2 BANK OF INDIA NOTICE INVITING TENDER Bank of India, Security Department invites sealed tenders on two bid system basis for the captioned work from eligible contractors / vendors for Non Comprehensive Annual Maintenance Contract for fire hydrant system located in Bhadra. The address of building and locations are as below- Address- Bank of India Building, Bhadra, Ahmedabad, The interested vendors fulfilling the following conditions may apply in two Bids system of AMC of Fire Hydrant:- 1. The vendor must have its office / branch and service centre at Ahmedabad/ Gandhinagar. 2. The vendor/contractor should be in existence for the last -5- years. 3. The vendor must have an average annual turnover of last three years minimum of `5.00 lacs for a work of similar nature. 4. The firm must be having two(02) running contracts with a Central/State/PSU preferably Banks of maintenance work of fire hydrant and sprinkler system or similar work with minimum of Rs.40,000/- (forty thousand only). 5. The firm/party should have experience of maintenance of fire-fighting system in office/commercial multi-storied building of at least 5000 sq. ft. built up area. 6. Agency / firm must have valid Service Tax No. 7. Agency/firm must have PAN No. 8. Agency must have a team of competent / qualified technical personnel. 9. Agency/Firm must be registered in Ahmedabad Fire and Emergency Services or other regulated services. 10. If services will found unsatisfactory during the period of AMC then there will be penalty of 5% of the fee or Rs 5000/- (Five thousand only), whichever is more

3 Interested vendors may download the tender forms from Bank s website, and submit along with the Bid being Tender Form cost in the form of a Demand Draft / Banker s Cheque of Rs. 500/- favouring Bank of India, payable at Ahmedabad The tender document should be submitted in two separate envelopes (First containing Technical Bid with EMD, Second containing Financial Bid) properly sealed and clearly marked / super scribed as the case may be. Please note to submit Financial Bid in separate sealed envelope. The sealed tenders addressed to the "Zonal Manager, Security Department, Ahmedabad Zone, Bank of India, Bhadra, Ahmedabad" should reach Bank of India, 5 th floor, Bhadra, Ahmedabad Zonal Office latest by 1500 hrs on 22 nd July Bidders may remain present during the opening process. Financial Bids shall be opened on a later date, of only those, whose Technical Bid is accepted. A separate intimation of opening of Financial Bids would be sent to the technically successful bidders. Technical criterion is given in Terms and Conditions of the work contract. The Offer Letter be submitted along with non-refundable Tender Fee of `500/-(Rupees Five Hundred only) and refundable Earnest Money Deposit of `7,500/- (Rupees Seven Thousand Five Hundred only) in the form of two separate Demand Drafts / Banker's cheques from any scheduled Bank, drawn in favour of Bank of India, payable at Ahmedabad. If the Tender Fee is not attached, the bid will be rejected. The tender shall remain valid for an acceptance period of 90 days from the date of opening of the Financial Bid. Relevant information / copies of certificates called for should be annexed to the tender. Non-receipt of any information / certificates from the tender may entail rejection of the tender. Submission of tender in any other format will not be entertained & will, summarily, be rejected.

4 Note: 1. The Earnest Money Deposit (EMD) of all the unsuccessful bidders will be returned within a period of -30- days from the date of issuing of work order to the successful bidder. In the case of successful bidder, it would be adjusted towards the Security Deposit till the contract is in force and refundable after the contract is concluded. However, in case of the lowest / successful bidder backing out from the terms and conditions mentioned in his tender or refusing to honour his tender, the Earnest Money Deposit (EMD) will be forfeited. It may be noted that no interest shall be paid on earnest money deposit to the bidders. 2. The Bank will not be bound to accept the lowest tender and reserves the right to accept or reject any or all the tenders without assigning any reason whatsoever. Submission of tenders in any other format will not be entertained and will, summarily, be rejected. GENERAL TERMS AND CONDITIONS: a). The rates quoted for carrying out Annual Maintenance Contract must be inclusive of all the charges i.e. Transportation, Technicians, Fee, TA / DA and any other expenses, whatsoever but excluding Service Tax. b). The successful bidder shall have to deposit a sum of `7,500/- as Security Deposit as Performance Guarantee (refundable after the expiring of the contract) which, in the event of not carrying out the contracted services, as per terms and condition of the tender, shall be forfeited. c). Rates quoted shall be binding for three years from the date of awarding of the contract and no increase whatsoever will be considered. d). Payment of Annual Maintenance Contract shall be made by the Bank on quarterly basis against service certificate and invoice.

5 TECHNICAL DETAILS AND SCOPE OF WORK OF FIRE HYDRANT SYSTEM- 1. The contractor shall carry out periodic maintenance of the system to ensure functionally of the following system- a) Hydrant fire pump b) All fire-fighting accessories c) Fire electric panel d) Fire Fitness certificate by Gujarat Fire service/other regulatory agencies 2. The schedule of work and details of works are below- A) Monthly- i) Run fire pump on discharge basis and check its noise, vibration and temperature for rectify any deformity. ii) Check all terminal connection in electric panel, battery charging terminal, self-starter etc. iii) Check all sluice valves, butterfly valves and alarm valves. iv) Cleaning of all fire hose boxes, fire service inlet, Fire brigade inlet, branch pipe, air release tank, hose reel drum. Hydrant outlet and hydrant pipe line. v) Replacing of gasket & washer if leakage is noticed. vi) Greasing of all landing valve, sluice valve spring loaded lug of delivery hose etc. B) Quarterly i) Polishing and colouring of gun metal parts like Branch pipe, hose coupling and hydrant outlet. ii) Check leakage of all delivery hose pipe on discharge basis. iii) Greasing of pump shaft, diesel engine etc. C) Half Yearly- i) Full running test of pump (minimum 15 minute run). ii) Recalibration of all measuring instrument like pressure gauge, pressure switch etc. iii) Overhauling of all pump. D) Yearly- i) Training of fire hydrant system to our concern staff. ii) Cleaning of foot valve. NRV and strainer. iii) All maintenance works under BIS 3844/1989. iv) Fire fitness certificate issued by Gujarat Fire Services/other regulatory agencies

Replacement of all minor parts and spare such as gasket, oil grease & gland packing, polish paper, distil water for battery terminals, cotton cloth and all types of washers of valves & pipe but other than major assemblies, are to be done at no extra cost as and when required. 5. Overhauling of pump is to be done at no extra cost as per given periodicity. 6. The Annual Maintenance contract will include conducting training program for Bank s personnel regarding the operation of the system during the routine monthly visit at no extra cost. 7. Any breakdown shall be attended within 03(three) hours including Sunday and holidays. 8. A service logbook shall be maintained by the Annual Maintenance Contract vendor wherein all the data related to the visits and services provided would be entered.

7 GENERAL TERMS AND CONDITIONS OF THE WORK CONTRACT (1) Instructions for Filling-in and Submission of the Tender : The sealed tender documents should be submitted in original at Bank of India, 5 th floor, Bhadra, Ahmedabad Zonal Office duly filled in so as to reach at or before 1500 hrs on 22 nd July 2014 in a sealed envelope super-scribed "Tender Document for Non Comprehensive Annual Maintenance Contract for fire hydrant at Bank of India Building, Bhadra, Ahmedabad". Please study the details of the work to be carried out carefully and inspect the site before filling-in the tender. Any party tendering against the enquiry shall be deemed to have read and understood all the terms and conditions and familiarized themselves with the site and nature of work and quoted accordingly. Such terms and conditions not appearing in the body of the tender will not be considered as forming a part of their tender. (2). Terms and Conditions: a). The Bank reserves the right to accept or reject any or all the tenders completely or in part and / or increase or decrease the quantities / numbers of any item of the work without assigning any reason and the successful bidder shall perform the same at the rates quoted by them. b). Price quoted by the bidder shall be inclusive of all levies, excise duty, sales tax and / or any other tax but excluding Service Tax. No escalation in price shall be permitted on any ground. The total of the cost quoted for the Annual Maintenance Contract for fire hydrant will be considered for finalizing the L-1 bidder. c). Each page shall be duly signed and stamped by the tenderer as a token of their acceptance of the Technical and Contractual details, including tender form duly filled in, complete details and description, including all the data to be supplied by the tenderer as specified in the information and instructions to the tenderers.

Envelope No.1 shall contain Offer Letter of the Agency with non refundable tender fees of `500/- (Rupees Five Hundred only) and refundable earnest money deposit of `7,500/- (Rupees Seven Thousand Five Hundred only) in the form of crossed Demand Draft / Banker's Cheque in favour of Bank of India, payable at Ahmedabad. Envelope No.2 shall contain Technical Bid and Envelope No.3 shall contain Financial Bid. Envelope No. 4 shall contain price list of spare parts of fire hydrant system. These four envelopes shall be kept in one big envelope which shall be super scribed as "Tender Document for Non Comprehensive Annual Maintenance Contract for fire hydrant system at Bank of India Building, Bhadra, Ahmedabad Zonal Office, Ahmedabad. e). Validity of offer: Offer should be valid for 90 days from date of opening of financial bid. f). Successful bidder shall sign and stamp each page of this tender document as token of their acceptance of all the terms and conditions. The letter for award of work to the successful bidder shall be deemed to be a binding contract between BOI and the successful bidder for the scope of work defined in this tender. g). The contractor / vendor shall be responsible for any loss / damage to the materials by his staff deployed at the site. h). The contractor / vendor shall abide by the regulations / requirements meant for security and strictly follow the rules. BOI security staff shall have the right to check, search or interrogate any contractor s / vendor s material / staff while entering / leaving the BOI premises for the purpose of security. i). Any claim arising on account of damage, compensation or expenses payable in consequences of any accident or injury sustained by workmen of contractor / vendor or any other person, whether in the employment of the contractor / vendor or not, while in or upon the said works or site of the same, the Bank shall not be bound to entertain any claim or such claim brought under the Workman s Compensation Act.

9 j). Contractor / vendor shall not sublet any part of the awarded work to any other person or agency. k). Please give particulars of works which you have executed along with the names of organizations in the last three years. Please attach copies of order(s) executed by the firm for annual maintenance contract and refilling of fire extinguishers as an experience and proof of Technical Criterion. l). If the tendering firm consists of more than one partner, the names of all partners must be disclosed, while submitting the tender. m). Disputes, if any, shall be considered to be within the jurisdiction of courts in Ahmedabad.

16 TERMS AND CONDITIONS:- 1) The above quoted fee is the lump sum (fixed price) amount for the entire assignment The fees includes all duties, levies, taxes, travelling expenses, out of pocket expenses and any other expenses of whatsoever nature but excluding Service tax. The Bank will pay Service tax and 12.5% VAT at the applicable rate. 2) The Total Fees for three years Will Be Considered For The Purpose Of Evaluation. 3) Rates for the spares will be finalized after rationalization of the rates by the technical committee. 4) Bank will deduct Tax (TDS) while releasing payment, if applicable as per the law. 5) The rates for supply, installation, testing and commissioning of spare parts will be valid for three years. The rates will be subjected to review by bank at the end of each year and further extension should be whole discretion of bank.
