1 Wrocław Stadium Regulations 1 Introduction On the basis of the resolution of the Management Board Wrocław Stadium Sp. z o. o. with its head offices in Wrocław ( the Company ) nr 50 dated introduced these rules ( Rules ) a multifunctional facility intended for the organisation of sporting events, arts and entertainment, festivals, exhibitions and trade fairs, etc. hereinafter referred to as the Stadium or the Wrocław Stadium which is owned by the Company. The Regulations are in force in the area of the Wrocław Stadium, on Al. Śląskiej 1 in Wrocław, as well as its adjacent areas in use by Wrocław Stadium Sp. z o. o. Persons present at the Stadium are subject to the provisions of the law and regulations of Polish and international sporting organisation and provisions of the Regulations. Entry to the Stadium denotes acceptance of the conditions and rules stipulated in the Regulations. 2 General 1. Whenever in the Regulations the Operator or Organiser is mentioned, this concerns the owner of the building and the subject, which is the organiser of events, activities, including mass participation events in the meaning of the Act from 20th March 2009 on the safety of mass participation events (Consolidated Text of the Journal of Laws 2015, item 2139 with subsequent amendments.). 2. The Stadium is a multifunctional facility, where football matches are played and other events are organised, including sports, arts and entertainment, cultural events, and also recreational activities, trade and services including office space, parking, and catering facilities. 3. All football matches are played according to the rules and regulations of UEFA, FIFA, PZPN and Ekstraklasa. 4. The Operator of the facility is not responsible for cancellation of events, meetings, matches etc. 5. In the case of an event being delayed or a change in the date of the event, the decision on reimbursement of ticket fees is that of the Operator. 6. The Stadium grounds are not widely available. In this respect, the applicable regulations may be found in 3 of the Regulations. 1

Commercial, artistic and catering activities as well as services, including television and radio broadcasts and recordings, filming, taking photographs on the Stadium grounds may only be carried out with the consent of the Operator or Organiser. 8. The Operator reserves, regarding persons not complying with the rules and Regulations on the Stadium grounds, the right to: a) Eject such persons from the Stadium, b) The imposition of financial penalties referred to 7 of the Regulations, And in addition: a) pursue claims for damages b) pursue claims for violation of its good name/image c) pursue claims of another character in accordance with applicable laws. 9. In accordance with article 81 paragraph 2 pt. 2) of the Act dated 4th February 1994 on copyright and related laws do not require authorisation of the dissemination of a person s image constituting a detail of the whole, such as a meeting, landscape of mass participation event. 10. The Operator is not responsible for lost property or property left on the grounds. When found by staff, provisions of the Act of 20th February 2015 are applicable regarding found property (Journal of Laws dated 20 th March 2015). 11. Articles left on site without the consent of the Operator may be removed without the permission/knowledge of the owner. The Operator is entitled to their removal at the risk and cost to the owner. The owner releases from the Stadium Operator any responsibility for possible damage arising from the implementation of the above actions. Without prior written permission from the Operator, it is forbidden to carry out any sales and marketing activities, as well as exhibiting promotional materials on the site, including banners, leaflets, posters etc. 3 The building 1. The Stadium grounds are not a public place. Entry to the building and grounds is determined as follows: a) For office tenants, in office functioning hours for certain tenants and permanent access for those with access cards, b) For office tenants, on the day of a mass participation event at the request of the Stadium Operator the tenant shall submit an to the Department of Safety and Security Wrocław Stadium, with the necessary number recognised in the contract, with the personal data of the employees (name and surname, social security number) as well as the registration number of the car), c) For tenants of the Super VIP Lodges, 24/7 access for persons appointed by the tenant, excluding mass participation events, d) For conference participants, banquets, mass participation events, visits to the site etc. at a time agreed by the Organiser or Operator, e) For other persons, including office visitors, visitors conducting servicing activities, access is restricted to working hours or in hours specified by the Operator. 2

Persons entering and present at the Wroclaw Stadium are required to have an entry ticket (if such a need exists) ID passes/or accreditation/in the case of mass participation events/issued by the Operator of the building and/or the Organiser, of other documents confirming the possibility of access to the Stadium grounds, (if required). These persons are also required to present it upon request by building security staff in the execution of their duties. 3. In case of loss of ID or accreditation, you should immediately inform by mail the Department of Safety and Wrocław Stadium Sp. z o. o. The Operator will issue a duplicate. For producing a duplicate a fee is payable of 100 zł net plus VAT. Issue of the duplicate follows after paying the fee into the Operator s bank account. 4. Persons entering, leaving or present on the building s grounds in appropriate cases must at the request of security Staff produce ID and undergo baggage checks. 5. It is forbidden to bring in and carry without the consent of the Operator in the building: a) Weapons, ammunition and other dangerous objects constituting danger to human health and life or property; b) explosives, pyrotechnic articles and substances having a similar effect and all kinds of materials constituting a fire hazard; c) alcohol, narcotics and psychotropic substances or other similar substances; containers for spraying gas, corrosive substances or varnishes; 6. Security staff have the right to ask persons to leave the stadium who violate the law and pose a threat to safety, if they are under the influence of alcohol or indicating that they under the influence of drugs. 7. All persons present on the property are entitled to move around only in designated areas. Without the consent of the Operator it is prohibited to enter above all the following areas: a) The playing Surface and its pitch-side area b) spare plot of turf, c) the stands, d) Wrocław Stadium service area, e) technical areas, f) areas separated by the security staff (e.g. buffer zones), etc.; g) catering facilities including catering kiosks, h) security, medical and Police room i) Players changing room and media zone j) command post k) external staircases in the public area of the stadium except in cases of evacuation or threat to life and health l) The Operator reserves the right to exclude or provide individual zones facility for tenants and the Organisers. 3
4 8. Smoking is strictly prohibited at the Stadium site with the exception of those areas specially designated. 9. It is forbidden to use the building s infrastructure and facilities in a manner contrary to its purpose. 10. Without the permission of the Operator, it is prohibited to bring animals, with the exception of guide dogs. The owner should have the relevant documents of the animal. 11. During mass participation events office tenants are not permitted to leave their respective areas rented, i.e., the office premises along with the routes leading there and the designated parking spaces with the access roads. 12. Entrance to the building is via the gates designated by the Stadium Operator. Those people with cards are obliged to make use of the parking system. 13. On days where mass participation events are held on the site, the Operator/Organiser may introduce special additional entry cards as well as request from tenants a list of names, together with the car registration numbers which will require access to the site. This provision also applies to subcontractors and persons/firms providing external services. 14. Without the consent of the Operator it is prohibited to bring vehicles onto the site carrying materials dangerous to human health, the environment or property, in particular flammable, corrosive and explosive materials. 15. All construction work and maintenance on the site must be agreed and approved by the Operator. In addition, contractors are obliged to apply traffic controls for personnel, materials and freight and vehicles. 16. The production and disposal of all hazardous waste is forbidden within the meaning of the Act of April 27 th 2001 on waste (Journal of Laws 2010, nr. 185, item 1243 with subsequent amendments), on the Stadium grounds, in respect of the above waste, the Stadium user, tenant, Organiser on their own and at their own expense, ensures within applicable laws waste disposal by collecting and removing waste from the Stadium site. At the request of the Stadium Operator, the tenant, user and Organiser is obliged to submit the legally-required documents related to waste management, including waste acceptance cards by the authorised bodies. 17. Waste segregation is in force at the Stadium site i.e., waste paper, packaging waste, mixed municipal waste and glass. 4 Parking 1. Designated car parks are exclusively for vehicles with a mass not exceeding 3.5 tonnes, length up to 6 metres and height of up to 2.2 metres. For larger vehicles, there is a dedicated car park by Gate A. 2. A total ban on parking is in force in places designated for the Operator. 3. The Operator reserves the right to alter the function/purpose of individual parking places. 4. Parking is unguarded. The Operator does not guard and does not store the vehicles in the car park and is not responsible for loss or damage of motor vehicles in the car park and is not responsible for items left in vehicles or left in the car park. Car park users are responsible for safeguarding their vehicle against damage or theft. 4

By using the car park one is obliged to comply with the commands of the building security Staff, parking officers, security guards and law enforcement, as well as those authorised by law, including Police, City Guards and Fire Brigade. 6. In justified cases, the Operator is entitled to refuse entry to the Car Parks. 7. Parking in the car park is only permitted in dedicated spaces, designated by the Operator. One vehicle may occupy only one parking space. In the case of irregularities the Operator is authorized to tow a vehicle away or store it, at the vehicle owner s expense and risk. Using the car park releases the Stadium Operator from liability for any damage related to the implementation of the above activities. 8. In case of towing away the vehicle from the Stadium information regarding its whereabouts may be found at the Operator s mail address: biuro@stadionwrocław.pl or by telephoning (71) The information shall be given during the Operator s working hours. 9. The vehicle shall, after being parked, be stationary, have the lights switched off, doors and boot locked. By using the car park the user should switch off any radio or stereo equipment left in the vehicle. 10. Smoking is not permitted in the car park, with the exception of designated areas. Consumption of alcohol is also not permitted, as well as drugs or other substances, making fires, unnecessary switching on of engines, behaviour contrary to the Stadium regulations, in particular with the rules and regulations for Stadium events. 11. Washing of vehicles is not permitted in the car park, car repairs, cleaning car interiors, as well as draining, replacement or replenishment of fluids in vehicles e.g., radiator coolant, water, oil and fuel. 12. The building Operator may collect a charge for parking. Information about parking fees may be found at and in the parking office. 5 Mass events and others 1. The regulations concerning individual and mass participation events are with the cooperation of the Operator and established individually before each event. The Operator is obliged to inform tenants and users of the facility of the changes for a given period of time. 2. Conditions of participation, general principles and details concerning organised events on the grounds including sporting, cultural or entertainment events are governed by regulations dedicated to specific events. 3. In case of no such regulations these Regulations apply. 6 Trade and Service 1. Trade and Services at the Stadium may be conducted solely on the basis of relevant agreements or agreements concluded with the Operator. 2. An entity running a business as a sole trader on the grounds of the Stadium is obliged to: 5
6 a) To determine the place of business in accordance with the law, b) Have the proper documentation entitling one to do business, together with the required permits, c) Maintain the hygiene, aesthetics and cleanliness of the workplace, d) Maintain the patency of transport routes, in accordance with applicable fire and health and safety regulations, e) Not to place advertising and notices without the consent of the Operator, f) Observe the rules of social coexistence, g) Conduct their operations without major inconvenience to the environment, especially in terms of noise, smell, overall aesthetics etc., h) Comply with regulations and instructions regarding fire protection and health and safety 7 Financial Penalties 1. Failure to comply with the regulations and breach of the principles laid down within will result in the imposition of the following financial penalties on any company/person infringing, by the Operator: a) For going onto the turf of the playing surface of the Stadium without the consent and supervision of the Operator zł, b) For entry or moving around the building in zones to which access has not been granted 500 zł, c) For lack of required ID or accreditation a 100 zł, d) For parking a motor vehicle at the Stadium outside designated areas or in an unauthorised area 500 zł e) For unreasonable/unjustified use of security systems, including CCTV, DSO, SAP, KD zł, f) For carrying out marketing and sales activities and displaying advertising without the Operator s consent zł, g) For the lack of segregation of waste and pollution of waste containers for uses other than which they are intended zł, h) For other violations of the Rules of Procedure 100 zł. 2. Penalties for each violation shall be aggregated. 3. The Operator has the right to pursue unpaid fines through the courts. 4. In the case of violations of the Regulations security personnel of the building are required to write down the personal data of persons infringing its provisions. The Stadium Operator, on the basis of a prepared memo, may decide on imposing a fine. To this end it is sent to the 6
7 address of the person who breached the provisions of the Rules a debit note imposing a financial penalty for breaking the Regulations of the building, calculated in accordance with 7 paragraph. 1 of the Regulations. 8 Amendments to the Regulations The Operator reserves the right to unilaterally amend the Regulations Stadium at any time. The Operator of the Wroclaw Stadium, when changing regulations and legislation relating to the safety of the public, that is the Stadium, reserves the right to the possibility of amending the above Regulations. Stadium Regulations are available at the Stadium entrance, in the Operator s offices, and also online, at Management of Wrocław Stadium Sp. z o.o. 7
