1 Tenant Improvement Submittal Requirements Initial Plan Submittal Requirements A transmittal letter is required with a list of what is being submitted. All plans will be routed through the March Joint Powers Authority Plans Expeditor (no exceptions). Submissions of Initial Plans, Revisions, or Corrections via online submission or will not be permitted. At time of Initial Submittal there will be a Plan Check Fee due based upon the Valuation of the project. Resubmittal Requirements All resubmittals must include the following: QTY. DESCRIPTION 1 Response Letter 1 Transmittal Letter 1 Set of Redlines 2 Sets of Corrected Plans (Per Department) Approved Plan Submittal Requirements After Approval is issued through Riverside County Fire Department, MJPA Planning, and MJPA Building & Safety, a Permit Fee may also be due at the time of permit issuance. In order to issue permit, March JPA Plans Expeditor must have digital copies of ALL sets of stamped approved plan, one (1) Reduced Size (11x17) set of approved plans, and any other fees required. 3 Digital Copy & Reduced Set Requirements In order to issue Permit, Planning Department must be in receipt of the following: QTY. DESCRIPTION 1 Full set of Stamped/Approved Digital Plans from Willdan (Building & Safety) 1 Full set of Stamped/Approved Digital Plans from Riverside County Fire Department (RCFD) 1 Full set of Stamped/Approved Digital Plans from MJPA 1 Full set of Stamped/Approved Digital Plans from Tri Lake (Engineering) 1 Reduced Size (12x18) set of Stamped/Approved plans from Willdan (Building & Safety) The applicant may pick up approved plans from JPA and take them to a company of their choosing for scanning. After the JPA is in receipt of plans, a permit may be issued. Plans may be submitted* on CD, USB Drive, or via online file sharing service at If an Applicant chooses, the JPA may send out plans for scanning and printing on behalf of the Applicant at the Applicant s cost. Applicant must submit a check for the full amount prior to Permit Issuance. Administrative Fees apply to each Permit and are nonnegotiable. For pricing, please see the following Fee Schedule: Digital Copy Black & White $1.00 per page + $30.00 Administrative Fee Digital Copy Color $5.00 per page + $30.00 Administrative Fee Reduced Set (12x18) Black & White $0.30 per page *For any other digital submittal requests, please contact JPA Plans Expeditor for approval. Please note: ALL hard copy sets of Stamped/Approved Plans MUST REMAIN ON PROJECT SITE AT ALL TIMES. Inspection will not be completed if Plans and issued Job Card are not present. 4 Shipping Acknowledgement March JPA offers the option to have Plans & Correspondence shipped to the point of contact (Applicant, Property Owner, Tenant, Architect/Designer, or Contractor) through FedEx. This method is provided for the Applicant s convenience and is optional. Applicants may utilize their own Courier/Shipping Service or choose an option listed below: Applicant agrees to pick up all plan check documents in person at March JPA offices. Applicant agrees to provide a courier service to pick up all plan check documents from March JPA offices. Applicant agrees to submit a $ deposit for charges to be billed against. Any remaining funds will be returned to the Applicant within ninety (90) days of Permit Issuance as well as an itemized expense report. Applicant agrees to provide a valid FedEx Account Number to ship plan check to. Applicant must confirm in writing or via that each shipment is approved and a shipping method is chosen (i.e., Overnight Shipping, One-Day, Two-Day, etc.). Company: Contact Name: FedEx Account #: Applicant agrees to be billed in total for all FedEx charges incurred before permit is issued. Checks must be payable to, no cash, cards, or electronic payment will be accepted. A March JPA Invoice detailing the total due will be provided prior to Permit Issuance; payment will be due at the time of Permit Issuance. If this method is chosen, the Undersigned agrees to the following: a. The Undersigned agrees to opt for shipment of Plans, Corrections, and other Correspondence and acknowledges that all shipments must be approved individually by the Undersigned. b. The Undersigned agrees to request and/or confirm in writing or via that each shipment is approved and a shipping method is chosen (i.e., Overnight Shipping, One-Day, Two-Day, etc.). c. The Undersigned agrees that the Invoices provided by FedEx will be paid in their entirety (including shipping costs, pick up costs, etc.) and that all Payments will be made in full to March Joint Powers Authority by Personal Check, Business Check, Cashier s Check, or Money Order. Contractor Name: Contractor Address: License Class & No.: Contractor Signature: OWNER- BUILDER DECLARATION I hereby affirm under penalty of perjury that I am exempt from the Contractors' State License Law for the following reason (Sec , Business and Professions Code: Any city or county that requires a permit to construct, alter, improve, demolish, or repair any structure, prior to its issuance, also requires the applicant for such permit to file a signed statement that he or she is licensed pursuant to the provisions of the Contractors' State License Law (Chapter 9, commencing with Section 7000 of Division 3 of the Business and Professions Code) or that he or she is exempt therefrom and the basis for the alleged exemption. Any violation of Section by any applicant for a permit subjects the applicant to a civil penalty of not more than five hundred dollars ($500)): CONSTRUCTION PERMIT APPLICATION I, as owner of the property, or my employees with wages as their sole compensation, will do the work or portions of the work, and the structure is not intended or offered for sale (Sec. 7044, Business and Professions Code: The Contractors' State License Law does not apply to an owner of property who, through employees' or personal effort, builds or improves thereon, and who does such work himself or herself or through his or her own employees, provided that such improvements are not intended or offered for sale. If, however, the building or improvement is sold within one year of completion, the owner-builder will have the burden of proving he or she did not build or improve for the purpose of sale). I, as owner of the property, am exclusively contracting with licensed contractors to construct the project (Sec. 7044, Business and Professions code: The Contractors' State License Law does not apply to an owner of property who builds or improves thereon, and who contracts for such projects with a contractor(s) licensed pursuant to the Contractors' State License Law). I am exempt from licensure under the Contractors' State License Law for the following reason: By my signature below I acknowledge that, except for my personal residence in which I must have resided for at least one year prior to completion of the improvements covered by this permit, I cannot legally sell a structure that I have built as an owner-builder if it has not been constructed in its entirety by licensed contractors. Construction activity is prohibited between the hours of 7:00pm and 7:00am and on Sundays and Holidays. 2. The March JPA's approved plans and permit inspection card must remain on the job site for use by March JPA inspection personnel. 3. Final inspection of the work authorized by this permit is required. A Certificate of Occupancy must be obtained prior to use and occupancy of new buildings, structures and remodeling work. This permit/plan review expires by time limitation and becomes null and void if the work authorized by the permit is not commenced within 180 days from the date of permit issuance or if the permit is not obtained within 180 days from the date of plan submittal. This permit expires and becomes null and void if any work authorized by this permit is suspended or abandoned for 180 consecutive days or if no progressive work has been verified by a March JPA building inspector for a period of 180 consecutive days.
