3 Overview: The Affordable Care Act (ACA), or ObamaCare, was signed into law in March Over the past 3 years, different parts of the law have been phased in. As part of the law, starting January 1, 2014, individuals will be required to have health insurance. People will be able to buy affordable insurance through a new health insurance marketplace, called the New York State of Health, starting October 1 st. This means that now is the time to get informed and prepare for the questions your constituents will have. 3

5 NY State of Health, The Official Health Plan Marketplace A new, online health insurance marketplace created under the ACA. Will make comparing health plan costs and benefits easy. Will give New Yorkers access to free insurance coverage or financial help to buy their own. Started October 1, Coverage starts January 1,
6 Consumers and Small Employers Enroll Directly through the Marketplace Enroll in a Qualified Health Plan 1 Create an account 3 2 Fill in Fill in household household information income (members, residency, immigration status) 4 Marketplace eligibility determination - APTC - CSR - Public Insurance 5 Choose a plan and enroll Enroll in Child Health Plus Enroll in Medicaid Choose level of tax credits Enroll in Emergency Medicaid 6

8 Where can people go for help enrolling in the NY State of Health? The NY State of Health will have a Consumer Support Center (tollfree call center) to provide real-time help Assistance available in at least six languages English, Spanish, Cantonese, Mandarin, Russian, Haitian Creole Oral interpretation available in 170 languages Local in-person enrollment assistance for individuals or small businesses will be in every county in New York State through a variety of programs: Navigator/In Person Assisters 50 Navigator organizations throughout the State with more than 400 individuals, speaking 48 languages, and site schedules publicly available Certified Application Counselors Hospitals, healthcare providers, health plans, others Brokers and agents can be certified to sell NY State of Health plans 8
