OLD BUSINESS 3) Airport Update Rick Lamport reported on concessions at the airport, noted that winter flights will begin next Wednesday, and that the airport is ready. 4) Tourism Association report John Norton reported that the early sales efforts hadn t been as successful as hoped. He discussed the 2003 branding study, future efforts, offers, and research that the TA will conduct. 5) Senior Transportation Program Update Scott Truex reported that the committee had met and that they had agreed to fund the excess local cost of

4 the new Mt. Express senior bus, that the Health Care Center will be providing service in and around Gunnison with 2 vehicles beginning in April. He noted that the service will be a dial-a-ride service with shorter notice requirements and that it will be 7 days a week, the Health Care Center has yet to determine if another vehicle is necessary, and that if not, funds would be set aside for future capital purchases. Paula Swenson noted that the County would no longer be applying for Region 10 funding for Senior Transportation in the future. 6) CNG Fuel station and fuel purchase agreement Scott Truex asked that this discussion be combined with the next item since they were related. 7) 2016 Bus purchases Scott Truex noted that at the last meeting, the Board had adopted the 2016 budget with the purchase of two diesel buses. He reported that the contract between RFTA and MCI Coaches had been approved by CDOT and that he hoped to be able to order buses in the next month. He reported that after the budget was passed, he had been approached by John Cattles (who was in attendance) and that Cattles had requested the RTA look one more time at perhaps purchasing one CNG vehicle in 2016 and one in There was discussion regarding the status of the fueling station, the cost to retrofit the Alpine Express facility to accommodate CNG coaches, the unknowns regarding CNG performance on over the road coaches at altitude and low temperatures, the concept of a fuel purchase agreement with Trillium (the CNG provider), the additional cost to purchase a CNG coach vs. a diesel coach (approx. $170k), potential DOLA grants for the first two years, the possibility of getting future DOLA grants, and the number of vehicles required in the next five years. It was decided to skip to item G-1 on the agenda at this time. 8) Spring air service discussion Kent Myers discussed a proposal which had been brought to the RTA from Fresh Air which would provide daily service on a 50 seat airplane during the spring season when United will not be flying. There was discussion regarding costs, type of aircraft and aircraft performance, and potential number of users. After further discussion, staff was directed to continue to work on finding a solution for Spring of 2018 and reach out to the community through focus groups (specifically on March 10 th ) to research the best options for the business community. 9) Summer air service Kent Myers reported that summer service was loaded and available for sale between Houston and Gunnison daily from July 1 to August 15 and Saturdays (one before and three after the daily service period). Scott Truex noted that he and Myers are working to get Wednesday service during the week before and the three weeks after as well. There was discussion regarding the MRG caps. G. NEW BUSINESS

5 This item was discussed after item F-7 above. 1) Possible support for County grant application from DOLA for CNG buses This item had been discussed previously along with items F6 and F7 above. After further discussion, Danny D Aquila moved and David Clayton seconded a motion to support the County DOLA grant application for CNG buses. Motion passed unanimously. This item was took place after item F-9 above. 2) Appoint new Secretary for RTA Board After discussion Jonathan Houck moved and Leia Morrison seconded a motion to appoint Glenn Michel as Secretary of the Board. Motion passed unanimously. 3) Spring Bus service to MTJ Airport Scott Truex reported on his conversations with Alpine Express. He discussed several options and recommended that the RTA consider paying Alpine Express a percentage of any ticket purchased between the RTA district and the Montrose Airport during the spring season while no service was available at GUC. After further discussion, staff was directed to continue discussions with Alpine Express and bring a recommendation to the Board at the next meeting. 4) Gunnison Bus Stop - discussion Scott Truex reported that he had met with Ken Coleman and with Alpine Express to discuss options. He noted his favored option at this time, but requested that no changes be made until after the transit planning process is complete. The Board agreed. H. COMMENTS FROM BOARD MEMBERS & STAFF Scott Truex updated the Board on the Section 5304 transit planning grant and noted that he would bring an RFP to the next meeting for Board approval. He also reminded the Board that a meeting of the Air Service subcommittee would take place after the next meeting. Stewart Johnson gave the Board an update on the mechanical issues facing the bus fleet. Kent Myers updated the Board on winter air bookings. Paula Swenson thanked the Board for allowing her to serve as Chair for the past two years and noted that Roland Mason had expressed interest in becoming the new Board Chair and Jonathan Houck had an interest in the Vice Chair position. She encouraged others to let people know if they had interest in these postions. I. PUBLIC COMMENT PERIOD

6 Dr. John Tarr was in the audience and asked the Board to do what they could to support reasonably priced and conveniently scheduled served between Gunnison and Denver. Rick Lamport noted that there is a new FBO operator at the airport. There was discussion about tie-down fees and an airport mechanic. Scott Stewart noted that United and American had reduced their 21 day advance purchase to 7 days over the holidays. John Norton discussed business travel options to the Montrose airport. The meeting adjourned at 9:20 a.m.

13 CNG Fuel station and fuel purchase agreement and 2016 Bus purchases We will have a demo CNG Over-the-Road Coach from MCI running our route on Thursday morning before we meet on Friday. Stewart and I will be riding the bus along with the MCI representatives and will have time to ask many questions. The staff recommendation regarding purchasing CNG buses will depend upon: 1. The results of the demonstration 2. Whether or not we receive the DOLA grant for the differential in costs for the first two buses. 3. Whether or not we can come to terms with Trillium on a fuel purchase agreement. 4. Whether or not we can be assured that the fuel station will be operational in time. The current budget includes purchasing 2 diesel buses. If we decide to go with one diesel and one CNG bus, then we would need to amend the budget at follows: Revenues: FTA 5311 Capital grant from $440,000 to $536,000 DOLA Grant from $0 to $33,347 Expenses FTA 5311 Bus Purchase from $550,000 to $717,000 If we decide to go with two CNG buses, then we would need to amend the budget as follows: Revenues: FTA 5311 Capital grant from $440,000 to $536,000 DOLA Grant from $0 to $201,084 Expenses FTA 5311 Bus Purchase from $550,000 to $717,000 Local Bus Purchase from $550,000 to $717,000 The demonstration should give us a good idea as to how the bus would perform in cold weather it is supposed to be 0 degrees on Thursday morning.

14 Proposed Spring Bus service subsidy to MTJ Airport RTA will buy down $45 of each one way ticket so that the passenger will be charged $49. Alpine Express will maintain its CO. PUC fare for Montrose/Gunnison transfers, each guest will only pay to Alpine the bought down price with the remainder being paid by the RTA. Service will be by reservation only. In the event there are no reservations for a specific flight no driver will be dispatched. RTA will buy down fare price for what is currently scheduled, two daily United Flights. United flights will be arriving and departing from Montrose airport. Dates of buy down will be April 4th June 8th or as schedule is adjusted. Alpine Express has a minimum run fee of $188.00, the equivalent of two adult fares. In the event minimum run fee is not met for a given transfer the RTA will be charged the difference to meet the $ in addition to the $45 buy down of the base fare. The guest will not made aware of this fee. Alpine Express will transport guests between Montrose and Gunnison/ Crested Butte and Mt Crested Butte locations. Alpine will deviate up to three miles from Hwys 135 and 50 to Gunnison to pick up or drop off guests. Guests needing transport to other areas of Gunnison County, e.g. Harmels, Doyleville etc. will be handled on a case by case basis. Typically a transfer to those areas will require a separate fare and transfer from the Gunnison Airport to final location. Alpine Express s 48 hour cancellation policy will remain in effect. If a guest cancels within 48 hours of a transfer fares are not refundable. Our policy is to work with guests to reschedule transfers at a later time without penalty. If driver has been dispatched to Montrose and a guest cancels then we will not reschedule. 48 hour cancel policy does apply to cancelled flights. There will be no charge to the RTA if the bus does not ru. In the event a Montrose flight arrival is more than one hour late then each transfer will be handled on a case by case basis with the passenger. Alpine Express will bill RTA on a monthly basis. The following items will be contained in any marketing efforts directed by the RTA: A. the dates that the buy down is available is clearly identified B. indicate that RTA is paying for $45 of fare, C. brand the buy down in some manner- Montrose-Crested Butte GVRTA transfer fare? The RTA will be billed as follows for each Round Trip. The maximum liability to the RTA will be $43,875. If each bus averages 2.5 people, the RTA can expect to pay approx. $22k.

17 Request for Proposal Strategic Transit and Senior Mobility Plan I. INTRODUCTION The GVRTA provides free, deviated fixed route, open-door public transit service between Gunnison and Mt. Crested Butte by contracting with a private provider (currently Alpine Express). The service is one route, 32 miles in each direction, circling the City of Gunnison before continuing north on Hwy 135 to the towns of Crested Butte and Mt. Crested Butte. Service is provided seven days a week, 365 days per year. Service levels vary seasonally, operating 26 one-way trips in the winter from 6:30 AM 11:30 PM, 14 one-way trips in the summer from 7:00 AM 11:30 PM, and six (6) oneway trips in spring and fall from 7:00 AM 6:00 PM. The deviated fixed route system is currently 100% wheelchair accessible and all vehicles are lift-equipped. Buses will deviate from the route up to 3/4 mile in the City of Gunnison for ADA eligible clients as long as they are on a paved road with a place for the bus to access. As service levels increase, annual ridership has increased dramatically ridership was 70,072 one-way trips, 2014 ridership was 89,836 and 2015 ridership is projected to increase to over 118,000 one-way trips. The purpose of the strategic plan will be to acknowledge and plan for service issues that arise from rapid growth in ridership and service miles. Ridership is projected to increase 69% from 2013 to 2015 and service miles are projected to increase by 60% during the same period. An new plan will analyze the current situation and make recommendations for how to better coordinate with the Mountain Express at the north end of the valley and the senior transportation program run by Gunnison County which is funded in by the GVRTA, identify vehicle needs and options for vehicle acquisition in the next five to ten years, and identify possible future facility needs. The strategic plan will also plan for expansion of senior transportation services in the district. II. PROJECT OBJECTIVES: The expected outcome of this project is an updated Strategic Plan for the GVRTA that includes an implementation plan detailing how to expand the GVRTA transit system and senior transportation service in the district to meet ridership demand and capital needs. This Implementation Plan will include a financial plan to address capital and operational expenses including an analyses of the advantages and disadvantages of charging fares for passengers. III. PROJECT AREA: The project area includes the municipalities of the City of Gunnison, the Town of Crested Butte, and the Town of Mt. Crested Butte along with unincorporated Gunnison County along the Highway 135 corridor and surrounding the communities.

18 IV. SCOPE OF WORK & REQUIRED DELIVERABLES Scope of Work, Deliverables, and Staffing The work to be performed under contract based on this RFP is described below. The successful Proposer shall provide The Gunnison Valley Transportation Authority (GVRTA) monthly updates of project progress. Participating entities may also offer suggestions and/or recommendations regarding the project or elements of the project. Task 1 Deliverables: 1. Project Steering Committee (PSC) list or database. 2. PSC and jurisdictional meeting agendas and minutes. 3. Project updates. 4. Attendance at other meetings and presentations, and documentation. 5. Project website Task 2: Kick-off Meeting: Staff and PSC members will meet with the consultants to kick off this study effort and to discuss the scope of work, determine public outreach efforts, and discuss the desired outcome of this planning effort. Task 3: Public Outreach Process The consultant will incorporate a public outreach process into the strategic plan in order to identify rider needs and preferences, and to gauge opinions on suggested service levels and options. The consultant will develop a public outreach process by using methods such as structured interviews, a public survey, rider surveys, and community phone calls to senior groups, major employers, WSCU, the RE1J school districts, etc. Presentations to appropriate stakeholders in the study area should be considered when developing the outreach process. Task 4: Existing Data Review and Demand Analysis GVRTA will provide the consultant with funding and ridership data for GVRTA to review in addition to resources such as the 1999 & 2008 Upper Gunnison Valley Transportation Plan and update, and the current GVRTA Strategic Plan. From this review and the outreach conducted in Task 3, the consultant will document the level of demand for Gunnison County transit and senior service over the next five years and what the greatest priorities for service are if done in a phased implementation. This demand estimation will identify how best to balance service needs given barriers such as travel distance and limited local and regional transit funding. The final outcome of this task will be an estimate of daily person trips, and the trip type (local, regional, commuter, shopping, recreation, health care) that would occur. Task 5: Expansion Service Level Recommendations, Barriers and Alternatives Based on the demand analysis in Task 4, the consultant will determine potential viable expansion service delivery options to include service characteristics, hours of operation, trip frequency, and coordination of trips with other regional providers. A detailed analysis will include recommendations on service levels, the advantages and disadvantages of charging fares, fleet requirements, vehicle maintenance, and staff requirements. In addition, the consultant will be required to develop methods for partnering with other

19 local agencies to provide creative alternatives to meet the service demand identified in Task 4. Task 6: Capital and Resource Management Based on the service identified in Task 5, the consultant will determine the appropriate capital replacement and expansion plan to include a review of both the existing vehicle fleet and existing contractor facilities and space for vehicles, training, and dispatch functions. The goal is to obtain the appropriate vehicles and analyze the advantages and disadvantages of purchasing facilities to house dispatch, training and vehicle maintenance functions, as well as the entire vehicle fleet. The consultant will include analysis and recommendation for vehicle and facility acquisition options in the final report. Task 7: Capital/Operational Costs and Potential Funding Options Based on the recommendations of Task 6, the consultant will assess the capital and operational costs associated with service expansion and a breakdown of costs over a fiveyear implementation phase period. The consultant will identify options for the combination of local, state, and federal funding sources that could be used to support the recommended expansion services. Project Deliverables Tasks 2-7: The expected outcome of this project is a Final Report that includes a strategic implementation plan detailing how to expand the GVRTA transit system to meet ridership demand and capital needs for fixed route and senior mobility service in the district. This Implementation Plan will include financial plan to meet capital and operational expenses. The results of the project will provide a "road-map" for expansion. It will allow GVRTA to identify needs as well as funding opportunities to expand transit in Gunnison County. The deliverables for Tasks 2-7 are the following: 1. The consultant will deliver a Technical Memorandum that details the findings and analysis of: a. The public outreach effort. b. The demand analysis effort. c. The identified options service expansion. d. The identified requirements and methods for appropriate capital acquisition. 2. The consultant will deliver a Strategic Implementation Plan that details the institutional, financial, and organizational steps necessary to expand service. The results of the project will be used primarily by GVRTA to maintain and expand a safe, efficient and effective transit program that addresses the needs of the population the Gunnison Valley. The results will also be shared with regional transit providers and Region 10 and CDOT. Task 8: Prepare Final Documentation: The successful Proposer will prepare a draft report to be circulated among GVRTA staff and PSC members for review and comment. After comments have either been addressed or incorporated into the draft report, the consulting team will prepare the final report for the study. The successful Proposer will be responsible for preparing electronic copies of

20 the final report and the preparation of a final presentation to the designated audience. The successful Proposer will maintain all electronic and hard copy files pertaining to the project and shall provide GVRTA with an electronic version of all reports, technical memos, backup data prior to completion of the draft and final reports. The successful Proposer shall maintain consistent quality control procedures. All data, maps and other materials prepared or collected under this contract will become property of GVRTA, to be shared with interested Colorado transit providers and CDOT. Task 8 Deliverables: 1. Draft project report. 2. Final project report. 3. Electronic version of all data and materials collected during the process.

PROPOSAL SUBMITTAL REQUIREMENTS Proposers must submit four copies of their proposal. Proposals should be addressed to the above GVRTA contact person if delivered by mail or courier and must be received by GVRTA no later than 5:00 p.m., Friday, March 3, GVRTA has no authority to accept proposals submitted after the time and date. Postmarks, submittals, and faxes will not be accepted in lieu of this requirement. VIII. BUDGET A total of $30,000 has been budgeted for this project. IX. PROPOSAL EVALUATION AND CONSULTANT SELECTION Proposals submitted by each consultant that meet the proposal requirements will be evaluated separately by a proposal review panel made up of GVRTA and Gunnison County staff to determine the necessity for oral interviews in the first phase of the proposal evaluations. The evaluation will be based on information provided in response to the RFP and information provided by former clients for whom work of a similar scope has been done. Evaluation considerations include the following:

22 1. Responsiveness of the proposal in clearly stating the understanding of the work to be performed. 2. Cost, although a significant factor, may not be the dominant factor. 3. Approach to be followed and the tasks to be performed, including detailed steps and resources required and proposed project schedule. 4. Experience in public transit, performance auditing, and the issues and functional areas to be analyzed. 5. Relative allocation of resources, in terms of quality and quantity, to key tasks, including the time and skills of personnel assigned to the task and the consultant's approach to managing resources and project output. 6. Past performance of the proposer on work previously performed for similar governmental agencies. GVRTA reserves the right to select a consultant based solely on the written proposals and not convene oral interviews. If oral interviews are needed, the top three (3) consulting firms will be invited to make a formal presentation to a selection committee in the second phase of the proposal evaluations. Interviews will take place on one day to be determined later, either March 7 or 8, At the oral interviews, proposers will be requested to make a formal presentation. A maximum of thirty (30) minutes will be made available to the consultant to present the firm's qualifications and approach to the project. PROPOSAL CONTENT AND ORGANIZATION Proposals should meet the stated requirements and propose the best methods to accomplish the work within the stated budget. The organization of proposals should follow the general outline below: 1. Transmittal Letter and Signature The transmittal letter should include the name, title, address, phone number and original signature of an individual with authority to negotiate on behalf of and to contractually bind the proposer and who may be contacted during the period of proposal evaluation. The letter should include a brief overview of the consulting firm(s), including location, size and expertise. The letter shall also contain a statement to the effect that the proposal is a firm offer for a 90-day period. Only one transmittal letter need be prepared to accompany all copies of the proposal. 2. Title Page Indicate RFP subject, name of proposer's firm, local address, telephone number, name of contact person and date of proposal. 3. Table of Contents A listing of the major sections in the proposal and the associated page numbers. 4. Understanding of the Project The proposal should include a brief narrative introducing the proposer's understanding of the project requirements. The contents of this section are to be determined by the particular respondent, but should demonstrate understanding of the unique characteristics of this project and the requirements of the project in the scope of work contained in the RFP. 5. Project Methodology The proposer shall describe the overall approach to the project, specific techniques that will be used and the specific administrative and operational management expertise that will be employed. 6. Schedule of Tasks The proposal shall contain a detailed schedule identifying major tasks to be undertaken to conduct the work and time frame for each task. 7. Project Management Prospective consultants shall designate by name the project manager to be employed. The selected consultant shall not cause substitution of the project manager without prior approval by the Executive Director of GVRTA. 8. Project Personnel The prospective consultant shall describe the qualifications of all professional personnel which will be assigned to the project, including a summary of similar work or studies performed, a resume for each professional, a statement indicating how many hours each

24 professional will be assigned to the contract and what tasks each professional will perform. The contractor shall not cause members of the project team to be substituted without prior approval of GVRTA. 9. Subcontractors If any subcontractors are to be used, prospective consultants shall submit a description of each person or firm and the work to be done by each subconsultant. The cost of the subcontract work is to be itemized in the cost proposal. 10. Consultant Qualifications and References The prospective consultants shall provide names, addresses and telephone numbers for at least three clients for whom the prospective consultant has performed work of similar complexity to that proposed in the RFP. A summary statement for each assignment shall be provided. 11. Project Costs The prospective consultant shall prepare a detailed cost proposal for the work to be performed. The cost proposal shall itemize all items that will be charged to GVRTA. Costs shall be segregated to show actual salary costs including hours, rates, classifications, administrative and overhead rates, and direct and indirect expenses. In no event will the cost of this contract exceed $30,000. If subcontractors are to be used, the prospective consultant must indicate any markup that the prospective consultant plans to take on subcontractors. The same breakdown of subcontract costs shall be provided as is required for contractor costs above. 12. Insurance Without limiting GVRTA s right to obtain indemnification from CONTRACTOR or any third parties, CONTRACTOR, at its sole expense, shall maintain in full force and affect the following insurance policies throughout the term of the contract: a. Comprehensive general liability insurance with coverage of not less than $1,000,000 combined single limit per occurrence for bodily injury, personal injury, and property damage. Comprehensive general liability insurance policies shall name GVRTA, their officers, agents, and employees, individually and collectively, as additional insured, but only insofar as the operations under the terms of the contract are concerned. Such coverage for additional insured shall apply as primary insurance or self-insurance and any other insurance, maintained by GVRTA, their officers, agents, and employees, shall be given excess only and not contributing with insurance provided under the CONTRACTOR s policies herein. b. Comprehensive automobile liability insurance with limits for bodily injury of not less than $25,000 per person, $250,000 per accident and for property damages of not less than $50,000, or such coverage with a combined single limit of $250,000. c. Professional liability insurance of at least $1,000,000.

25 d. Worker s compensation insurance as required by law. This insurance shall not be canceled or changed without a minimum of thirty (30) days advance written notice given to GVRTA. CONTRACTOR shall provide certification of said insurance to GVRTA within twenty-one (21) days of the date of the execution of the contract. Such certification shall show, to GVRTA s satisfaction, that such insurance coverages have been obtained and are in full force; that GVRTA, their officers, agents, and employees will not be responsible for any premiums on the policies; that as and if required such insurance names GVRTA, their officers, agents and employees individually and collectively as additional insured (comprehensive and general liability only), but only insofar as the operations under the contract are concerned, that such coverage for additional insured shall apply as primary insurance and any other insurance, or self insurance, maintained by GVRTA, their officer, agents, and employees, shall be excess only and not contributing with insurance provided under the CONTRACTOR s policies herein; and that this insurance shall not be canceled or changed without a minimum of thirty (30) days advance, written notice given to GVRTA. In the event CONTRACTOR fails to keep in effect at all times insurance coverage as herein provided, GVRTA may, in addition to other remedies it may have, suspend or terminate the contract upon the occurrence of such event. 12. Federal Clauses The prospective consultants shall certify that they can and will comply with the Federal Clauses included in Appendix One of this RFP. Appendix One is attached to this RFP as a separate document titled RFP Gunnison RTA Appendix One - Federal Clauses.pdf. Prospective consultants shall submit a signed copy of Appendix One with their proposal. XI. MODIFICATIONS OR WITHDRAWAL OF PROPOSALS Any proposal received prior to the date and time specified above may be withdrawn or modified by written request of the consultant. All verbal modifications of these conditions or provisions are void as ineffective for proposal evaluation purposes. Only written changes issued by consultants to the Executive Director of GVRTA are authorized and binding. XII. REJECTION OF PROPOSALS Failure to meet the requirements of the RFP will be cause for rejection of the proposal. GVRTA may reject any proposal if it is conditional, incomplete, contains irregularities, or has inordinately high costs. GVRTA reserves the right to reject any and all proposals without cause. GVRTA may waive an immaterial deviation in a proposal. Waiver of an immaterial deviation shall in no way modify the RFP's documents or excise the proposer from full compliance with the contract requirements, if the proposer is awarded the contract. XII. PROTEST PROCEDURES Filing of Protest

26 1. When to File. Protest is submitted in writing and received by the Executive Director or his/her designee; 507 Maroon Avenue, (PO Box 39), Crested Butte, CO within seven (7) working days after the aggrieved person knows or should have known of the facts giving rise thereto. Protests based upon restrictive specifications or alleged improprieties in any type of solicitation, which are apparent prior to bid opening or the closing date for receipt of initial proposals, is filed no later than three (3) working days prior to bid opening or the closing date for receipt of proposals. 2. Subject of Protest. Protestors may file a protest on any phase of solicitation or award, including but not limited to specification or award. 3. Form. The protest must be in writing and include, as a minimum, the following: (a) The name and address of the protestor. (b) Appropriate identification of the procurement by bid number. (c) A statement of the reasons for the protest. (d) Any available exhibits, evidence or documents substantiating the protest. 4. Decision. The Executive Director or his/her designee makes a decision, in writing, on a protest within seven (7) working days after receiving all relevant, requested information. The decision of the Executive Director or his/her designee is final. 5. Withholding of Award. When a protest has been filed before award, the Gunnison Valley RTA will not make an award prior to the resolution of the protest, and when a protest has been filed before the opening of bids, the Gunnison Valley RTA will not open bids prior to the resolution of the protest, unless the Gunnison Valley RTA determines that: (a) The items to be procured are urgently required. (b) Delivery or performance will be unduly delayed by failure to make the award promptly. (c) Failure to make prompt award will otherwise cause undue harm to the Gunnison Valley RTA. NOTE: Protests involving Federal Transit Administration (FTA) Funded Projects Vendors who protest an FTA funded purchase have an additional remedy if their protest is denied by the North Front Range Transportation & Air Quality Planning Council. They may also protest the award, (after these administrative processes have been exhausted) directly to the Federal Transit Administration. FTA will only entertain a protest that alleges the grantee failed to follow their protest procedures and that such a protest must be filed in accordance with the Circular; and Allowance for request for reconsideration (if data becomes available that was not previously known, or there has been an error of law or regulation). The Gunnison Valley RTA will notify FTA of any protests received relating to FTA funded projects. XIV. CONTRACT AWARD

27 The selected consultant will execute a contract with GVRTA. The official selection of the consultant will be made by the GVRTA Board of Directors at its March 11, 2016 meeting. The execution of the contract and notice to proceed shall take place by March 18, XV. Payment Schedule The consultant will be paid based on work actually performed during the preceding month. The consultant should forward a copy of all invoices for payment for work performed and associated expenses, including salaries and overhead, travel, printing costs, postage, telephone, etc., by the 10th day of each month. GVRTA will withhold ten percent (10%) of the payments due until the successful completion of the project and the delivery and acceptance of all final products by the GVRTA.
