2 I. Introduction The Town of Blind River is accepting Proposals to enter into an agreement for the Management of the Marine Park Lounge. The facility will house a lounge and special events. The purpose of this request for proposal (RFP) is to solicit proposals from qualified food service companies who will provide exclusive full service bar (liquor/wine/beer) rental of hall for events and services for this facility. II. Background The Town of Blind River constructed the Blind River Marina with a Lounge. Currently the Lounge does not see a lot of use. Since opening, the facility has been an asset to the community by providing a great location for civic functions, weddings, birthday parties, corporate meetings, and small conferences. III. Proposal Submission Requirements A. Proposed Pricing. Each proposal must include the following price criteria for the following levels (Call, and Premium). If a substitution is requested it must be at the same or higher quality. B. A sample bar menu including prices to be charged. This information will be used to accurately compare menu price between different proposals. The proposed bar menu shall, at a minimum, provide offerings in each of the following categories: Call, Premium, along with Beer (Domestic/Imported), Wines, Juices, Mixers, Soft Drinks and Garnishes. C. Terms of Contract. Each proposal must provide cost for hall/lounge rental rates (per event or hourly). D. Experience and Qualification. Each proposal shall include a description of the qualifications and food service experience of the applicant, the on-site manager, and all on site staff critical to the Lounge operation. E. Proposed Equipment, Glassware, etc.. Information (i.e. brochures or specifications) on any proposed bar equipment or furnishings for the bar along with proposed staffing uniforms, etc. IV. Scope of Work and Requirements A. General. i. The successful applicant (Operator) will provide Town Council with a bar menu. ii. The Operator may promote its services in Town publications such as newsletters, Channel 10, websites, bulletins, etc. No advertising or promotion of services at the facility will be permitted without written permission from the Town of Blind River. iii. It will be the responsibility of the Operator to establish, review and control the prices and portion sizes of all items available. iv. The terms of the agreement resulting from this RFP will result in a one year (12- month) contract. The minimum monthly rent will be $ Applications submitted

3 with a lesser amount will be rejected. Suggested terms for the contract should be specified in this proposal. v. The Operator will be responsible for obtaining General Comprehensive Liability Insurance and property loss insurance for its own property located in a pre-determined storage area of Marine Park Lounge. vi. The Operator shall be responsible for snow plowing. The Operator shall comply with all local, provincial, and federal laws and ordinances in operating the bar in this facility. vii. The Operator shall provide the Town of Blind River with a detailed written statement of all revenues on an annual basis. B. Facilities and Equipment i. Additional equipment needed to manage bar operations will be the responsibility of the Operator and should be noted in this proposal. ii. The Operator shall be required to keep this equipment in good operating condition. Any equipment repair that is not covered under warranty and is damaged by fault of the Operator shall be the Operator s responsibility. If the item is not under warranty the Operator must have the equipment in good operating condition within 30 days. The Owner shall not be responsible for any equipment while the Operator is under a management agreement with the Owner. iii. The Operator shall provide all glassware, flatware, disposable goods, and other necessary utensils required for serving and consumption of food and bar items. C. Access To and Use of the Space. The Operator shall have sole use of a specific storage area with a locked cabinet for all items. This storage area is exclusively used for the preparation of bar items except for any fruit/ice/refrigeration which is provided in the Catering Kitchen. D. Cleaning and Sanitation Requirements. i. The Operator shall maintain all areas of the storage/kitchen areas in a clean and sanitary manner in accordance with the highest industry standards. The Operator shall also maintain all areas in a clean and sanitary manner where their services will be provided including but not limited to meeting spaces and pre-function areas. ii. The Operator shall encourage recycling of plastic and aluminum beverage containers and shall provide separate receptacles for this purpose. iii. The Operator shall comply with all applicable Algoma Public Health guidelines. E. Personnel Requirements i. The Operator will be responsible to recruit, train, supervise, direct, discipline, any person working at Marine Park Lounge. All bartenders must be Smart Serve certified. The Operator shall employ an on-site manager during all events and when any deliveries are required. The manager and his/her experience and qualifications must be identified in accordance with the requirements of this RFP. ii. The Operator or on-site manager must be present during all operations. iii. The Operator agrees to comply with all Town, Provincial, and Federal laws and regulations regarding employment, including, but not limited to those pertaining to non-discrimination in hiring and employment practices. iv. The Operator shall comply with all Smart Serve guidelines as it applies to

4 management and employee training. v. Employees of the Operator shall be appropriately uniformed when performing their work assignments. This includes all apparel, visible badges, etc. vi. The Operator and staff must be friendly, pleasant, helpful, and knowledgeable about the Operator s product and services. F. Additional Services i. The Operator must demonstrate his/her ability to market itself in our community and surrounding area. ii. The Operator will be required to have bi-monthly meetings with the Owner to report on the status of operations, sales, marketing efforts and other topics deemed necessary by each party. V. Your submission should include one original and 3 copies. The original copy should be clearly marked as such on the cover. Submission must be received no later than April 27, 2015 at 12:00 PM. VI. Selection Schedule Advertise and Issue RFP RFP Submittals due, 2015 Selection and Final Negotiation May 2015 VII. Section Procedures A selection committee comprised of Town of Blind River Staff, Town of Blind River Elected Officials, and other members deemed necessary to make this decision, will evaluate each proposal. VIII. Terms and Conditions The Town of Blind River reserves the right to reject any and all proposals received. Additionally, the Town of Blind River reserves the right to retain all submissions. The Town of Blind River will not be responsible for any expenses incurred by the submitter in the preparation and submittal of neither its proposal, nor any other expenses as may be

5 incurred during the selection process. While the Town of Blind River may contract with the winning bar provider, nothing in this Request for Proposal or in subsequent negotiations creates any vested rights to any person or firm. Proposals that do not include all items requested will be considered incomplete and will be deemed non-responsive by the Town of Blind River. IX. Floor Plan Current Floor Plan of the Lounge.
