4 Sheet No. 13 Wyoming PSC No. 3 Sheet No. GENERAL STATEMENT The following General Rules and Regulations, filed with the Public Service Commission of the State of Wyoming as a part of the electric tariff of the Association, set forth the terms and conditions under which electric service is supplied and govern all classes of service in all the Territory served by the Association. They are subject to termination, change or modification, in whole or in part, at any time as provided by the Rules of said Commission. Service furnished by the Association is also subject to the provisions of the Certificate of Incorporation and the By-Laws of the Association, rules governing Consumer's electric wiring and installations as may from time to time be adopted by the Board of Directors of the Association, the National Electric Code, any County or City electric wiring ordinances and the rules of the Public Service Commission of the State of Wyoming. Copies of the Association Tariffs and Rules are available for inspection at the Offices of the Association. Any waiver at any time of the Association's rights or privileges under these Rules and Regulations will not be deemed a waiver as to any breach or other matter subsequently occurring.

Application of Rules All electric service shall be subject to the General Rules and Regulations contained herein, together with those Rules and Regulations applicable to the individual class of sevice taken by the Consumer, with such supplements and revisions thereto as are from time-to-time in effect, and on file with the Public Service Commission of Wyoming. The adoption of these rules shall in no way preclude the Association from altering or amending the same in whole or in part, if approved by the Public Service Commission of Wyoming. In special cases, not contrary to statute, the Commission may be asked to permit deviation from these rules if the Association finds compliance therewith to be impossible, impracticable or unnecessary. These rules shall not in any way relieve the Association from any of its duties under the laws of the State of Wyoming and the By-Laws of the Association. 2. Definitions c. The word "Association" as used in these rules shall mean the Yampa Valley Electric Association, Inc., Steamboat Springs, Colorado. The word "Commission" as used in these rules shall mean the Public Service Commission of the State of Wyoming. The word "Consumer" as used in these rules shall mean any person, group of persons, partnership, firm, corporation, institution, any agency of the Federal, State or Local Government, their lessees, trustees, or receivers appointed by any court, contracting for any classification of electric service from the Association

Operating Schedules & Interruptions of Service The Association hereby adopts an operating schedule providing for continuous service throughout its entire service area, and shall report any changes in the operating schedule to the Commission. Any changes in such operating schedule shall be made only with the approval of the Commission. The Association shall keep a record of all interruptions of service upon its entire system, including a statement of the time, duration and cause of any such interruption. The record of interruptions of service shall be open at all times to the inspection of the Commission. All records under this rule shall be retained by the Association for a period of not less than three years. The Association will notify the Public Service Commission of any interruption of service in accordance with PSC Rule Inspection of Plant & Equipment The Association shall inspect its plant and distribution equipment and facilities in such manner and with such frequency as good practice requires, in order that the same may be maintained in proper condition for use in rendering safe and adequate electrical service. 5. Meter Testing Facilities & Equipment c. The Association will provide for such testing apparatus and equipment as may be necessary to comply with the rules of the Commission. The Association shall make such tests as are prescribed with such frequency and in such manner and at such places as may be approved by the Commission The Associaiton will use standard meters generally recognized and approved by the electrical industry. 6. Records of Test and of Meters Complete records shall be maintained on each watt-hour meter owned, or used by the Association. Such records shall show the date of purchase, type of meter, capacity, manufacturer's serial number, date installed, record of the present location, and date and results of the last three tests performed by the Association. This record shall be maintained for the life of the meter. The Association shall maintain and keep records of the names and addresses of all its customers with an identifying number of the meter or meters used by each of them.

Whenever a meter is tested, either on request or upon complaint, the test record shall include the information necessary for identifying the meter, the reason for making the test, the reading of the meter if removed from service, the result of the test, together with all data taken at the time of the test in sufficiently complete form to permit the convenient checking of the methods employed and the calculations made. Such records shall be retained for a period of not less than ten years. 7. Accidents The Association shall report to the Commission by telephone and in writing each accident happening in connection with the operation of its property, facilities or service, wherein any person shall have been killed or seriously injured, or whereby any serious property damage shall have resulted, in accordance with PSC Rule 233. Such report shall describe in detail: (1) (2) (3) (4) Date, time, place, and location. Extent of injuries and other damage. Names of all parties involved. Type of accident. In addition to the above, the Association shall immediately upon the setting of any formal investigation of the accident, notify the Commission of the date, time and place of such investigation. 8. Complaints The Association shall make a full and prompt investigation of all complaints made to it by its Consumers, either directly or through the Commission, and it shall keep a record of all written complaints received which shall show the name and address of the complainant, the date and character of the complaint, and the adjustment of disposal made thereof. This record shall be open at all times to the inspection of the Commission, and shall be retained for a period of three years.

The Association shall at any time, on request, give its Consumers such information and assistance as is reasonably possible in order that Consumers may secure safe and efficient service and may secure lamps and appliances properly adapted to the service furnished. The Association shall inform each Consumer of any such change made or proposed to be made and any condition as to its service as would affect the efficiency of the service or the operation of the appliances or equipment which may be in use by the Consumer. The Association shall, on request, explain to its Consumers the method of reading meters. The Association shall transmit to each of its electric consumers a clear and concise explanation of the existing rate schedule applicable to such consumer. Such statement shall be transmitted to each consumer Upon application for service, but no later than 60 days after the date of commencement of service to such consumer. Not later than 10 days after request of an electric consumer of the Association. d. The Associaiton, on request of an electric consumer, shall transmit to each such consumer: A clear and concise summary of the existing rate schedule applicable to each of the major classes of its electric consumers for which there is a separate rate, and, An identification of any classes whose rates are not summarized. Such summary may be transmitted together with such consumer's billing or in such other manner as the Association deems appropriate. e. The Association, on request of an electric consumer, shall transmit to each consumer a clear and concise statement of the actual consumption of electric energy by such consumer for each billing period during the prior year (unless such consumption data is not reasonably ascertainable by the Association).

Each service meter shall indicate clearly the kilowatt hours and units of demand where applicable for which service the charge is made to the Consumer. In cases where the register and/or chart reading must be multiplied by a constant or factor to obtain the units consumed, the factor, factors or constant shall be clearly marked on the register or the face of the meter. At the time of the reading the Consumer's meter or, thereafter, upon the Consumer's request, the Association will provide a card or slip showing the date of the reading, and either the total usage expressed in kilowatt hours or other unit of service recorded, or the position of the hands upon the dial of such meter at the time of the reading. All bills rendered to Consumers for metered service furnished shall show: (1) Net Amount due. (2) Dates and meter readings beginning and ending the period during which service was rendered. (3) A distinct marking to identify an estimated bill. (4) An appropriate rate or rate code identification. (5) Last date payable after which the bill becomes past due, and (6) All other essential facts upon which the bill is based, including factors and/or constants where practical, as in above.

Any Consumer shall be permitted to make installment payments if a bill includes amounts from past billing periods, arising solely from events under control of the Association such as meter malfunctions, billing errors, Association meter reading errors or failure of the Association to read the meter, which failure shall not apply where the meter is not readily accessible to the Association and the Consumer refusesto read his own meter. Any installment payments under the provisions of thisrule may extend over a period equal in length to the period during which the errors were accumulated and shall bear no interest. 11. Consumer Deposits A cash deposit, intended to guarantee payment of current bills, not to exceed an estimated ninety days' bill of such Consumer, shall be required of all new Consumers for each meter connected. When a satisfactory credit record has been established, the deposit shall be refunded or credited to the Consumer's account, in full, with accumulated interest as the rates set forth in this Rule. The credit record shall be considered satisfactory if such Consumers have not received over two delinquent notices, and no disconnect for non-pay, returned check or meter tampering for the prior twelve (12) months. In lieu of making a cash deposit, the Consumer may agree to have their monthly electric bill(s) automatically withdrawn from their financial institution for a period of not less than twelve (12) months. In the event an automatic withdrawal is declined for payment by the financial institution, the Consumer acknowledges that the Association s General Rule and Regulation 13, Discontinuance of Service, does not apply, the account becomes subject to disconnect without further notice, and the current bill plus a cash security deposit will be required or service will be terminated. Consumers who previously received service from the Association shall be required to make a deposit only if payment record for the most recent twelve (12) month period for which service was rendered, has not been satisfactory as defined above. Consumer failure to remit payment for a billed deposit by the due date on the billing statement may render the account subject to disconnect. A Consumer declaring bankruptcy will be required to pay a security deposit of an average estimated ninety day bill. c. d. The amount of a deposit may be lowered in the event(s) determining the applicant s credit risk is the result of extenuating circumstances or catastrophic circumstances not within the control of the applicant and not likely to be repeated, or is contrary to the actual billing experiences and payment habits of the applicant. Any adjustment in the deposit amount shall be determined only by the Association's Manager of Consumer Accounts or a Billing Supervisor. Any member who provides fraudulent information to attain service or guarantee payment of service, will be declined service or will be subject to immediate disconnection of service until valid proof of identity is provided, at which time a cash security deposit of an average estimated ninety days bill will be required. 01 Issue Date November 19, 2010 General Manager Effective Date June 30, 2011

11 1st Revised Sheet No. 20 Sheet No Consumer Deposits (continued) c. Interest to be paid on deposits 1. Simple interest shall be paid by the utility upon a deposit at the percentage rate per annum as set forth by the Wyoming Public Service Commission's annual general order interest rate calculation, payable upon the return of the deposit, or annually at the request of the consumer, provided the period that such deposit is held is not less than six (6) months. 2. Interest on deposits shall be earned for the time held by the Association and shall be calculated from the date the deposit is received by the Association to the date of payment to the Consumer in cash or to the date an amount equal to the deposit is credited to the Consumer's account. In the event that a deposit is retained for periods longer than twelve months and interest is not paid annually, interest on the deposit amount shall accrue at the new interest rate for the time held in the new interest period. Interest payments, at the option of the utility, may be paid either in cash, or by a credit to the Consumer's account. In case service is discontinued temporarily at the request of a Consumer and he elects to leave his deposit with the utility for future use as a deposit, such amount may draw interest until service has been restored. 01 Issue Date November 19, 2010 General Manager Effective Date June 30, 2011

12 Sheet No. 21 Wyoming PSC No. 3 Sheet No. 11. Consumer Deposits (continued) d. The Association shall keep records on deposits to show: (1) (2) (3) (4) The name of each Consumer making a deposit. The premises occupied by the Consumer when making the deposit and each successive premises occupied while the deposit is retained. The amount and date of making the deposit. A record of each transaction, such as the payment of interest, interest credited, etc. concerning such deposit. e. f. g. h. The Association shall issue to every Consumer, from whom such deposit is received, a non- assignable Certificate of Deposit, and will provide a way to refund the deposit if the consumer cannot produce the certificate. The Association shall not refuse to return a deposit, or any balance to which a Consumer may entitled, solely upon the basis that the Consumer is unable to surrender his Certificate of Deposit. The making of a deposit shall not relieve any Consumer from payment of current bills as they become due and no deposit shall be applied to any indebtedness of the Consumer except to a bill for utility services due or past due after service is terminated. The Association shall not require any security other than a cash deposit to secure payment for utility services except that the Association may provide for an acceptable third party guarantee of payment instead of a cash deposit. 12. Filing of Rate Schedules, Rules & Regulations Copies of all schedules of rates, charges for service connections and extensions of lines and of all Rules and Regulations as filed with the Commission shall also be on file in the local office of the Association, and shall be open to inspection by the public during regular business hours.

13 1st Revised Sheet No. 22 Sheet No Discontinuance of Service Notice requirements. No gas, electric or water utility shall terminate its service to any Consumer for violation of any of its rules and regulations, or for nonpayment of bills covering such service, until the utility shall have first given at least seven (7) days written notice to residential Consumers which includes any premise occupied as living quarters, and three (3) days written notice to commercial and industrial Consumers. (i) (ii) (iii) (iv) The utility will notify the Consumer as part of the written notice of impending disconnection of residential service that, if the Consumer can provide written health care documentation that a member of the Consumer's household is handicapped or seriously ill, the utility must grant fifteen (15) days in addition to the seven (7) days (twenty-two [22] days total) for the bill payment. For this subsection: the terms "handicapped" and "seriously ill" include persons whose physical health or safety would be seriously endangered if the utility service were discontinued. The utility must provide thirty (30) days notice to a household if any person residing therein is dependent on life supporting equipment requiring the utility's service, and the utility will not disconnect the service if the Consumer provides the utility with a medical doctor's statement that a member of the household is dependent upon a life support system, and the Consumer enters into a written deferred payment agreement with the utility and complies with that agreement. If the Consumer fails to comply with the written payment agreement, the utility may then issue a seven (7) day written disconnect notice. If a utility continues service or reconnects service to a Consumer who is delinquent in his bill payment or payments based upon a written agreement for payment, and the Consumer defaults on the agreement, the utility shall again comply with the notice requirements of subsection (a) of this rule in order to terminate that Consumer's service. The written notice shall be made as a part of the normal bill to the Consumer and shall be rendered in the billing statement which shows a "Balance Prior to this Billing" on the Consumer's account. The notice of discontinuance shall be conspicuous in nature and in easily understood language. The heading of the notice of discontinuance shall be in block capital letters. The notice shall contain the following warning in English: DELINQUENT NOTICE: This is the only written notice you will receive regarding discontinuance of electric service. If a delinquent notice appeared on last month's bill, your service may already be disconnected. If no delinquent message appeared on last month's bill, payment of "Balance Prior to this Billing" must be received by the due date shown on this bill, or the meter will be disconnected without further written notice and full payment is required. Reconnection will require an additional fee. The reverse side of this statement explains your legal rights and remedies. 01 Issue Date November 19, 2010 General Manager Effective Date June 30, 2011

Such notice shall be considered to be given to thecustomer when a copy thereof is left with the customer or posted in the United States mail, addressed to thecustomer's last known address. Such notice shall contain the following information: (i) (ii) (iii) (iv) (v) (vi) the name of the person whose account is delinquent and whose service is to be terminated, and the address where said service is being rendered; the rule or regulation that was violated or the amount of unpaid bill on account of which service is to be terminated; the date the notice is delivered or placed in the U.S. mail and the exact date on or after which service is to be terminated; a statement advising the customer to contact the utility at a specific address and phone number for information regarding any budget billing or other procedures which the utility may offer or to work out some other mutually agreeable solution to avoid termination of the customer's service; the name of any government agency or other organizations which have notified the utility that they render assistance to certain eligible persons who are unable to pay their utility bills and which have requested that their name, address and phone number be given to any customers facing possible termination of service. Such information may be provided on a separate sheet included with the notice of disconnection; and a statement advising the customer that if he wishes to dispute the facts or interpretation of the regulations(s) relied upon by the utility to terminate service, he may contact the Public Sevice Commision in writing or by phone. c. When personal notice is required. The utility shall attempt to contact the customer personally before disconnecting gas, electric or water utility service during the cold weather period of November 01 through April 30.

(i) If any customer so requests in writing, or a request is made by a family member or other responsible person acting for a customer who is unable to make such written request the utility shall also provide to such third person designated by such customer notification of all past due bills and notices of termination of service. The utility shall establish reasonable procedures to advise customers, particularly any customer incapacitated by age or infirmity, of the right to request third party notification. In no event shall the third party so notified be liable for the account of the customer.

(i) (ii) (iii) The utility may accept a signed third-party guarantee in lieu of a deposit to pay the bill of a customer, and the customer must agree in writing to permit the utility to provide the customer's account information to the guarantor upon the customer's default; In case of default, the utility must provide disonnect notice to the guarantor simultaneously to that proivded to the customer. The guarantor's service shall not be subject to disconnection for such bill payment default; The utility shall honor a third-party guarantor's written request to be removed as guarantor if: the customer has paid proper utility billing without default for a period of twelve (12) consecutive months; or upon payment by the guarantor of all amounts due for service through the date that the utility receives the guarantor's request for termination of his agreement; or under an additional agreement with the utility. f. Additional requirements for disconnect notice to a landlord, tenant or co-tenant. (i) (ii) When the utility provides proper disconnect notice and knows that it is disconnecting service for nonpayment by a landlord, the utility shall post, mail or deliver to each known tenant a written notice informing the tenant only of the impending disconnection and advising that each tenant has fifteen (15) days to arrange for the sevice to be provided directly to the tenant if, and as, permitted by the available facilities; and the tenant shall not be held responsible for the landlord's delinquent utility billings. The posting may be at a central location on or in the rental building if all tenants cannot be identified. Security deposit requirements for new applicants will apply. The notice to occupants shall not include the dollar amount owing. When the landlord has requested that he be notified when a tenant is to be disconnected and when the utility provides service directly to a tenant and also provides proper disconnect notice and knows that it is disconnecting service to a tenant, the utility shall post, mail or deliver to the requesting landlord a written notice informing the landlord of the impending disconnection and advising that the delinquent service may be placed in the landlord's name at the landlord's request; and the landlord shall not be held liable for the tenant's delinquent utility billings unless the landlord has quaranteed such payment.

If, after the period of time allowed by the notice has elapsed, the delinquent account has not been paid, nor arrangements made with the utility for the payment thereof, or in the case of the violation of the utility's rules the customer has not satisfied the utility that such violation has ceased, the utility may then terminate service on or after the day specified in the notice without giving further notice. Termination of service under this rule may only be effected between the hours of 8:00 m. and 4:00 p.m. Monday through Thursday. Prohibitions against service disconnection. The utility shall not disconnect service for bill nonpayment under the following conditions: (i) (ii) (iii) (iv) (v) (vi) (vii) viii) (ix) on a legal holiday as defined by W.S , or the day before such a legal holiday; during the period from December 24, through January 2, inclusive; on any day in which the utility cannot reconnect service; if the customer enters into an arrangement with the utility for payment of the delinquent billing over a reasonable time and the customer complies with payment arrangements. The utility shall make every effort to ensure that the payment arrangement is in writing; if there are monies owed due to meter or other billing error, and the customer complies with payment arrangements; if the utility has commenced providing service to a customer witout obtaining a payment agreement for bill nonpayment at a customer's previous address, and the customer has paid the utility's bills on time at his new address; if a customer pays a bill on time for a specific service at a specific location, even though the customer is receiving another service that is subject to disconnection for bill nonpayment; for nonutility services or appliance or merchandise provided by, or sold by, the utility to a customer; if a customer is paying his bills on time, even though a prior customer of the utility, including a spouse who is delinquent, is cohabiting or living in the same house; or

Discontinuance of Service (continued) (x) if a utility bill, or part of a bill, is legitimately in dispute, and if the customer duly pays the utility bill, or bill portion, not in dispute. i. Public Utility Regulatory Policies Act service disconnection requirements. Pursuant to the Public Utility Regulatory Policies Act of 1978 (Public Law ), the gas or electric utility shall not terminate service if: (i) (ii) the termination of such service during any period is of such nature so as to especially endanger health because of such factors as weather extremes; and the customer by documentation can establish that he is unable to pay for such services in accordance with the utility's billing and he has exhausted available government assistance therefore or he is actively in the process of seeking such assistance; or he is able to pay for such service but only in installments. The utility will assist elderly and handicapped persons unable to pay their utility bills in determining available government assistance, and will not apply the documentation requirement of the subsection to them. Weather extremes for purposes of this rule shall include the cold weather period of November 01 through April 30. j. Prepaid meters. A utility may install a prepaid meter at a customer's location under tariff provisions authorized by the Commission. However, when a prepaid meter is in use, the utility must strictly comply with the Public Utility Regulatory Policies Act provisions regarding termination of service. (i) (ii) The utility shall provide reasonable and emergency access for the provision of prepaid utility commodity. The utility will fully inform the customer of available card purchase locations, an emergency telephone number, and written instructions for emergenices and service problems.

Service disconnection for safety, fraud, cooperation with civil authorities, etc. Nothing in these rules shall be construed to prevent termination without advance notice for reasons of safety, health, cooperation with civil authorities, fraudulent use, tampering with or destroying utility service facilities, customer's failure to comply with utility curtailment procedures during supply shortage, or any other reason for which termination authority is specifically granted in the Commission Rules or in the Wyoming Statutes. Residential Customer's Request for Termination of Service. Upon the customer's request in writing or in person, or by a person authorized in writing by a customer, or by a customer's legal representative or, in the event of an emergency, one of sufficient status in relationship to the customer, the utility shall make every reasonable effort to terminate the customer's service on the day requested by the customer. If the customer requests termination of service which will require the termination after hours, the utility shall inform the customer of any additional charge for such after hours service prior to the termination.

All meters used in connection with the metering of electric service shall be furnished, installed and maintained at the expense of the Association. Any equipment, devices, or facilities furnished at the expense of the Association or on which the Association bears the expense of maintenance and renewal shall remain the property of the Association and may be removed by it at any time after discontinuance of service. A new account charge of ten dollars ($10.00) shall apply to every new account, except for a name change only on an existing account where no trip is required, otherwise service to the Consumer's property shall be installed and maintained at the expense of the Association subject to the terms and conditions set forth in the Association's Rules and Regulations and Line Extension policies. Each rate schedule applies to service supplied through one meter to one Cusumer on one premise, therefore, a separate meter is required for each Consumer. Condominium apartments may be metered according to the Consumer's choice in the following ways: (1) (2) (3) Each apartment is individually metered and the applicable residential rate applies. All common facilites, laundry rooms, elevators, etc. are metered separate from residential use and the applicable commercial rate applies. All apartments are metered through one meter on the building for residential use and the blocks in the applicable residential rate schedule are multiplied by the number of apartments in the building. All common facilities, laundry rooms, elevators, etc. will be metered through a separate meter and the applicable commercial rate shall apply. This provision is available only for service installed prior to October 01, Apartments are metered through one meter on the building on the large power or commercial rate, and one meter for commercial fuel rate if applicable. 21 Sheet No. 30 Wyoming PSC No. 3 Sheet No. 15. Reports to Commission The Association shall make special reports at such time and in such form as the Commission may from time-to-time require. 16. Preservation & Microfilming of Records The books of accounts and other reports prepared by or on behalf of the Association shall be preserved in accordance with the regulations prescribed by the Rural Electrification Administration. Nothing in these rules shall prevent the Association from microfilming any records it desires, provided that the microfilm shall be retained for the same period of time as specified for the original records. 17. Construction Requirements The electric plant of the Association shall be constructed, installed, maintained and operated in accordance with accepted good engineering practice in the electric industry to assure, as far as reasonably possible, continuity of service, uniformity in the quality of service furnished and the safety of persons or property. The Association shall use as the minimum standard of accepted good practice the National Electrical Safety Code as prescribed by the statutes of the State of Wyoming or as the same may be amended. 18. Standard Voltage, Frequency & Permissible Variations The Association's standard nominal voltages for its secondary voltage distribution systems are 120 volts, single-phase, two-wire; 120/240 volt, single-phase, three-wire; 240 volt or 480 volt, three-phase, three-wire; 120/240 or 240/480 volt, three-phase, four wire delta connected; and where available, 120/208 volt, three-phase, three-wire, or 120/208 volt, three-phase, four-wire wye connected, and 277/480 volt, three-phase, four-wire wye connected. Standard Voltage, Frequency & Permissible Variations (continued) Every reasonable effort shall be made by the use of proper equipment and operation to maintain such voltage practically constant at all times. The voltage maintained at the Association's main service terminal (the point at which the Association's service connections terminate) as installed for individual Consumers or groups of Consumers shall be reasonably constant as follows: (1) (2) (3) For service rendered under a lighting contract or primarily for lighting purposes the voltage shall be within five per cent (5%) plus or minus of the standard adopted. For service rendered under a power contract or primarily for power purposes the voltage variation shall not exceed ten per cent (10%) above or ten per cent (10%) below the standard average voltage at any time when the service is furnished. A greater variation of voltage than that specified above may be allowed when service is furnished directly from a transmission line or in a limited or extended area where Consumers are widely scattered and the business done does not justify close voltage regulation. In such cases the best voltage regulation will be provided that is practicable under the circumstances. This clause refers particulary to individual Consumers or small groups of Consumers whose service from a transmission line is incidental, and does not refer to the voltage regulation in communities, cities or towns for which the transmission line was primarily built. c. Variations in voltage in excess of those specified, caused by the operation of power apparatus on the Consumer's premises, which necessarily requires large starting currents, by the action of theelements, by infrequent and unavoidable fluctuations of short duration due to necessary station or line operations, shall not be considered a violation of this rule.

23 Sheet No. 32 Wyoming PSC No. 3 Sheet No. 19. Pole Identification The Association shall mark each pole, post or other structure used for supporting electrical conductors with "dating nails", manufacturer's brand, or other approved devices which will indicate the year in which such structures were installed. A different type of dating nail shall be used for new poles or structures and for all poles reused. In the case of jointly owned or jointly used poles or pole line structures, each utility using the pole or structure shall be required to also mark the poles and structure with the initials of its name, abbreviations of its name, corporate symbol, or other distinguishing mark by which the ownership of each structure may be readily and definitely determined. 20. Pole Inspection Each pole, post, tower or other structure used for the support or attachment of electrical conductors, guys or lamps, shall be inspected by the Association with sufficient frequency to determine the necessity for replacement or repair. 21. Voltage Surveys & Records The Association shall have for its use portable indicating voltmeters and recording voltmeters of the curve drawing type suitable for the service voltages furnished. The Association shall make a sufficient number of voltage surveys to indicate the character of service furnished from each center of distribution and to satisfy the Commission of its compliance with voltage requirements. The Association shall keep at least one curve drawing voltmeter in continuous service on its system. All voltmeter records shall be available for inspection by authorized representatives of the Commission for a period of at least one year from the date of such records.

24 Sheet No. 33 Wyoming PSC No. 3 Sheet No. 22. Location of Meters c. Meters shall be located, when practicable, on the exterior wall of the premises being served. In the event service is provided to a farmstead or similar group of buildings, the meter shall be located on the meter pole or other point at which the Association's service connections terminate. Meters for underground service shall be located in accordance with the Association's line extension policy. In any event, meters shall be located in accordance with accepted safe practice. Meters shall not be installed where they will interfere with traffice in halls or passageways, if indoors, or sidewalks or driveways, if outdoors, or where they will obstruct the opening of doors or windows or in any location considered hazardous or where reading, testing or servicing of the meter may become impracticable; or where damage may be caused to any part of Consumer's premises. Meters shall not be installed in coal or wood bins or in partitions forming such bins or on any unstable partitions or supports. Meters shall not be located where visits of meter reader or serviceman will cause unreasonable annoyance of inconvenience to the Consumer. Meter locations shall be such that the meters are easily accessible for reading, testing and servicing, and shall not be located in locked area except with the express permission of the Association. 23. Accuracy Requirements for Service Watt-Hour Meters The Association will exercise reasonable care to determine and maintain the general accuracy of all electric meters in use. No service watt-hour meter that has an incorrect register constant, test constant, gear ratio or dial train, or that registers upon no load (creeps), shall be placed in service or allowed to remain in service without proper adjustment and correction.

25 Sheet No. 34 Wyoming PSC No. 3 Sheet No. 23. Accuracy Requirements for Service Watt-Hour Meters (continued) c. d. No service watt-hour meter that has an error in registration of more than plus or minus 2% at either light load or heavy load, shall be placed in service. Demand meters may have an allowable error of not more than 2% of full scale deflection except that the allowable error for thermo-type meters may be 3%. Whenever on installation, periodic or any other tests, a meter is found to exceed these limits, it shall be adjusted. A meter creeps when with all load wires disconnected, the moving element makes one complete revolution in ten minutes or less. Light loads shall be construed to mean approximately 5% to 15% of the nameplate rated capacity of the meter. Heavy loads shall be construed to mean not less than 60% nor more than 100% of the nameplate rated capacity of the meter. Meters used with instrument transformers or shunts shall be adjusted so that the overall accuracy of the metering installation will meet the requirements of this rule. 24. Requests for Meter Tests The Association shall make a test of the accuracy of any electric service free of charge upon the request of a Consumer, provided that the meter has not been tested within the 12-month period prior to such request. A written report, giving the results of such test, shall be made to the Consumer requesting same, the original record being kept on file at the office of the Association for a period of at least two years. The Association will test any service watt-hour meter upon written application by the Consumer, notwithstanding the fact that the meter has been tested within the 12-month period prior to such request, provided that the Consumer pay a fee of $10.00 which shall be refunded by the Association if the meter be found in error by more than 2% under standard conditions of testing.

26 Sheet No. 35 Wyoming PSC No. 3 Sheet No. 25. Adjustments of Bills for Meter Errors c. d. e. If any service watt-hour meter tested upon the request of the Consumer is found to be more than two percent (2%) fast at any load, additional tests shall be made to determine the average error of the meter. The average error of the meter in tests made by the Association shall be defined as the arithmetic average of the percent registration at light load and at heavy load, giving the heavy load registration a weight of four and the light load registration a weight of one. If any electric sevice meter tested on request of the customer is found to be more than two percent (2%) in error, either fast or slow, proper correction shall be made of previous readings and adjusted bills shall be rendered (1) for the period of six (6) months immediately preceding the removal of such meter from service for test, or from the time the meter was in service since last tested, but not exceeding six (6) months since the meter shall have been shown to be in error by such test, or (2) from the date the error occurred if the date of the cause can be definitely fixed. No refund is required from the utility except to the customer last served by the meter prior to the testing. If a meter is found to have an incorrect register ratio or multiplier, the error shall be corrected. Where the error is adverse to the Consumer, the Association shall refund to the Consumer an amount equal to the excess charged for the kilowatt hours incorrectly metered for the period of time the meter was used in billing the Consumer Where the error is adverse to the Association, the Association may make a charge to the Consumer for the kilowatt hours incorrectly metered for the period of time the meter was used in billing the Consumer. If a meter is found not to register, to register intermittently, or to partially register for any period, the Association shall estimate a charge for the kilowatt hours used by averaging the amounts registered over similar periods, or over corresponding periods in previous years or such other acceptable information available.

Meter Installation Tests All service watt-hour meters shall be tested and adjusted to register accurately to within the limits specified in Rule 304 and to otherwise conform with the requirements of that Rule. 27. Periodic Meter Test Schedule All meters installed to measure electric energy used by Consumers shall be tested periodically at intervals not longer than provided for in the following schedule: Alternating current watt-hour meters: 1. Meters used with instrument transformers: Polyphase meters Single phase meters Self-contained polyphase meters Years 8 Years 6 Years 3. Self-contained single phase meters and three-wire network meters Years Var-hour meters: Same as the schedule for associated watt-hour meters. Demand Meters: 1. Integrated (block interval) demand meters including demand registers and associated control devices: Same as the schedule for associated watt-hour meters, but not to exceed 6 years. 2. Lagged demand meters: Same as the schedule for associated watt-hour meters.

Extension of Service, Lines and Facilities The Association's Rules and Regulations regarding extension of service, lines and facilities shall be as set forth in a separate subsection of the Association's tariff. 29. Application for Service An order for electric service may be given at any office of the Association. The Association may require an applicant to sign an Application for Electric Service which shall constitute a service contract between the applicant and the Association before service is supplied; however, in the event that such application is not signed, the use of electric service constitutes a service contract under which the user receives electric service and agrees to pay the Association therefor in accordance with applicable rate, rules and regulations. If an order for electric service requires new line construction, the service will be provided in accordance with the Association's Line Extension Policy. The benefits and obligations of the service contract may not be assigned without written consent of the Association. A separate contract will be made for each service at each separate location. Any contract for electric service shall continue in force from the date service is made available to the applicant for the term specified in the contract and thereafter until cancelled by at least thirty (30) days' written notice to either party by the other.

Temporary or Indeterminate Service If service to a Consumer is to be temporary or indeterminate, the service connection and any line construction envolved will be as set forth in the Association's Line Extension Policy. 31. Refusal to Serve New Customers or Expand Existing Service. - A utility may refuse to provide or expand service to a customer only for the following reasons: The utility may decline to serve a prospective customer or to change materially the service to an existing customer, if, in the best judgement of the utility it does not have adequate facilities to render the service applied for, or if the desired service appears to be unsafe, or is of a character that is likley to adversely affect service to another customer. Any utility may decline to serve an applicant who is indebted to the utility for service previously rendered to said applicant within the State of Wyoming, until such applicant pays in full the amount due for the service previously rendered, or satisfactory arrangements are made with the utility for payment thereof. In the event the indebtedness for service rendered at a former location is in dispute, the applicant shall be provided service upon complying with the utility's normal deposit requirements, and in addition thereto, making a special deposit in amount equal to the net balance in dispute. Upon settlement of the disputed account, the balance, if any, due the applicant shall be promptly repaid, together with accrued interest at the rate of six percent (6%) per annum. The utility shall not refuse service because of debts of previous tenants. 32. Membership Each applicant for service may become a member of the Association under conditions prescribed by the Bylaws of the Association. Membership fees as distinguished from Consumer deposits shall not bear interest.
