INTRODUCTION 1.1 To address arrangements regarding the requirements and supply of Personal Protective Equipment to those who require this to carry out the daily role 1.2 To set out management responsibilities and supporting organisational and monitoring arrangements ensuring these objectives are achieved. 2. PURPOSE & SCOPE NHS Tayside aims to comply with the Personal Protective Equipment at Work Regulations 1992 (as amended) Guidance on the interpretation of the Regulations has been prepared by the Health and Safety Executive (HSE) and is available to download from the HSE website. This NHS Tayside policy identified the steps managers require to take to ensure the selection of Personal Protective Equipment complies with the Regulations. 3. STATEMENT OF POLICY NHS Tayside will ensure that suitable personal protective equipment is provided to its employees who may be exposed to a risk to their health and safety while at work, except where and to the extent that such risk has to be adequately controlled by other means which are equally more effective. Personal Protective Equipment includes the following when they are worn for protection of health and safety: Protective clothing such as masks, aprons, overalls, uniforms, protective clothing for adverse weather conditions, gloves, safety footwear, safety helmets, high visibility waistcoats etc., and Protective equipment such as eye goggles, ear defenders, respirators and safety harnesses. N.B. Cycle helmets or crash helmets worn by employees on roads are not covered by the PPE Regulations. 4 ROLES AND RESPONSIBILITIES This Policy Document intends to set out a general statement of legal requirements under HSE Guidelines and delegates responsibility to NHS Tayside departmental managers to apply the regulations appropriately for their staff. Departmental managers are, using risk assessment procedures, to ensure that personal protective equipment meets the following criteria: a) it is appropriate for the risk or risks involved and the conditions at the place where exposure to risk may occur; b) it takes account of ergonomic requirements and the state of health of the person or persons who may wear it; Policy Manager: Robert Mayes Page 3 of 2 2 Review Date: October 2018
5 c) it is capable of fitting the wearer correctly, if necessary after adjustment with in the range for which it is designed: (it is a particular requirement under Control of Substances Hazardous to Health Regulations (COSHH) 2002 (as amended) for mask fit testing to be provided to ensure that tight fitting masks are fitted correctly); d) so far as is practicable, it is effective to prevent or adequately control the risk or risks involved without increasing overall risk; e) it complies with any enactment which implements in Great Britain any provision on design or manufacture with respect to any health relevant Community directive which is applicable to that item of personal protective equipment. Responsibility is delegated to NHS Tayside departmental managers to prepare individual statements on Personal Protective Equipment as it effects eg., Nursing, Laboratory, Estates, Laundry, SSD, Pharmacy staff etc. These statements will include detailed information on: training (including refresher training) arrangements for staff in the use of PPE and appropriate recording of same (including mask fit testing see 3 above). Appropriate storage arrangements for PPE supplies. Systems for maintenance and checking of PPE supplies. 5.
