Sub-Meter Purpose. The Service Authority will permit the installation of water sub-meters to track water usage that does not enter the sanitary sewer system. A water sub-meter may be used for the purpose of eliminating sewer charges on water consumption that does not enter the sewer system. A water sub-meter is a permanently installed meter that separately records the amount of water used that does not return to the public sewer system for processing. Consumption on the water sub-meter is subtracted from consumption on the main water meter to determine the total billable sewer consumption. A water sub-meter is permitted for any customer using large amounts of water for the following reasons: (a) Lawn irrigation systems. (b) Cooling towers. (c) Wash racks. (d) Car washes. (e) Other large water uses not identified above where it can be demonstrated that the water used does not enter the sanitary sewer system Sub-Meter Design Criteria. The following minimum criteria must be adhered to when planning for and designing the location of a water submeter: (a) Sub-meters must be located outside of the building directly adjacent to the main meter. In rare circumstances, the Service Authority may permit an exception based on extenuating circumstances, in which, at a minimum, there are no other reasonable alternatives and the plans meet all other Service Authority requirements. Approval of internal sub-meters is at the sole discretion of the Service Authority. Page 1 of 5

2 (b) The location of all sub-meters must be approved by the Engineering Division of the Service Authority prior to installation. (c) No cross connections can exist between the water sub-meter and the domestic water system. A cross connection is an illegal connection and requires immediate action be taken by the property owner to rectify. Identification of a cross connection shall result in immediate termination of service to include service disconnect or removal of the meter. (d) Sub-meters must be readily accessible to Service Authority staff during regular business hours. (e) Exterior meter settings will conform to the Service Authority s Utility Standards Manual (USM). This includes the depth requirement. All piping and appurtenances with the exception of the meter and meter yoke will conform to the current BOCA National Plumbing Code in effect at the time of installation. (f) Interior sub-meters must: 1) be approved during the application process, 2) be set horizontally and in an approved meter setting, and 3) have an approved remote reading device located on the exterior of the building in a meter crock or other Service Authority approved location. Coordination with the Service Authority s Field Services Department is necessary to determine requirements for installation of meter reading technology. (g) The requested size of the water sub-meter must be appropriate for the anticipated flow. The Service Authority reserves the right to require the customer to right size the meter, should usage or flow exceed the recommended limits for the existing meter. Right sizing may require replacement of the existing meter with a larger meter and payment of the difference in the current cost of the meter and availability fees from one size to the other Sub-Meter Application Process. Applicants must submit a plan for review by the Service Authority s Engineering Division. information is required: The following (a) New construction or developments. Sub-meters included in plans submitted through the standard plan review process for new construction or developments, shall be reviewed as part of the overall plan review process. The following information must be included in the applicants development plan: 1) The location of the proposed sub-meter(s) must be shown on the site development plans. 2) The purpose of the sub-meter must be noted on the site developments plans. 3) Calculations confirming the size of the sub-meter must be provided to the Service Authority s Engineering Division. 3 4) Should a property owner request approval of an internal sub-meter, the property owner must execute and return to the Service Authority the Disclaimer for Internal Sub-Meter Form. A property owner s refusal or failure to sign the Disclaimer for Internal Sub-Meter Form does not exempt or excuse the property owner from the applicable requirements of the Disclaimer for Internal Sub- Meter Form and/or the provisions of this Article. See Disclaimer for Internal Sub-Meter. 5) Failure to meet the design criteria stated above will result in rejected plans. 6) If plans are approved, a copy of the approved plans shall be sent from the Service Authority s Engineering Division to the Prince William County Plumbing Department. (b) Existing developments. The following information must be submitted to the Service Authority s Engineering Division for plan review if a sub-meter is requested or if information is not included in development plans received through Prince William County. 1) A letter of intent explaining the request for the sub-meter. 2) Design calculations to justify the size of the sub-meter to include the impact on the main meter. 3) Three copies of a plan that will identify the existing water system and the location of the proposed sub-meter. 4) Should a property owner request approval of an internal sub-meter, the property owner must execute and return to the Service Authority the Disclaimer for Internal Sub-Meter Form. A property owner s refusal or failure to sign the Disclaimer for Internal Sub-Meter Form does not exempt or excuse the property owner from the applicable requirements of the Disclaimer for Internal Sub- Meter Form and/or the provisions of this Article. See Disclaimer for Internal Sub-Meter. 5) Failure to meet the design criteria stated above will result in rejected plans. 6) Approved plans will be stamped with approval, signed by authorized Service Authority personnel, and returned to the applicant. A copy of approved plans shall be sent from the Service Authority s Engineering Division to the Prince William County Plumbing Department Superseded Sub-Meter Permits. The property owner or its agent is responsible for obtaining a Service Authority sub-meter certification, a Prince William County plumbing permit, and any other applicable permits or inspections. (a) Service Authority sub-meter certification: 1) If the plan review is approved, the customer must contact the Service Authority s Utility Services Department to pay the sub-meter availability fee (certification) and coordinate meter installation and inspection. At the time of certification, the applicant must execute and return to the Service Authority the Disclaimer for Internal Sub-Meters Form, if applicable. A courtesy copy of the Page 3 of 5

4 certification shall be provided by the Service Authority s Engineering Division to the Prince William County Plumbing Department. (b) Other applicable permits or inspections: 1) A Prince William County plumbing permit for the meter installation and back-flow preventer is the responsibility of the property owner. 2) Other permits or inspections are the responsibility of the property owner Sub-Meter Installation. Sub-meter installation shall not occur prior to the plan review approval, certification, and payment of all fees incurred to-date. (a) The property owner must request meter delivery from the Service Authority s Utility Service Department. The Service Authority shall schedule delivery of the meter to the property owner or the property owner s agent. (b) Provided standard setup, 3/4 x 5/8 inch and 1-inch sub-meters will be delivered, installed, and inspected by the Service Authority s Inspections Department during the same visit. (c) 1-1/2-inch and larger sub-meters, as well as all sub-meters located inside of a building will be delivered by the Service Authority s Inspection Department, however the property owner is responsible for installation, to include connection of the remote reading system. Instructions on connecting the remote reading system can be obtained from the Service Authority s Field Services Department Sub-Meter Inspection. An approved inspection of all sub-meters is required by the Service Authority to ensure that the sub-meter is properly installed and billing is initiated. The following process shall occur: (a) Provided standard setup, 3/4 x 5/8 inch and 1-inch sub-meters will be delivered, installed, and inspected by the Service Authority s Inspections Department during the same visit. (b) For 1-1/2-inch and larger sub-meters, it is the property owner s responsibility to contact the Service Authority s Utility Services Department upon installation of the sub-meter and schedule the inspection. The Service Authority s Utility Services Department will schedule an inspection with the Service Authority s Inspection Department. (c) For interior sub-meters, it is the property owner s responsibility to contact the Service Authority s Utility Services Department upon installation of the sub-meter and schedule the inspection. The Service Authority s Utility Services Department will schedule an inspection with the Service Authority s Field Services Page 4 of 5

5 Department. If requested, the Field Services Department can assist the property owner or his/her agent with connection of the remote reading system and the register, so long as installation of the sub-meter and all wiring is complete. (d) The Utility Services Department shall forward all approved inspections to the Customer Service Department to initiate billing. It is in the customer s best interest to efficiently move through the installation and inspection process, so that the reduced sewer charges can be reflected in the customer s bill as soon as possible Disclaimer for Sub-Meters Located Inside Buildings. The following disclaimer must be completed and signed by the applicant prior to installation of a sub-meter inside a building. CERTIFICATION NUMBER: DATE: I have made application for a sub-meter with the Prince William County Service Authority. The Service Authority has approved the application that will permit placing the sub-meter inside a building. It is hereby understood and agreed that the Service Authority will not perform maintenance on water sub-meters located inside buildings. It is the property owner's responsibility to maintain the water sub-meter and make any repairs to keep the meter in good working condition. If the water sub-meter is damaged to a degree that it must be replaced, I understand that the replacement water sub-meter must be purchased from the Service Authority at the cost in effect at the time of purchase. The Service Authority will not use the sub-meter readings while the meter is not working properly. No consumption estimates will be used in calculating the monthly utility bill. The customer will allow the Service Authority access to the meter for testing the accuracy of the sub-meter when requested. SEEN AND AGREED DATE: Page 5 of 5
