1 Welcome everyone, and thank you for coming. My name is Nick Gainer, and I am the Legislative Coordinator and social work intern with Champaign County Health Care Consumers. We are holding this press conference today to launch our Campaign for National Health Reform, which is very exciting for us. Today, you will hear from two affected health care consumers who have also been very active as volunteers and task force members with our Health Care Access Task Force. Ron Eaker and Jim Bean will both share with you their story of how they were impacted by a broken health care system, and why REAL health reform is so desperately needed. You will also hear from another one of our task force members, John Ramsbottom, who will explain in more detail our basic principles for health care reform, as well as Claudia Lennhoff, CCHCC s executive director. She will talk more about our campaign activities and ways that everyone can take action and get involved with the Campaign for National Health Reform here in Champaign County. Our current health care system is in crisis. Everyday we hear from pundits, experts and elected officials as they discuss different ways to cut costs and expand health care to cover the nearly 50 million uninsured throughout the United States. And, as you will hear from one of our speakers today, even having health insurance through a private insurance company is no guarantee that you will receive the care that you need when you need it. Health insurance as we know it today is not working for the consumer. It is not affordable for individuals, families, or businesses, it unfairly excludes people from coverage or denies care, and it is not universal or comprehensive. Over 20,000 people die every year in this country simply because they lack health insurance. Even if you have coverage, that doesn t mean that you re protected from physical or financial suffering. In Illinois, 75% of the residents who had to file for bankruptcy because of medical debt had health insurance at the time they incurred the debt. However, the current system of health insurance is working very well for the private insurance industry. Our nation has the most expensive health care system in the world, with a quality of health care lower than some of the poorest nations around the world. And who is at the helm of this sinking ship - private insurance companies. Private, for-profit health insurance companies are taking in record profits for their shareholders as the consumer cost for health care continues to skyrocket. These private insurance companies make their profits by raising premiums, denying coverage, discriminating by age, gender, or health history (so called pre-existing conditions ), and forcing consumers to pay unnecessary outof-pocket expenses such as co-pays and deductibles. And as profits go up, the quality and access to health care plummets. So now that we have a new administration in Washington, we are seeing a renewed commitment to finding a solution to the health care crisis. New proposals for national health reform are surfacing nearly every day from Washington, and members of Congress are vigorously debating their solutions in the Capitol and on the Sunday morning political talk
2 shows. Unfortunately, we are also seeing massive spending by the private insurance industry and medical lobbies attempting to eliminate any health reform options that create competition to private insurance which would drive down costs and provide more coverage to more people, such as a public health insurance. We believe that health reform should be decided by those who are directly affected by the health care system the consumers! We believe that health care is a basic human right, not a privilege, and that every single individual deserves access to quality and affordable health care in a timely manner. And we believe that REAL health reform must meet several basic criteria, which are part of the Principles for National Health Care Reform that we are announcing to the public today and will be delivering to Rep. Tim Johnson in a few minutes. Included in our demands for REAL health reform is guaranteed affordable coverage for everyone, comprehensive benefits for all health care needs, guaranteed access to health care on a timely basis, financial protection against the costs of care, guaranteed coverage without exclusions or penalties based on pre-existing conditions, gender, etc., public health insurance available to everyone, and guaranteed consumer protections and government regulations. Therefore, we are here today to launch the Campaign for National Health Reform. This campaign will offer opportunities for local consumers to become more informed about the development of national health reform legislation, take action and ensure that their needs are met and their voices are heard in Washington. As we gather here outside of Representative Johnson s office, we are calling on our legislators in Illinois and around the nation to listen to consumer demands and incorporate the principles for national health care reform, which were drafted by consumers and members of our Health Care Access Task Force, into any and all health reform legislation. Consumer-driven health reform is vital to the success of solving the health care crisis in a way that benefits the public, not the private insurance profit margins. We cannot wait another year for health reform while more and more people are losing their jobs and insurance coverage, struggling to find ways to pay for the rising costs of care, and needlessly suffering from illnesses that could be prevented or cured if their insurance company would simply cover their health care needs. The time for REAL health reform is NOW! Thank you, now I d like to introduce Ron Eaker, who will be our next speaker. Ron Eaker Good morning. My name is Ron Eaker. I am speaking today as an affected consumer of health services in Champaign County. The delivery of health care to my wife and I is nothing short of a frustrating maze of dead-end paths. The need for Health Reform has reached a crisis point that MUST be addressed by our Government now.
3 I currently have medical insurance thanks to my spouse s job benefits, but for the most part it is too little too late. I had a private Blue Cross Blue Shield Health Insurance policy when I suffered my first heart attack seven years ago. Before buying this policy I checked to make sure Carle was an approved provider. What I didn t understand, and was not explained at that time, is that the Carle Hospital is an approved provider but Carle Clinic Association is not. As a result of this ridiculous situation I was left with an enormous medical debt. I was unable to pay for continued premiums and make the level of payment to Carle Clinic to satisfy their wants. I had to let my private insurance policy lapse. Heart attack number two and three followed with no Insurance. This forced my wife and I into medical bankruptcy. Even though we now have a good employer-based health insurance policy, Carle Clinic has labeled us as Persons of Non-Service. This means that neither one of us is allowed to be seen by our primary care Physicians. The only service I can receive from Carle is directly connected to my Defibulator/Pace Maker they placed in my chest. If we need any other type of medical service we are quickly turned away. This is a punitive response not based on our current ability to pay for any services, but a vindictive action because of our bankruptcy six years ago. The private Health Insurance system, designed supposedly for my protection, was nothing short of a disaster for my wife and I. Initially, I thought that we were just one of the unlucky few that had suffered such a plight. I now realize that millions of Americans are suffering the same destructive fate. We have been hard working, tax paying, responsible citizens our whole lives and we have played by the health system rules, spending thousands and thousands of dollars on health insurance and the only thing we have to show for it is a health care system that has turned it s back on us. Something MUST be done and NOW is the time. Thank You. James R. Bean Good morning. My name is Jim Bean and I am also speaking today as an affected consumer. Over 55 million people in our country were uninsured at some point during the past year. I am one of those people. In fact, like many working adults, I have been uninsured for most of my adult life, despite being gainfully employed.
4 I work as a union stagehand and rigger at the U of I, and I am also the Assistant Business Agent for IATSE Local 482, the stagehands union. Despite my work at the U of I and despite my title, I have no health insurance. I, and most of my co-workers, are classified as Extra Help employees at the U of I, despite the fact that I ve worked an inherently dangerous job at the U of I for over XX years. [EXPLAIN JOB BRIEFLY?] The U of I does not offer its Extra Help employees any health benefits, and individual private health insurance policies have been priced out of my reach. So, what has it meant for me to live as an uninsured adult? For me, it has meant that I have been incarcerated four times in the past for owing a hospital bill that I could not pay because I was uninsured. It has also meant that I have gone without health care when I ve needed it. I have not gone to the doctor for health problems when I should have. And even though I m about to turn 50 this year, I have not gotten any of the preventive health services or check-ups that I m supposed to get at my age. It has also meant that I ve had some minor health problems that have flared up to become bigger problems, and like many uninsured adults who have no primary care doctor, I ve had to go to the Emergency Room to get health care once the problem became urgent. By then, I d been sick and suffering for longer than I had to be, if only I d had access to health care. It is ridiculous and shameful that in this great nation of ours, working people are going without the health care they need because health insurance is priced out of their reach. I am here today to join the Champaign County Health Care Consumers Campaign for National Health Reform. I want us to achieve REAL health reform health reform that will provide guaranteed, affordable coverage for all! Thank You. John Ramsbottom (Good morning.) As the stories of Ron and Jim have shown us, if you need to pay for health care, sometimes it doesn t matter whether you simply don t have insurance or do have it: the result is the same. The issue for this country, this state, this city is access. Can I get to see a doctor, receive treatment, and pay for
5 services without going broke? The healthcare system in the United States does not guarantee access to affordable care. The time for Real Health Reform has come. Champaign County Health Care Consumers is launching this campaign today to ensure that this time, real reform happens. From the experiences of people like Ron and Jim, we have learned about the gaping holes in national healthcare. We have developed a list of basic principles that should be fundamental to any healthcare system that is worthy of the name. In a moment, we will deliver a statement of these principles to Representative Johnson s office. We expect all our representatives in Washington to bring these concerns before the appropriate committees of Congress. There is no more important issue for the Federal government to consider, and now is the moment for real change. We believe that any plan that does not address certain basic problems is not real reform. What do we mean by real reform? Simply summarized, there are three key ingredients First, health care insurance should cover everyone, regardless of whether you re employed or not, married or not, highly educated or not, grown up or not, ever been ill or not. In other words, it should be universal. Over the past few years, Americans have become increasingly aware of the suffering caused by lack of effective health insurance and of the hidden costs of leaving millions uninsured. Why would we now settle for more tinkering around the edges of a broken system? Anything less than universal coverage is not real reform. Second, the system should provide access to the care you need when you need it. In many cases, that time is long before serious symptoms appear. Preventative care can head off bigger problems down the road. Prevention should be part of the definition of healthcare, and health reform should provide the resources the trained professionals, the facilities, the administrative support that are necessary to deliver it. Third, health care should be affordable. Illness is a hardship for a family serious illness can be a catastrophe and paying for necessary
6 health care should not bring financial disaster as well. Of course highquality, professional services cost money. No one should pretend otherwise. But, at a time when accumulated medical debt is the single most important reason for going into bankruptcy, real health reform must address the issue of cost. 1 Health reform has finally achieved the prominence on the national agenda that it deserves. But it is up to us to make sure that the opportunity for real reform is not lost. When it comes to health care, we are all consumers, and we are also all citizens. So, we encourage everyone to take two important steps: First, pay close attention to the various proposals that come forward and judge them according to the principles we have outlined. Does this proposal really cover everyone? Is it affordable? Will it make healthcare available when it is needed? Second, contact your representatives about your concerns and ideas. Above all, stay in touch with them by phone and as this debate unfolds. Washington needs to know that citizens everywhere are deeply interested in this ongoing crisis, which literally destroys lives. Citizens have lots of questions, and there are bound to be contrasting views on how to proceed. Many Americans are concerned to keep the insurance plans they already have. At the same time, nearly 3/4ths of those responding to a national poll also support a publicly funded option for health insurance. 2 They believe that it will cover more people and help to hold costs down. Finally, private insurers insist that further regulation alone will guarantee coverage. If that s true, one has to ask why it was not done long ago. 1 But a new study published in The American Journal of Medicine says the biggest reason for going into bankruptcy is medical debt. Early Show national correspondent Hattie Kauffman reports the study says getting sick is a factor in 62 percent of personal bankruptcies -- an increase from just eight percent in And among those who filed for bankruptcy, 75 percent reported having some type of medical insurance. But The Washington Post says people in bankruptcy with insurance were nearly $18,000 in the red. And those without insurance had an average of almost $27,000 in medical debt. H ealth and Human Services Secretary Kathleen Sebelius pointed out on The Early Show Friday that many Americans who have health insurance have inadequate protection, and increasing out-of-pocket expenses are "crushing families and businesses." 2 New York Times, 6/21/09 front page.
7 Compromise will be necessary to achieve legislative change. But compromise should not be confused with ignoring or abandoning any one of the key elements of reform--health care should be universal, it should be adequate and timely, it should be affordable. Today we are taking one step to keep these principles in the forefront of the debate, and we will continue with other steps in the weeks ahead. Above all, we invite our fellow citizens and remember, we are all healthcare consumers to join us in reminding our elected representatives that this is an issue that touches every one of us. Real Health Reform. The Time is Now. Claudia Lennhoff Campaign for National Health Reform Statement Friday, June 26, 2009 Champaign County Health Care Consumers (CCHCC) is organizing the grassroots Campaign for National Health Reform in order to give local consumers a voice in national health reform. Anyone who cares about health reform can join this campaign and become a health reform activist! Congress has pledged to have a comprehensive health reform bill passed by August, and President Obama wants to enact national health reform by October of this year. That means that health reform activities are going to be unfolding very quickly over the next few months. We must take action to make sure that consumers' voices are heard when Congress drafts this legislation! We must take action to make sure that the insurance companies and others who profit from our dysfunctional health care system do not derail health care reform! CCHCC believes that real health reform must be decided by those who are directly affected by the health care system - the consumers. CCHCC s intensive, grassroots, action-oriented Campaign for National Health Reform will give local consumers up-to-date information about the development of national health reform legislation, and ways to take action to make sure that Congress puts the public's health over private insurance wealth. Activists who join this campaign can expect to participate in weekly actions, like making phone calls to key Congressional members, signing petitions, attending
8 events and meetings, and helping to sign others up to build the consumer voice for real health reform. Our Campaign s first event will be held tomorrow, Saturday, June 27 at the Farmer s Market in Urbana. This event will coincide with the National Health Care Day of Service being organized by President Obama. People can stop by our table at the Farmer s Market and pick up action materials and take action right there. Our first major priority is to make sure that health reform includes a public health insurance option, available to all of us. Then as health reform progresses, the devil will be in the details, and the set of health reform principles that our Health Care Access Task Force has developed, will guide our advocacy efforts as we continue to work to make sure that the people s priorities are put in the forefront of health reform.
