Key change from previous ordinance-no limitation on number of companies a security guard can work for REQUIRED TRAINING Sec Required Training Training verification shall identify, at a minimum: Applicant s name Courses taken Number of training hours obtained Dates of the training Name of training provider (a) Prior to issuance of any security guard license, applicant shall provide verification of successful completion of a basic security guard training program, completed no more than (60) days before the application date. Training verification shall indicate the applicant completed 16 hours of basic security training, including: Duties of a security guard Communication procedures and protocol Interaction with law enforcement Use of force Any additional training components required by the director Must be able to show successful completion of an approved training curriculum. Setting minimum training requirements for renewal What is the current standard or best practice for annual training? Certificate of completion of 8 hours of an approved refresher training curriculum What will be needed to submit for approval of training? To receive approval of a training curriculum, must submit lessons plans for each area of training and who (name of instructor or company) will be conducting the training. 1
2 Sec Vehicles, uniforms, and badges. Sec Vehicles, uniforms, and badges. (a) Vehicles: All vehicles used by any licensee providing or performing security services within the city shall be approved by the director, and once determined, shall not be changed except with approval from the director. (b) Uniforms and Badges: All uniforms shall be presented to the director for approval prior to being used by any licensee to provide security services, and once this determination is made, it shall not be changed except with approval from the director. Vehicles: Prohibited to use or operate any vehicle displaying the words "police" or "officer," or displaying any sign, shield, marking, or insignia that indicates or implies that the vehicle is operated by a law enforcement agency. Unlawful to equip vehicles used to perform security services in any manner resembling an authorized emergency vehicle, including lights or sirens, in violation of any state or local laws. Uniforms and Badges: Unless provided a plainclothes status, all security guards shall wear a uniform while performing security services. The outer uniform shall prominently display the following: o A badge or patch containing the words "security," "private security," "security guard," or "guard" o A badge, patch or nametag containing the guard's name; The licensee is responsible for submitting any vehicle design or design change to the director for approval. 3 o A badge or patch containing the name of the private security employer. Unlawful to wear a uniform or badge similar to that worn by law enforcement agency, including the police department, sheriff s department, or officers of the state patrol. Unlawful to wear a badge, insignia, shield or patch that indicates or implies the person is a law enforcement officer or that contains the words police or officer. (c) Plainclothes exemption: Upon written request from a private security employer, the director may provide specific authorization for licensees to perform security services while wearing plainclothes. Such request must provide sufficient detail to support the need for an exemption from the uniform requirement, and the decision to allow an exemption lies within the sole discretion of the director. What constitutes as sufficient detail for an exemption from uniform requirements? o Additional guidelines/criteria for 3
4 Sec Minimum insurance requirements. Types required: o Workers' compensation and employers' liability o Automobile, if vehicles are used to provide security services o Commercial general liability. Sec Minimum insurance requirements. In addition to any other insurance coverage required by the director, private security employers shall meet the following minimum insurance requirements in amounts as required by the director. Certificates of insurance shall be submitted to the director before any license may be issued or renewed: All insurance policies shall be kept in force and effect for the term of the license. Submission process for certificates of insurance? Each insurance policy required shall not be reduced, suspended, voided or cancelled except after prior written notice has been given to the City. The suspension, voiding, nonrenewal, cancellation or reduction of insurance shall be cause for automatic suspension of the license until coverage is reinstated. PSE licensee shall be responsible for any damage to property or injury to person arising out of the exercise of the privileges granted under the license. What are minimum amounts required?
