012 Endorsement of a policy All new and reviewed policies and protocols must be put to the Management Committee for approval. For policies and protocols to be active they require sign-off from the President or nominated delegate. Access to policies All policies will be posted on the website for access by membership. The Secretary will manage the policy documents. The Secretary is the controller of the Master Copy of all policies. 3
4 The Management Committee is responsible for advising members of new and existing policies and must maintain an awareness of the content of all policies related to their roles. The DANA Newsletter and website are to be used to assist in advising members of new and upcoming policy review. 6 Policy and Protocols for Policy Development Within DANA Policy No. DANA01/2012 Last modified 2009 Prepared by DANA Management Committee Policy created 2007 Evaluation DANA Management Committee Policy endorsed TBA Date of issue TBA Review date 2012 Scope All DANA members Replaces policy no 3/2007 Policy Statement The policy process within DANA has been established to ensure that there is membership involvement and consultation at all levels in the development and review of policies. A member of the DANA Management Committee is appointed to monitor policy matters and to overview and make recommendations to the Management Committee on all new and reviewed policies within the organisation. Normal reporting structures are to be followed when raising items related to policy to ensure an efficient and consistent approach to these matters. The aim of this policy is to ensure greater clarity and consistency in the development, approval, implementation and monitoring processes on policy matters within DANA. Protocols Identifying the need for new Policy Members of the Management Committee, who identify gaps in the ability of the organisation to respond to operational needs or processes, which may be addressed by the creation of a new policy, can discuss their ideas directly with the Management Committee. DANA members who identify gaps in the ability of the organisation to respond to organisational needs, which may be addressed by the creation of a new policy, can discuss their ideas in the first instance with their chapter representative, who can take this to the Management Committee. Once determined that a policy is required, the Management Committee or nominated policy subject expert will develop or review the policy in consultation with the DANA management committee. Once agreed, the draft policy will then be circulated to DANA members for feedback and then returned to the Management committee for endorsement. 6
7 Adjustments to Policy It is the role of the Management Committee to track and review policies on a regular basis. All policies will have a review date, initially within two (2) years and every three (3) years thereafter, unless otherwise required. If adjustments are required before the review date, the matter is to be raised with the nominated Management Committee member who will commence the process of consultation and review. Member participation in process All proposed draft policies are to be distributed to chapter representatives to discuss with members. Draft policies may also be placed on the DANA website for members comments, with a defined timeframe for feedback. Policy Template & Numbering System A Standard Template is to be used for all policies see Appendix 1. Policies are to be logged alphabetically and numbered in line with the order that they are created and the year in which they are created. Eg. The first policy created in 2007 would be numbered 1/2007. When this policy is reviewed, in 2 years time it would become --/2009 (dependent on the order in which it is reviewed). As this is a Policy on Policy Development it would be logged alphabetically under P Endorsement of Policy All new and reviewed policies and protocols must be put to the Management Committee for approval. The policy documents will be managed by the nominated Management Committee member who will allocate the numbering system to a policy once approved. The Secretary has custody of the Master Copy of all policies. In the event that a policy is no longer required the Management Committee is responsible for advising members of its removal and reasons for removal. Members require endorsement from the Management Committee before acting as a DANA representative on any committee. A written response will be sent to the member to confirm the Management Committee endorsement. Members must be current financial DANA members. Members can be nominated for committee membership by another DANA member or may put themselves forward for consideration. Should there be more then one person nominated, the unsuccessful candidates will be informed, in writing, by the Management Committee. 9
10 Members who wish to resign from a committee need to inform the Secretary of DANA within five working days. Should the Management Committee feel that the member is not representing DANA in an appropriate way, they reserve their right to withdraw their endorsement and the member will be informed in writing. Operating Instructions When acting as a representative of DANA the person is required to maintain the philosophy and ideology objects and mission of the organisation and abide by the constitution. Members need to clearly state whether they are joining other organisations committees in their own right or as DANA representatives at the first committee meeting that they attend. Any and all related expenses require prior approval from the DANA Management Committee. Members will submit a short report to the Management Committee that details the committee that they are on, its purpose and aims and objectives. Members are expected to keep the Management Committee informed and updated about the committee s activities and provide a written report every six months. Members are required to have a current knowledge of DANA policy, procedure and approach to current issues. Members, regardless of what committee they belong too, remain the representative of DANA and any public or media statements that are requested should be processed through the appropriate channels i.e. Management Committee. Members must not breach DANA copyright or intellectual ownership of any material submitted to other groups unless approval has been sought from the Management Committee and due acknowledgement is given to the organisation. 11 DANA Financial Delegation Policy Policy No. DANA03/2012 Last modified 2012 Prepared by DANA Management committee Policy created 2012 Evaluation DANA Management committee Policy endorsed TBA Date of issue TBA Review date 2015 Scope DANA Management committee Replaces policy no Policy Statement Financial control within the Drug and Alcohol Nurses of Australasia Incorporated (DANA) is intended to ensure : the efficiency and effectiveness of DANA administrative processes that the appropriate officers have been provided with the level of financial authority necessary to discharge their responsibilities that internal Control is effective and to detect and prevent errors, theft or fraud, or policy noncompliance in financial transaction processes. The DANA Financial Control Policy identifies DANA s requirements for authorisation of financial functions. This document: is applicable to all financial related activities identifies the authority granted to the President, Executive Members and Chapter Representatives. Related legislation or professional standards: Australian Nursing and Midwifery Council Code of Conduct New Zealand Nursing Council Code of Conduct Related documents: DANA Constitution DANA Operations Manual DANA Strategic Directions Financial management of not-for-profit organisations 2009 CPA Protocols Handling cash Two people will be present whenever cash is taken or distributed Receipting Individuals receiving the cash are required to sign a form stating that they have received it. This form should record the name and contact details of the person from whom the cash was received. 11
12 Payments Two authorized authorities are to be used for all transactions e.g. internet payments, raising of cheques, telephone banking or any other payments. Cheques must be fully completed prior to signing. Segregation of duties DANA will observe segregation of financial duties e.g. the person taking cash receipts does not bank the funds. Financial reporting Financial reports will be provided to the Management Committee on a quarterly basis and should indicate the current cash position of DANA, income and outgoings for the reporting period and any outstanding expenses or receipts. Copies should be provided for the Management Committee. It is the duty of members of the Management Committee to ensure that they review and understand the financial reports provided. Spending limits The treasurer has the authority to organise day-to-day purchases Day-to-day purchases that the Treasurer is authorised to purchase should be outlined in the budget Expenditures not included in the budget should be approved by a motion at a Management Committee meeting For larger expenditures over $500 or for capital expenditures DANA requires a competitive bidding process. Written quotes from at least 2 vendors are to be obtained and presented to the Management Committee before a purchase can be approved. Investment plan As investments mature, the Treasurer will review them with the financial institution to ensure that DANA s investments are meeting the needs of the organization. Payment of membership at conferences Only credit card or online payments accepted Other All expenditure incurred by DANA must be for DANA purposes only and must comply with policies as determined by the Executive. This policy applies to all funds received or managed by DANA. When handling DANA funds there must be directly or indirect benefit to the responsible DANA officer. If any conflict of interest occurs this must be declared immediately to the DANA Executive, whereby appropriate actions measures will be applied. Urgent Expenditure The DANA Executive is ultimately the approving authority for financial delegations within DANA. Therefore iff unplanned, non-routine expenditure is required between normal meetings of the Management Committee then the DANA Executive is able to authorise payment. 12
13 If the Executive is unable to respond in a timely way then the President has the authority to authorise ex gratia payments. The purpose of this policy is to inform representatives of DANA of the procedures to be followed when required to travel on DANA business. Protocols Prior to expenses being incurred a brief written plan outlining anticipated expenditure needs to be submitted to the DANA Management Committee. Operating Instructions General Select the best airfare option available. The difference between this and more expensive flights is to be borne by the DANA representative or member. If the best fare is not going to be used, the reasons must be stated. If an overnight stay is required the hotel cost should not exceed $150 / night. If a higher rate is required, justification must be given prior to approval. As a general guide, daily meal expense should not exceed $80 per day (in local currency). (Special note: DANA planning weekends - DANA covers breakfasts and lunches. Evening meals are reimbursed to a maximum of $40 AUD) Meal tips are at the discretion of the individual and will not be covered by DANA. Frequent flyer program costs must be borne by the individual DANA representative who may use their frequent flyer membership points to upgrade their travel class. The DANA representative may use any incentives or benefits earned from the use of frequent flyer membership for personal or family purposes. Accommodation and Meals Meetings/appointments/conferences should be scheduled to allow sufficient time to arrive on the same day thereby avoiding non-essential accommodation costs. Extra accommodation charges (this includes movie hire, mini-bar/room service/restaurant/telephone and other hotel services) will not be covered. 14
15 Hotel valet parking is at the expense of the DANA member. Parking and Taxi fares Parking and taxi fares charges will be reimbursed against receipts. DANA will reimburse airport parking where the cost is less than taxi transport to and from the airport Reimbursement of Expenses DANA does not reimburse purchases of tobacco products, alcohol, reading materials, gifts (except as arranged in advance for guest speakers), medicine or other items of a personal nature. Expense claims should to be submitted to the treasurer within one week of the expense and reimbursed in a timely manner Expense claims without appropriate documentation will not be paid Expense claims need to be itemised and have appropriate supporting documentation for the expense incurred, for example: o Detailed hotel account including GST component o GST/tax invoices for all other charges. It is intended that the eligibility for financial support be restricted to those members who are identified as participating fully* in the planning, organisation and running of the conference. Members who are not eligible for support under this policy may be considered for a scholarship against criteria set out in the DANA Scholarship Policy Related legislation or professional standards: Australian Nursing and Midwifery Council Code of Conduct New Zealand Nursing Council Code of Conduct Related documents: DANA Scholarship Policy Protocols Members of the DANA Conference Committee who have been regularly* involved in planning, organising and coordinating DANA Conferences are able to apply for financial support for their registration to attend the conference. Where registrations are greater than 100, it is intended that full registration costs of committee members, be covered by DANA. Where registrations are below 100, the DANA Management Committee will determine the percentage of support that may be allocated. The DANA Management Committee retains the right not to allocate registration costs due to budget constraints. 16
17 Where costs cannot be met, early bird registration fees will apply for the annual DANA Conference. Operating Instructions Individuals working on the Conference Committee are to submit a request for funding support no later than 2 months prior to the conference. The availability of funds for research and scholarships will be determined annually. The opening and closing dates for scholarship applications and relevant guidelines will be made known to DANA members via electronic communication. The scholarships are intended to provide financial assistance to support professional development and research. The principal prerequisites for consideration: Members must be in at least their third concurrent financial year of DANA membership Once successful in obtaining a DANA scholarship, applicants cannot reapply for a second scholarship until three years after their original award. 19
20 Operating Instructions The relevant DANA Scholarship application form, available on the DANA website is to be used. Scholarship applications are to be submitted to the DANA Secretary. On receipt, the application will be sent to the Scholarship Review Committee (committee appointed by the DANA Management Committee). The Scholarship Review Committee will review the application in line with eligibility criteria, and make a recommendation to the DANA Management committee for final approval within two weeks of the closing date of applications The applicant will be informed and payment arrangements negotiated. Depending on the nature of the application, some scholarships will be awarded in advance, and some scholarships will be reimbursed following successful completion of the activity. Recipients of scholarships paid in advance are required to agree to providing evidence of fund usage within one month of the conclusion of the professional development activity. Recipients of professional development scholarships are required to provide an A4 page summary regarding the professional development event within one month of the event for DANA records and use in the newsletter and electronic communication. Recipients of research scholarships are required to provide regular progress updates. In the event that a recipient is unable to attend the professional development activity for which the scholarship was made available, they are required to return the funds to DANA within one month. Failure of recipient to meet their obligations may result in DANA taking action to recover funds and will result in the member not being eligible for consideration of scholarships in the future. Review, Evaluation and Dissemination This policy will be reviewed by the Management committee every two years Evaluation shall occur through applicant feedback both formal and informal The policy guidelines will be available on the DANA website, in DANA newsletters and hard copies available on request from the DANA Secretary. 21 DANA Criteria for Eligibility for Scholarships The principal prerequisites for DANA Scholarship consideration are: Members must be in at least their third concurrent financial year of DANA membership Once successful in obtaining a DANA scholarship, applicants cannot reapply for a second scholarship until three years after their original award. Checklist and Process for DANA Scholarship Applicants 1 DANA member to access Scholarship Policy via the DANA website 2 Dana member to access the appropriate application form via the DANA website Two separate forms available: DANA Application for Professional Development Scholarship DANA Application for Research Scholarship 3 DANA member to complete application form to apply for a DANA scholarship after fulfilling the above pre-requisite criteria 4 DANA member to ensure that appropriate appendix files with extra information are included with scholarship application form (see application form) 5 Application form and required appendices are to be sent by or mail to DANA Secretary (electronic submissions preferred) within application time frame 6 Applicant will be notified of receipt of application via 7 On receipt, the application will be sent to the Scholarship Review Committee (committee appointed by the DANA Management Committee) 8 The Scholarship Review Committee will review the application in line with eligibility criteria, and make a recommendation to the DANA Management committee for final approval within two weeks of the closing date of applications 9 The applicant will be informed if application is successful or declined, and if successful, payment arrangements can be negotiated within two weeks of endorsement of scholarship award. 10 The applicant must provide evidence of attending the AOD education event within three months. Alternatively, evidence of the outcomes of research for which scholarship was awarded, is to be provided to DANA periodically as agreed and on conclusion of the research project. 11 If the applicant is unable to attend the event the funds must be returned to DANA within one month 12 A one A4 page summary of the professional development event or research activity must be submitted to the DANA Secretary within one month of the conclusion of the event. A concise article based on the activity attended or research activity (maximum of 300 words) is also to be provided for insertion into the upcoming DANA newsletter and DANA website 13 Any failure of the recipient to meet requirements 10, 11, and 12 may result in DANA taking action to recover funds and will result in the member not being eligible to apply for further scholarship assistance in the future 21
