5 How We Got Here Orange County Flood Risk Review (FRR) Meeting 3/8/2016 and 3/9/2016 FRR Comment Period Ended 5/31/2016 Preliminary FIRMs Released 8/15/2016 Preliminary FIRM / CCO Meeting 9/21/2016 and 9/22/

6 Preliminary Products Preliminary Flood Insurance Rate Map (FIRM) All impacted FIRM panels were released as Preliminary on August 15, 2016 The PMR updates coastal flooding along the open Pacific coast shoreline Preliminary Flood Insurance Study (FIS) All communities received the FIS for review Preliminary Summary of Map Actions (SOMA) All effective Letter of Map Change (LOMCs) (as of August 15, 2016) were reviewed and a preliminary determination was made regarding revalidation. 6 6

7 Letters of Map Change (LOMC) The LOMCs within each community (within the study area) were assessed for inclusion on a Preliminary SOMA and placed in four categories: Incorporated into the revised FIRM panels Not incorporated but will be re-issued 1 day after the FIRM effective date Superseded Need to be redetermined All communities with currently effective LOMCs within the revised panels received a Preliminary SOMA for their community. Final SOMAs will be issued at Letter of Final Determination (LFD) 7 7

22 Review the Preliminary Products Examples of items that communities should review on a preliminary FIRM Are the Flood Zones correctly labeled? Are BFEs and Depths correctly Labeled? Are Roads correctly labeled? Are the Political Boundaries correct? Is the address correct for the Community Map Repository on the FIRM Index? Do these checks now correcting the maps is no cost to you! 22 22

23 Using Preliminary Data as Best Available Data Floodplain Management Bulletin 1-98 Zone A, V Zone AE, VE Required to reasonably utilize the BFE and floodway data Zone AE, VE, AO, AH No requirements to use the new data until it becomes effective, however 23 23

24 However Best Available Data Where the BFE has increased FEMA encourages use of the higher BFE when issuing permits Where BFE has decreased - should not use the lower BFE until all appeals have been resolved 24 24

25 Floodplain Management Ordinance Must be compliant with regulations for Coastal High Hazard Areas (CFR 60.3e) A thorough review of each community s ordinance will be conducted Ordinances that require an update must be adopted AND EFFECTIVE prior to the effective date of the maps

26 Community Ordinances Level of Regulations Community Level of Regulation Ordinance Level Descriptions The specific requirements are in Section 60.3 of the NFIP regulations, and apply to communities as follows: DANA POINT, CITY OF HUNTINGTON BEACH, CITY OF LAGUNA BEACH, CITY OF NEWPORT BEACH, CITY OF SAN CLEMENTE, CITY OF SEAL BEACH, CITY OF ORANGE COUNTY, UNINCORPORATED AREAS D, E D, E D, E D, E D, E D, E D, E 60.3 (a): FEMA has not provided any maps or data 60.3 (b): FEMA has provided a map with approximate A Zones 60.3 (c): FEMA has provided a FIRM with BFEs 60.3 (d): FEMA has provided a FIRM with BFEs and a map that shows a floodway 60.3 (e): FEMA has provided a FIRM that shows coastal high hazard areas (V Zones) *It is important to note that these requirements are minimums. In addition, these requirements are cumulative

27 Flood Insurance Requirement When a property is in a flood zone and has a federally backed mortgage, the property owner is required to purchase flood insurance Better insurance rates may be available, consider: appropriate flood openings filling basements dry flood-proofing non-residential structures Consider joining the Community Rating System Visit FloodSmart to learn more 27 27

They work alongside the regulatory products to provide additional flood risk information and help plan for resilience.
