1 Open call for the execution of the work called for in the Specific Agreement N CEN/ / Water and Space Heater Ecodesign Purpose: Under the above-mentioned Specific Agreement (N CEN/ / ) funding has been made available for assessing (with Round Robin tests) the inter-laboratory reproducibility, repeatability and variability required by, and for parameters to be used for, the application of labelling delegated regulations and ecodesign regulations of space and water heaters, by evaluation of the standards implementing those regulations. The present call is therefore addressed to accredited laboratories (according to ISO/IEC 17025:2005 General requirements for the competence of testing and calibration laboratories, with the exception of new technologies for which accreditation is not existing yet, see Annex V) with a proven track record in testing all appliances under M/534 (water heaters) and M/535 (Space heaters) on all relevant parameters under these mandates. Interested laboratories are expected to form a consortium for this project and send in 1 single tender/offer on behalf of this consortium. 2 1) Introduction The aim of this call is the execution of supporting co-normative work to support the implementation of the requirements regarding the verification of the declared parameters for the application of labelling delegated regulations and ecodesign regulations of space and water heaters - (EU) No 811/12/13/ (see full references in Annex II) under the Standardization Requests M/534 (Water heaters) and M/535 (Space heaters), for which a Specific Agreement N CEN/ / Water and Space Heater Ecodesign was signed between the European Commission and EFTA and CEN. 2) Scope of the project The scope of the project is for the technologies covered under the mandates M/534 (water heaters) and M/535 (space heaters), for the parameters regulated under these mandates, to provide a verification of the declared parameters for the application of labelling delegated regulations and ecodesign regulations of space and water heaters - (EU) No 811/12/13/ (See Annex II Short summary of objectives M/534 and M/535) The standardization requests M/534 and M/535 were accepted by CEN and (candidate) harmonized standards were developed by the technical bodies involved (see list in Annex III) The required verification of the declared parameters for the application of labelling delegated regulations and ecodesign regulations of space and water heaters - (EU) No 811/12/13/ has not yet been addressed in these (candidate) harmonized standards (quote M/534 Clause & M/535 Clause 4.1.4): Each harmonised standard shall include a verification procedure that can be used to verify the declared parameters in particular for market surveillance purposes. Such procedure shall: identify the sources of variability to be considered for market surveillance purposes; provide values for measurement uncertainties for the purposes of the verification procedure for the measured parameters taking into account the different sources of variability to be considered when a specific product is taken from the market and measured for market surveillance purposes; indicate if, in order to reduce the impact of variability to the system, specific criteria should be met by laboratories involved in the verification of the declared data (e.g. quality management system, qualification system, personnel training);

3 3) Description of the different tasks / milestones 3.1) Objective of the project The general objective of the project under this call is: to provide for each parameter measured for the application of (EU) No 811/12/13/ and each appliance a value of the inter-laboratory reproducibility obtained with the test procedures of the corresponding standard developed; to propose improvements of the procedures from the standards; to evaluate the value of inter-laboratory reproducibility with the improved procedures; to propose for all parameters and appliances tested a value of a reasonable tolerance that shall be used for the market surveillance. 3.2) Expected deliverables and deadlines The detailed work program proposed shall meet the objectives for the Work Packages 1 to 8 as given under 6.2 of Annex IV Proposal on Ecodesign Rev (2) WPs Annex Scope work program per Work Package. The Consortium co-ordinator shall provide the Final report for phase 1 to the Steering Group 1 by at the latest to become part of the Final report 2 for phase 1 3. The work program shall be executed timely to meet this deadline. The project under this call shall provide the following deliverables: Interim (progress) report (S+12 months) , including: 1 Steering Group for the project-> see under of Annex IV Proposal on Ecodesign Rev (2) WPs Annex 2 The Steering Group will need to approve the final report for phase 1 by at the latest and full report to the EC has to be filed by (the approved final of phase 1 is part of this) 3 The work specific agreement N CEN/ / Water and Space Heater Ecodesign is split in 2 phases. Only phase 1 is subject to this call for tender. Phase 1) SUBJECT OF THIS CALL Co-normative part where in general term the laboratory/round robin tests (INTER-COMPARISON between laboratories) are performed and improvements to testing procedures will be identified. Phase 2) NOT PART OF THIS CALL: Implementation phase. The results obtained in phase 1 will be introduced/consolidated in revisions/amendments of the relevant product standards under M/534 and M/535.

4 Interim reports of the individual WP's and status report for approval approved by the Steering Group; Evaluation of activities done and identification of possible (planning) issues ahead. Final report for phase 1 (S+20,5 months) , including: Final reports of the individual WP's and status report ready for approval by the Steering Group; Final reports for WP 1 to WP 8, and final report for phase 1 ready for approval by the Steering Group, including recommendation for product standards to be updated for TC's not directly involved in this project; Detailed work package regarding the revision/amendments of standards. In more detail the final report for phase 1 (S+20,5 months) shall contain following elements: A. An assessment (with Round Robin Tests) of the inter-laboratory reproducibility, repeatability and variability required by and for parameters to be used for the application of labelling delegated regulations and ecodesign regulations of space and water heaters - (EU) No 811/12/13/ by evaluating the standards implementing those regulations; B. Comments to the relevant TC s upon the practical application of the relevant standards in view of the above application (see Annex III Standards to be revised under Specific Agreement N CEN/ / Water and Space Heater Ecodesign ) and suggestions of improvements of the procedures that are expected to lead to better reproducibility when needed. The final report for phase 1 (see under 3.3) will be the guidance for taking up the improvements into the standard Steering Group; C. Comments on tolerances to be used for the market surveillance in the light of the results obtained, a presentation of the state of the art and suggestions. 5 3.4.1) Introduction ) Interaction of the Consortium (Project team that wins the tender) with other entities An overview of the interaction of the Consortium with other entities can be found in: Annex IV Proposal on Ecodesign Rev (2) WPs Annex Overal organisation in relation to Steering Group and CEN/TC s; ) Connection to deliverables, reporting and milestones The expected deliverables, reporting and milestones can be found under 3.2 and 3.3. Although it is the task of the Consortium to execute the tasks assigned timely and as efficient as possible, some requirements and some general project outlines are provided in the following clauses to to serve as a basis for the Consortium tender/offer ) Requirements for involvement of Technical Bodies A) New procedures that are proposed in the frame of the work shall be realistic and the cost of the testing shall not impact the testing cost in an unacceptable way. Therefore a dialog shall be established with the various TCs during the whole duration of the project in order to make sure that TC members are agreeing with the work done and proposal made. Requirements for the organization of the project under this call related to involvement of Technical Bodies are provided in the Annex IV Proposal on Ecodesign Rev (2) WPs Annex Under clauses: Consortium management team Coordination between Work Packages and Technical Committees Coordination by Steering Group 3.4.3) Requirements for organisator/co-ordinator of the work within the Consortium This project shall be coordinated by an experienced Consortium co-ordinator, who is overall responsible for execution of the work under this call. Coordination of the project and providing reports and financial statements to NEN are among the responsibilities of this consortium coordinator. The co-ordinator will be in charge of most of communication from the consortium to NEN and vice versa. Requirements for the organization of the project under this call related to organisation of the work within the Consortium are provided in Annex IV Proposal on Ecodesign Rev (2) WPs Annex Under clauses:

6 Consortium management team WP Project Teams 3.5) Costs to be included in the tender/offer of the Consortium All costs necessary for the execution of the project as described under Clause 2, and 3.1 to 3.4 shall be included in the tender/offer of the Consortium. Further costs that are explicitly to be taken into account in the tender/offer and requirements on how these costs shall be stated in the tender/offer can be found under clause 7.6 of Annex IV Proposal on Ecodesign Rev (2) WPs Annex 4) Requirements for Consortium (tenderer) The respondent shall comply to the following requirements: (1) The Consortium shall have the capacity to execute the task in a timely manner, according to the timetable (see under 3.2. and 3.3) for market conform rates; (2) The Consortium shall be qualified to execute the tasks assigned. Laboratories under the Consortium shall have experience with the test and tasks they are involved in including when possible experience with participation in similar work: testing, intercomparisons. For the Consortium co-ordinator experience and ability in coordinating international projects is required. (3) There shall be relevance of the project to the consortium daily activities; involvement in the testing, certification and standardisation of the products covered (4) The Consortium shall use independent laboratories for the testing program. This means that only laboratories accredited against ISO are eligible (exception for new technologies see Annex V); (5) The Consortium shall proof due diligence. Members of the consortium shall provide proof of their due diligence: Company information, registration, balance sheets, CV of main personal involved. Etc. (6) The Consortium shall demonstrate the quality of the project: The details given for execution of the project shall be given in the application of the tenderers - showing how the tenders will execute the work in practice. (7) The Consortium shall demonstrate adequate organisation: the way the project is organised including internal and external communication during the project. Etc. shall be given in the application of the tenderers - showing how the tenders will organize the work in practice (within WPs, between WPs, with NEN and stakeholders. Etc.)

7 (8) Be able to accept - the NEN General Purchase conditions(*) (See Annex VI) - the NEN General terms and conditions for the provision of technical services to NEN under Specific Agreements/Grant Agreements (*) (See Annex VII) - the Assignment of exploitation rights (See Annexes VIII). (*)Please note that for the part Invoicing and payment the contract will state All payments are subject to NEN having received from the EC and EFTA the funds related to the EC/EFTA contracts To comply with the first requirements (1), (2) and (3):In order to evaluate the capacity of the respondent to fulfill this requirement, for all the work packages detailed above the respondent shall indicate: The manpower necessary for completion of the work package task or subtasks. Information about the participants (laboratories) acting in the work package task or subtask demonstrating its ability to affect such manpower in the time frame required. Experience of the participants (laboratories) demonstrating that it has the ability to conduct such task or sub task. The WP project team leaders and Consortium co- ordinator shall provide evidence of experience in successful projects and the Consortium co ordinator shall provide evidence of experience in coordinating successful international projects. The main employees of the laboratories shall provide evidence of being highly experienced in testing of the relevant appliances. References of earlier projects/relevant experience related to the tasks to be performed and participation in Round Robin tests with labs in different European Countries, including the daily rates used for these projects. To comply with the requirements (4) and (5): All the laboratories participating in the response shall be identified and their full accreditation against ISO shall be part of the response (exception for new technologies see Annex V). Proof of due diligence for all participating laboratories shall be provided. To comply with the requirements (6) and (7): The project proposal shall demonstrate this. This implies that the respondent must demonstrate a good understanding of the main issues related to testing and measurement uncertainties under M/534 and M/535. 5) How to answer to this call To allow for possible communication between CEN and the potential respondents, the potential respondents shall inform Mr. Edward Zomers of their interest in this call and give a name and

8 address for further contact. Any clarification about this call for tender shall be addressed to Mr. Edward Zomers. The question(s) and answer(s) will be forwarded to the address given for contact to all potential respondents, regardless of who asked for clarification. The answer to this call shall be made by to the attention of Mr. Edward Zomers, secretary of CEN/TC 109 at the following address at the latest by The answer shall be prepared by one representative of the respondent identified as Consortium co-ordinator. This representative will be responsible for all communication with Mr. Edward Zomers (reply to this call and all following communication). Next to the reply form for Consortium (See Annex I), the answer to this call shall be prepared in three parts: One technical part, One qualifications part, One financial part. Incomplete answers will not be considered. The technical part shall explain how the respondent will produce the deliverables identified under Clause 3). For each work package the answer shall give: The details regarding the execution of the project. The work package shall be divided in subtasks as necessary. Intermediate results shall be highlighted and the forecasted timetable identifying the link between the sub-tasks shall be given. The work program and description provided shall demonstrate the knowledge of the respondent of the issues to be covered during the project. The participants active for completion of this work package shall be identified (all laboratories that will be involved in the Consortium). One participant (laboratory) shall be identified as responsible for each work package (the WP project team leader). The manpower necessary to complete the work package shall be identified and related to the sub-task and/or deliverable if relevant. The capacity shall be demonstrated to achieve the whole programme prior to Reporting plans Meeting plans The qualifications part shall give the details of all participants and demonstrate that they fulfill the

9 requirements expressed in this call. The Consortium shall use the form in Annex I or to provide the necessary details concerning the Consortium. The person responsible for the co-ordination of the offer/tender shall be stated here to identify the legally responsible entity for contracting (company he/she is working for). Under C of the form in Annex I a list shall be provided with per Work Package the participating laboratories, WP project team leaders and employees. Organized per Work Package, each participant (laboratory) shall list its credentials and highlight the previous experience that will demonstrate its ability to conduct the task(s) or sub-task(s) that he is responsible for in a timely manner. For the participating laboratories this shall include the official documentation relevant to its accreditation against ISO 17025:2005 for the duration of the project. It shall also include the relevant information demonstrating the requested experience of the Consortium, all laboratories and all main employees of laboratories involved, as well as the relevance of the project for the Consortium. The financial part shall give the budget necessary for the execution of the whole programme. This budget shall be detailed as follows. Each participant (Laboratory) shall detail its costs involved in the completion of each work package by identifying: The number of man-hours by staff category, daily labour rate and overhead rate. The travel cost identifying the number of travels and the number of persons travelling. The purpose of the travel shall be given i.e. Project teams meeting, Consortium management team meeting, Steering Group meeting, other travel (reason). The consumables costs identifying the main items (including appliances purchase, gases, transport of appliances between labs, calibration gases). Costs for organizing meetings (venue, catering, hosting of webmeetings) The overhead costs. To account for these costs the participant can select either the FC (Full Cost) or 7%FR (7% Flat Rate) Cost Model. FC - Full Cost Model (real overhead model): This model applies to organisations, which have an accounting system that allows the share of their direct and indirect costs relating to the project to be distinguished and which can identify their real overhead costs. 7%FR 7% Flat Rate Cost Model: The 7%FR model applies to organisations, which 1) do not have an accurate accounting system that allows the share of their indir ect costs relating to the project to be distinguished, 2) organisations which would participate on FC basis but choose to charge the overheads on a flat rate basis (7% on all direct costs) For each work package shall be put in one overview

10 for each individual laboratory and accumulated for all participants (laboratories): The total costs, indicating the name and country of each laboratory and an indication of the part of the work where the laboratory will be involved. The direct staff costs and number of person day. The travel costs. The purpose of the travel shall be given i.e. Project teams meeting, Consortium management team meeting, Steering Group meeting, other travel (reason). The consumables costs (including appliances purchase, gases, transport of appliances between labs, calibration gases). The overhead costs. Any further costs for overall management for the total consortium shall be stated (if relevant): The direct staff costs and number of person day, and a description of the work that will be performed. The travel cost identifying the number of travels and the number of persons travelling. The purpose of the travel shall be given i.e. Project teams meeting, Consortium management team meeting, Steering Group meeting, other travel (reason). Costs for organizing meetings (venue, catering, hosting of webmeetings) The overhead costs. All the cost shall be given in EURO (not in thousands of euro) and shall exclude Value Added Tax (VAT). Additionally daily rates, number of days, and overhead costs/rates used for reference projects cited shall be provided when possible. (Overhead FC (Full Cost) or 7%FR (7% Flat Rate) Cost Model.) [20 %] - Experience of the individual laboratories in testing the [15 %] appliances/parameters that are assigned to them for testing, and participation in previous intercomparison testing programme for these appliances/tests. - Expertise of the Work Package teams (employees of the individual [15 %] laboratories, cv showing relevant experience ) in testing the appliances/parameters that are assigned to them for testing, and participation in previous intercomparison testing programme for these appliances/tests. IMPORTANT: Offers/tenders including laboratories not accredited against ISO 17025:2005 will not be considered, apart from appliances that are rather new on the market and for which there are no or very few accredited laboratories in the EU (see Annex V). In this case, the participation of a non-accredited laboratory is acceptable. Offers/tenders shall be based on the required number of laboratories per individual work package. This is specified in clause of Annex IV Proposal on Ecodesign Rev (2) WPs Annex The financial part will be evaluated against the criteria shown in the table below, indicating per criterion the maximum score:

19 I. OBJECTIVES of M/534 and M/535 Under M/534: 1.1. Requested standardisation activities: CEN and CENELEC are requested to develop harmonised standards, covering the requirements set out in both Regulations, for water heaters, hot water storage tanks and for packages of water heater and solar device (electrically driven or using liquefied or gaseous fuels) and as indicated in the requested work programme given in Appendix I. The requested harmonised standards shall incorporate relevant measurement and calculation methods fully aligned with Commission Regulation (EU) No 814/2013 and Commission Regulation (EU) No 812/2013. Under M/535: 1.1. Requested standardisation activities: CEN and CENELEC are requested to develop harmonised standards, covering the requirements set out in both Regulations, for space heaters, combination heaters, packages of space heater, temperature control and solar device and packages of combination heater, temperature control and solar device (electrically driven or using liquefied or gaseous fuels) and as indicated in the requested work programme given in Appendix I. The requested harmonised standards shall incorporate relevant measurement and calculation methods fully aligned with Commission Regulation (EU) 813/2013 and Commission Regulation (EU) 811/2013. For both M/534 and M/535: 1.2 Public interests and policy objectives ".. The procedures must take into account the generally recognised state of the art, in order to ensure comparable measurement and calculation procedures for the product designs in the scope of the Regulations and to facilitate market surveillance activities." Under M/534: General requirements "The requested harmonised standards shall be based on reliable, accurate and reproducible procedures and methods, which take into account the generally recognised state of the art. For the purpose of reference the original clause numbering of the Specific Agreement N CEN/ / Water and Space Heater Ecodesign is maintained in this annex. 6. Description of the different tasks 6.1 Introduction The work is organized in two phases: 1) SUBJECT OF THIS CALL Phase 1 is an investigation phase based mainly on analysis of INTER-COMPARISON between laboratories. This work is to be subcontracted following this for tender. The phase 1 will be monitored by NEN (see further); 2) NOT PART OF THEIS CALL: Phase 2 is an implementation phase consisting in the update of the standards taking the input of phase 1 into consideration. Phase 2 will be carried out by the relevant TC s under the coordination of NEN. Phase 1: In this proposal for co-normative work in support of the REQUESTED WORK PROGRAMME for Ecodesign: (Space heaters under M/535 and Water heaters under M/534, the introductions are provided for each of the 5 Work packages under 6.2 numbered WP 1 to WP 8). These 8 Work packages are meant to be executed in parallel over a period of 20,5 Months. 25 One of the main activities of phase 1 are the laboratory inter-comparison(*) tests, of which the results shall be used for - Determining the actual reproducibility of laboratories - Analyzing the reason for possible differences - Communicate with the TCs and propose possible improvements for the testing part of the standards - Improve laboratories testing procedures and good laboratory practice - The above includes also the evaluation of measurement accuracy required by standards and testing tolerances to be used for the market surveillance and the communication with the relevant stakeholders on the findings of the work. WP 1 is specifically dedicated to measurements that are common to several technologies (emissions for l gas and fuel oil appliances, sound power level) and the results should be communicated to all relevant TCs in this project WP 2 is preparing the common testing protocols, the common uncertainty calculation, etc. for the WP3 to 8 which are specific to products (WP3: boilers and water heaters, WP4: mchp, WP5: Gas heat pumps, WP6 Fuel oil boilers, WP7 Electrical heat pumps; WP8 Solar heaters. (*) Inter-comparison tests consists in testing the same appliance in different laboratories with the same testing method. In practice the test is organized by sending the same appliance from laboratory to laboratory. The appliance is eventually send back to the first laboratory after the test to verify that there has been no changes in the appliance actual performances. 27 6.2 Scope WP 1 Emissions - CEN/TC 238 (including sound power level) Proposal for work package with CEN/TC 238 The work proposed shall include the following points: 1. Check laboratories inter-laboratory reproducibility for NOx emissions levels that are below and in the range of the allowed emissions of Ecodesign requirements (For boiler = below 56 mg/kwh on gross calorific value): 2. Evaluate the part of variation of NOx that is due to external factors, and that is independent of the sampling, measurement instruments or procedures, etc. (this may be the most important part of the difference between results of inter-comparisons). 3. Propose ways to reduce or correct from those external factors 4. Evaluate in the same manner the CO (will most probably be included in the next revision of the Ecodesign directive), as it is already included in the mandates M/534 and M/535. There are no limit values in the present Regulations /1/ /2/ /3/ /4/; 5. Propose improvements of the CEN Report CR 1404 and validate this through an adapted intercomparison; 6. Elaborate and validate a CxHy (unburned hydrocarbons) test measurement protocol; 7. Establish a survey of existing methods for particulates measurements for fuel oil appliances will be made. 8. Check laboratories inter-laboratory reproducibility for sound power level, WP2 Uncertainty calculation method of the emissions, efficiency and all other parameters needed for the legislations /1 to 4/ and common protocols for the INTER-COMPARISON + uncertainties Work program The work proposed shall have to include the following points: 1. Establish common protocols and procedures for the INTER-COMPARISON of all appliances in the scope of the project. This includes: a. The preparation of the practical instructions for the sending and transportation of the appliances between laboratories;

28 b. The preparation of all instructions needed for laboratories for the execution of the test; c. The preparation of test sheets with all data measurements; d. The preparation of uncertainty sheets needed for the execution of the calculation; e. The protocol & procedure for sending data after the execution of the test; f. The preparation of a document that describes the way that reproducibility is calculated and how possible outliers are treated; g. The preparation of a standard report for the INTER-COMPARISON; h. Organisation of the WP project team meeting for discussing and agreeing on the measurement protocol. 2. Calculate the uncertainties & reproducibility for all the INTER-COMPARISON and comment on the method proposed. Results of all labs shall be used for the reproducibility calculation unless they are outliers. In order not to duplicate efforts, only few labs will be requested to perform the uncertainty calculation according the CEN/CENELEC guide Establish with the experience gained from the test of different technologies having the same function (heating and/or hot water production) a first analysis of the equivalency of testing methods used in the various standards. The work shall enable to conclude on the equivalence of standards used for efficiency 4. The Ecodesign Coordination Group TF advises to evaluate the overall inter-laboratory reproducibility in view of commenting on the tolerances to be used for market surveillance. This evaluation shall be performed. 5. For some of the work packages where there is less experience with testing according to the standard the first test shall be used to adjust the test procedure. WP3 Ecodesign testing of sanitary hot water work package with CEN/TC 109 Work package programme The work proposed shall include the following points: 1. Organise an INTER-COMPARISON test between laboratories in order to estimate the interlaboratory reproducibility for measured values needed to calculate space heating efficiency ηs and for combination appliance the water heating efficiency ηwh. Organise an INTER-COMPARISON test between laboratories in order to estimate the interlaboratory reproducibility for the gas and electricity consumption measured according to tapping profiles as well as the annual consumptions calculated according to: i. EN :2015 (combination heaters and designated water heaters); ii. pren (mchp-appliances in combination with Work Package 4); iii. pren (gas heat pump in combination with Work Package 5). 3. Analysis of the test results. 4. Cooperation with CEN/TC 109 WG1 and WG4 to propose possible improvements of the relevant standards. WP4 Work package with CEN/CENELEC JWG FCGA (on mchp) a) Work package programme 1. The work proposed shall include the following points: Organise an INTER-COMPARISON test between laboratories in order to estimate the inter-laboratory reproducibility for the measured values needed to calculate the seasonal efficiency (ηs) according to EN 50465:2015 (note that hot water production is covered by WP3); 2. Analysis of the test results; 3. Cooperation with CEN-CENELEC JWG FCGA to propose possible improvements of the standard. The work should also enable conclusions on the applicability of the prescribed test for the technology tested. This should be extrapolated to other mchp technologies as far this is possible. WP5 Work package with CEN/TC 299 (on gas heat pump) Work program 1. The work proposed shall include the following points:organise an INTER-COMPARISON test between laboratories in order to estimate the inter-laboratory reproducibility for the value of the GUE (Gas Utilization Efficiency) or the SPER(Seasonal Primary Energy Ratio) and all the measured parameters needed to calculate seasonal efficiency (ηs) according to EN12309 series (note that hot water production is covered by WP3); 2. Analysis of the test results; 3. Cooperation with CEN/TC 299 to propose possible improvements of the standard. The work shall also enable conclusions to be made on the applicability of the prescribed test for the technology tested, and one shall conclude on the possible lessons that would also apply to other gas heat pump technologies as far this is possible.

30 WP6 Work package with CEN/TC 57 (fuel oil boilers) Work program The work proposed shall include the following points: 1. Synthesis of the known experience with Inter-comparisons of fuel oil boilers 2. Organise an INTER-COMPARISON test between laboratories in order to estimate the interlaboratory reproducibility for the value of the heating and hot water efficiency and all the measured parameters needed to calculate seasonal efficiency (ηs) according to EN304 and EN Organise an INTER-COMPARISON test between laboratories in order to estimate the interlaboratory reproducibility for the value of the emissions including CO, NOx and particles (suit) 4. Analysis of the test results; including information on the Nitrogen content of the fuel oil used for the testing 5. Cooperation with CEN/TC 57 to propose possible improvements of the standard. WP7 Work package with CEN/TC 113 (electrical heat pumps) Work program The work proposed shall include the following points: 1. Organise an INTER-COMPARISON test between laboratories in order to estimate the interlaboratory reproducibility for the value of the heating and hot water efficiency and all the measured parameters needed to calculate seasonal efficiency (ηs) according to EN , EN and EN Organise an INTER-COMPARISON test between laboratories in order to estimate the inter-laboratory reproducibility for the value of the noise according to EN Analysis of the test results 4. Use the results obtained to assess the standard EN to estimate the efficiency of the hybrid technologies (add on or integrated). Use the results from HP and gas boiler testing to evaluate the method described in EN and the determination of the seasonal efficiency and accuracy. 5. Cooperation with CEN/TC 113 to propose possible improvements of the standard.

31 WP8 Work package with CEN/TC 312 (solar heaters) Work program The work proposed shall include the following points: 1. Organise an INTER-COMPARISON test between laboratories in order to estimate the interlaboratory reproducibility for the value of the heating and hot water efficiency and all the measured parameters needed to calculate seasonal efficiency (ηs) according to EN12976 and EN12977 series. For this purpose, two complete standard solar water heater system consisting of collectors (EN 12975), a solar water heater store (EN ) and a solar combistore (EN ) shall be tested by different laboratories as individual components. The same water heater and collectors shall furthermore be tested as factory made system according to EN Analyses of results The test results of the individual components (collectors, stores) shall be compared directly as well as the calculated annual efficiencies of the water heater system if tested under EN12976 and if tested under EN For a real statistical analysis the number of samples is too small. Therefore, the main result of this comparison of the results shall be to identify the main drivers of deviations (if there are) between the final results. Based on these insights dedicated recommendations and guidelines for better testing of solar devices could be elaborated. 3. Cooperation with CEN/TC 312 to propose possible improvements of the standard. Any insights of these comparative tests would be included in the future revisions of the standards anyway. There are two main issues to be addressed when the testing solar appliances: 1.) For some products there are different methods or even standards for testing the same product. It must be expected that there are deviations between the results of the different methods 2.) There may be some deviations between results from different test labs. In addition to te laboratories own uncertainties of measurement, the possible sources are: Reliability/reproducibility of the method itself and/or interpretation of the standards. The WP shall address these two issues by taking systems that can be tested according to different standards/methods. Then comparing the results and identifying the sources of the deviations, if there are. This has not been done before and therefore will provide for the first time a solid basis of test results for further discussions and input to standardisation, for better defining the methods itself, identifying sources for deviations and better defining which method to be used for what type of system. This will include also a desk- evaluation of indoor test method.

32 The work shall include the existing analyses and discussions about methods in collaboration with the relevant stakeholders. Measurements, other round robins that have been carried out in the frame of the Solar Keymark Scheme and any other previous studies on the comparability of test results will be considered, if available. Because of the cost of testing, the number of laboratories for this WP shall be restricted to 3 only. The consortium leader shall make sure the adequate and well-structured input is provided to be agreed with NEN, connecting to the structure of the reports to the EC to NEN to create these reports (that are to be approved by the Steering Group and CCMC before they can be sent to the Commission). b) This report includes - Interim reports of the individual WP's and status report approved by Steering Group; - Final reports for WP 1 to WP 8, and final report for phase 1 approved by Steering Group, including recommendation for product standards to be updated for TC's not directly involved in this project; - Detailed work package regarding the revision/amendments of standards. c) This is the final report at the end of phase 2.
