(REC) is a Navaratna Central Public Sector Enterprise under Ministry of Power. The Corporation having registered office in New Delhi has its presence all over the country through a network of 21 offices (5 - Zonal Offices, 13 - Project Offices, 02- Sub-Officess, one training institute). The full details about REC can be seen from the Corporation's web-site Rural Electrification Corporation Limited, which is located at Bangalore intends to hire vehicle on monthly basis for ZM's official usage at Zonal office(25 days/12 hours/daily/2500 kms/monthly ). The interested parties are required to submit their e bid for the following category along with Annexure as applicable. 4 REQUIREMENT OF VEHICLES Bid application is requested for 01no of vehicle on monthly basis for use in REC ZO Bangalore for official use of Zonal Manager.REC ZO Bangalore requires 01 no of vehicle on regular basis for 6 days a week in Bangalore required for Official Use on an average, the vehicle will be used for 12 hours and 100 kms per day depending on work related exigency. In this connection, e quotations are invited for the category of vehicles as per Bid Form-1with Agreement to Annexure-A & Annexure-B. The interested parties are required to submit their e bid. The documents to be submitted must be duly signed by the authorized signatory of the bidder. It may be noted that in tender document, the term vendor, bidder, agency, firm was used interchangeably to refer to parties interested in participating e bid. E. 6 Annexure-A Special Terms and Conditions for Regular Use Vehicle on Monthly Basis (Note: Please sign on the page& Upload the document) 1. The age of the vehicle to be provided by the service provider on monthly basis is preferably new and should be less than 2 years from the date of registration of the vehicle AND within 1,00,000 KM total travelled. 2.There should not be frequent change of vehicle and driver every now and then as this kind of change may lead to inconvenience to REC. Any change of driver/car shall be made by the successful bidder only after 2 days prior intimation except in cases of emergency. 3.The successful bidder shall ensure that the seat cover shall be neat and clean and shall preferably (Not mandatorily) be in white color. 4.The vehicle will be used for 25 days in a month, 300 hrs/monthly(approx 12 hr per day) and 2500 kms for one month. 5.Normal working hour will be continues and normal reporting time is 8.30 AM or as per the discretion of ZM, from Monday to Saturday. In exigencies the no. of hours may be before or beyond the specified timings. 6.Sunday is closed holiday. However, the taxi can be called on Sundays also as per requirement within the monthly/quarterly limits, and will not pay any extra charges. 7.The period of contract will be presently for one year from the date of commencement of contract with a provision to extend for further one year thereafter at the sole discretion of REC on fresh or existing terms and conditions as the case may be. 8.The vehicle should be registered as Tourist Taxi with Regional Transport Authority and appropriate Government Authorities as applicable. It is to ensure that the vehicle should have adequate Insurance coverage for driver and third parties at all times during tenure of contract and any renewal of Insurance should be done well in time before lapse of existing Insurance coverage. 9.Applicable Service Tax as per the actual would be payable to the Agency. 10.Applicable TDS woulbe be deducted at source. 11.Charges towards toll and parking would be be paid extra as per actual. 12.In case of any breakdowns of the taxi or during the servicing of hired vehicle, alternate vehicle of the equivalent or higher end model must be provided. 13. In any quarter running of vehicle is more than 7500 km payment will be made for extra running kilometre at the end of every quarter. 14.Kilometer and time will be calculated from and to the residence of ZM (HIG House no.7,rmv Extn 2nd Stage, Dollars Colony, and Bangalore).However dead millage of 5 km will be allowed.

7 15.The driver should be well behaved and ensure the timings given for reporting. The driver should have valid driving license. 16.All valid documents like RC, Pollution, Comprehensive insurance, Road tax etc document related to the vehicle should be available. 17.Vehicle should not be older than two year and must be maintained in good condition to the satisfaction of REC. While quoting the year of purchase and total running kilometre should be mentioned in bid document. 18.Monthly hire charges include maintenance/fuel charges/driver salary/driver batta/insurance etc. 19. REC will not take any liability on account of any accident/litigation/penalties imposed on Traffic Police/Statutory Agencies and the supplier shall own total responsibility. 20.The hired vehicle will be used within 300 kms radius from Bangalore. Request for overnight travel/halt shall be adhered as per exigency night stay allowance shall be Rs.250/night for overnight stay. 21.The monthly base rate will remain fixed during the tenure of contract. However, variation in fuel(diesel) price will be considered as per the general terms and conditions depicted in Annexure B. 22.The agency is required to execute an agreement on non judicial stamp of Rs and required to submit the bank guarantee equivalent to one month basic charges and it should be valid during the contract period as well till 6 months after the expiry of contract. The format for bank guarantee is already available with the NIT documents. 23.If the agency breaches the contract REC may invoke bank guarantee. 24.The agency/rec can terminate the contract by giving one month notice in advance. 25.In addition to above, the bidder must follow the other general terms & Condition is mentioned in Annexure-B 26.It is the duty of the successful bidder to make available alternate vehicle incase of non availability/ breakdown of regular vehicle. 27.Rate per extra hour shall be fixed at Rs.30 over & above 300 hours in a month. 8 GENERAL TERMS AND CONDITIONS (Note: Please sign on each page& Upload the document) Annexure-B 1. The bidders shall quote the rates only in the format as mentioned in the tender. No deviation in the format would be permitted. In case of any deviation, REC ZO BANGALORE may at its discretion, reject the bid summarily. The Bids submitted by the bidders shall be valid for a period of 60 days from the date of opening of bids by /REC ZO BANGALORE. In case the date fixed for opening of the bids happens to be a holiday, the bids shall be opened by REC ZO BANGALORE in the next working day. Bidders may please note that the rates quoted for the present tender document shall be as per the rates of fuel as on the date of issue of the Tender Document. Bidders may if they choose can nominate one of their authorized representatives to attend the bid opening in which case the authorized representatives shall mandatorily carry an authorization letter for attending the bid opening. A Maximum of two representatives for any bidder shall be permitted and authorised to attend the bid opening. 2. The rates quoted by the bidders should include all consumables i.e., fuel, lubricating oil, driver s salary, daily allowance, and other incidental expenditures etc. All the expenditure involved in repairs & maintenance will be borne by the successful bidder. 3. The quotes shall be firm during the one-year contract period which includes all charges. However, Only in case of increase or decrease more than Rs.6 /Ltrs in the Rate of Petrol or diesel from the date of tender document, REC ZO BANGALORE shall consider increase/decrease in the approved base 0.3% on every 1% change in the respective fuel rate over & above Rs.6/Litre.The Petrol/Diesel rates currently changing on fortnightly basis, therefore the rate in Bangalore in the first fortnight of the month will be considered for consideration of change. The rate revision will be applicable only for change more than Rs.6/Litre and will be effective from the changed rate month only. An illustration of the fuel change variation to be applicable is mentioned below: Consider, for example the price of petrol/diesel on tender date is Rs.67 per litre Now, say the fuel rate has been increased to Rs (10% increase leading to increase by more than Rs.6/Litre after 1 month then the revised rate would be 3% increase in the quoted base price. 5. Apart from the rates as quoted in Bid-1 the successful bidders shall be

9 entitled to all taxes at applicable rates and charges for parking / toll taxes, etc. as per actual on production of receipts. Permit charges if applicable for interstate journeys in the vehicle shall be permitted subjected to submission of the receipts. 6. All the payments will be made by REC ZO BANGALORE only by way of e-payment against invoice raised as per the rates approved by REC ZO BANGALORE. Payment will be made within 15 days on submission of proper invoice and receipts, if any. Payment will be subject to TDS. 7. The bidder shall mention mode of service tax payment by them i.e a) with abatement or b) without abatement. 8.The bidders shall at the time of submission of the bids declare the number of works on hand with him / his firm in the various organizations along with previous experience of providing vehicles to any organization/enterprises, etc. 9.The successful bidders shall ensure that copies of all documents verified with original documents pertaining to the vehicle provided to REC ZO BANGALORE and the original documents are kept under the custody of the driver in the vehicle without fail while on duty and REC ZO BANGALORE shall not be put to any inconvenience for any such failure of the bidder. Further, the vehicle should be free from all encumbrances and all taxes and statuary requirements should be fulfilled and related documents to be kept update. 10.If the performance of the vehicle and driver is not up to the satisfaction of REC ZO BANGALORE or the driver fails to carry out the instructions of REC ZO BANGALORE official using the vehicle, REC ZO BANGALORE reserves full right to terminate the contract at short notice. However, the contract shall be terminable by giving one month advance notice by either party. 11.REC ZO BANGALORE reserves the right to reject any or all proposals submitted in response to this Tender Document at any stage without assigning any reasons whatsoever 12.Earnest Money Deposit: All the bidders shall along with the bid document submit Earnest Money Deposit (EMD) amounting to Rs /- (Rs. Ten Thousand Only) by way of demand draft in favour of RURAL ELECTRIFICATION CORPORATION LIMITED, Payable at Bangalore from a schedule bank. The scanned copy of DD should be uploaded in e tender and DD in original should be submitted EMD to be submitted in hard copy to REC on or before 4 -Aug-2016 by 15:00 hrs. 13.In case EMD is not received, the tender submitted by the bidder shall be liable to be summarily rejected by REC ZO BANGALORE. No interest shall be paid by REC ZO BANGALORE for EMD. The EMD of the successful bidders will be converted as security deposit REC ZO BANGALORE for a mandatory period of one year or till such extended period of contract whichever is later from the date of issue of order for which no interest shall be paid by REC ZO BANGALORE. EMD of the unsuccessful bidders will be returned by REC ZO BANGALORE within 3 Month and EMD will not earn any Interest.

10 14.The quotations completed in all the aspects along with the Earnest Money Deposit. The submission and opening of bids will be through e-tendering process. Tender document can be downloaded from the website wizard.com/rec or from e-tender link given in REC Website, viz, EMD is to be sent in hardcopy to Zonal Manager, REC ZO BANGALORE at the date, time and place as mentioned in this tender document. Also any cutting, overwriting etc. should be countersigned by the authorized signatory of the bidder. 15.The vehicle should be registered under commercial category. 16.The Contractor\bidder shall have to furnish a copy of Service Tax registration number (SRN) and Permanent Account Number (PAN) along with the bid. All the original documents shall be submitted by the bidder for verification at REC/ZO BANGALORE. 16.The Contractor shall comply with all the statutory Acts, Provident Fund and applicable pension laws/labour laws/ regulations/ motor vehicle Act etc. and REC will not be liable for any sort of penalties due to non-compliance of any laws\ regulations. The statutory requirements for hiring the car on contract basis is to be complied by your firm including compliance of all safety/driving rules and regulations in force from time to time and is to be strictly complied with by driver. 17.The bidder shall have to arrange to take insurance for the vehicle. 18. The tender shall be finalised in favour of the lowest bidder considering all component prices put together including tax consideration by REC. 19.In case of any accidents, persons travelling in the car, driver, third party etc. during the contract period, the bidder shall be solely held responsible for settlement of payment of compensation, medical aid, loss or damage if any etc. as per law. 20.Bid documents consists of (a) NIT along with instruction and terms and conditions. (b) Techno- Commercial bids (in the enclosed format) (c ) Price Bid (d) Terms and Conditions of the contract (e) Standard Instructions to Bidder Failure to furnish all the information required as per bid documents or submission of the bids not substantially response to the bid documents in every respect will be at the bidders risk and may result in rejection of the bid. 21.Price bids of those bidders who qualify techno commercial bids would be considered for opening. 11 PREQUALIFICATION CRITERIA : 1.The firm should produce a certificate/proof that they have adequate experience in providing service to at least one PSU/Corporate Houses in the past ten years 2.Average financial turnover of the bidder during last four year should not be less than 70% of the quoted value. 3.Desired experience in handling similar contracts as main contractors during the last four financial years of either 80% value of service in a single work order or two work orders each of 50% of value of quoted price. The contractor shall produce the certificate for the above things along with the bidding documents. 4.Bidders should have local office with facilities such telephone/fax and adequate manpower in Bangalore to attend REC requirement.
