1 AGREEMENT WATER QUALITY UNIT, STATIONARY ENGINEERS, LOCAL 39 (017) CONTRACT IMPLEMENTATION SCHEDULE Article IV: Union Rights Revise number and location of shop stewards. (Section 4.1) Article VI: Grievance and Arbitration Procedure Revise process by which an arbitrator is selected. (Section 6.16) Clean-up contract language. (Sections 6.12, 6.13, and 6.14) Article VII: Hours of Work and Overtime (Section 7.5 (a)) Employees may request to be compensated for (subject to subsection (c) of this section) overtime with compensating time off in lieu of cash (CTO) at the rate of one and one half hours of CTO for each hour of overtime worked. Employees many not earn more than 27 hours of CTO in any one year. Article VIII: Salaries 5% equity increase for all classes tied to Stationary Engineer.. 3% salary increase for all classes in the unit. 2% equity increase for all classes tied to Stationary Engineer vacancy tie. 2% equity increase for all classes tied to Public Health Microbiologist Kaiser tie. averages for CPI from April 2006-March /24/07 6/24/07 6/24/07 Labor Relations

(Section 8.2-a) 5% equity increase for Senior Water Qualify Control Systems Technician (Section 8.2-a) 2% equity for all classes tied to Stationary Engineer I Kaiser tie. averages for CPI from April 2007-March % equity for all classes (Kaiser tie). (Section 8.1) averages for CPI from April 2008-March % equity for all classes (Kaiser tie). (Section 8.1) averages for CPI from April 2009-March Revise Confined Space Team Hazard Pay to a 4% differential. (Section 8.6) Revise Differential for Stationary Engineers at Jail Sites to add Boys Ranch and Medical Health Treatment Center. Revise Incentive Pay for California Water Environment Association (CWEA) Certification so that it will no longer be applicable to employees who do not currently possess this certificate. 3 Contract Schedule Revise Incentive Pay for State of California Treatment Plant Operator Grade I Certification so that it will no longer be applicable to employees who do not currently possess this certificate. (Section 8.12) Revise Incentive Pay for Instrument Society of America Certification so that it will no longer be applicable to employees who do not currently possess this certificate. (Section 8.13) Add new section for Wastewater Incentive Pay (State Water Resources Control Board) to provide a 1% incentive pay to employees in specific classes who possess a Treatment Plant Operator certification above that required by their class. (Section 8.14) Add new section for Wastewater Incentive Pay (California Water Environment Association) to provide a 1% incentive pay to employees in specific classes in the Department of Water Quality who possess a certification above that required by their class. (Section 8.15) Add new section for Water Resources Incentive Pay (California Water Environment Association) to provide a 1% incentive pay to employees in specific classes in the Department of Water Resources who possess a certification above that required by their class. (Section 8.16) Add new section for Natural Resources Incentive Pay to provide a 2% incentive to employees in the classes of Natural Resources Specialist and Senior Natural Resources Specialist who obtain the Wildlife Biologist Certification. (Section 8.17) Add new section for Water Treatment and Water Distribution Incentive Pay to provide a 2% incentive pay to employees in specific classes who possess a certification above that required by their class. (Section 8.18) 3
4 Contract Schedule Add new section for Special Duty Pay Backflow Prevention Testing to provide an additional 2% of pay to employees who perform backflow prevention testing and who obtain the required certificate. (Section 8.19) Add new section for Special Duty Pay Commercial Class A License and Endorsements to provide an additional 1% of pay to employees in specific classes who must maintain a Class A License, Hazardous Material Endorsement or Tanker Endorsement as a condition of employment when it is not required of all positions in their class. (Section 8.20) Article X: Leaves Modify family death leave to clarify that the maximum number of hours are 40, clarify proration of the leave for part-time employees and include domestic partners and specified relatives of domestic partners. (Section 10.5) Modify parental leave to include domestic partners.(section 10.7) Article XI: Health and Welfare Tier A-Status Quo for 1/1/07 Establishes a Tier A for employees hired prior to January 1, Tier A employees are eligible to receive cash back up to $ per month. Starting in 2008, County s maximum contribution will be reduced in 5% increments until the County s maximum contribution is 80% as of January 1, (Section 11.2-a) Tier B Establishes a Tier B with 80% tie for employees and family rates and for employees in Tier A who elect to participate in Tier B. (Section 11.2-b) 1/1/07 1/1/07 4
5 Contract Schedule All Limit health care plans offered to Kaiser traditional HMO, one non-kaiser traditional HMO and up to two high deductible health plans featuring a voluntary Health Savings Account. [Section 11.2-c (1)] Eliminates catastrophic health plan and requires initial proof of comparable group coverage to waive County coverage. [Section 11.2-c(2)] Establishes default medical plan enrollment at the lowest premium high deductible health plan. (Section 11.2-d) Establishes a Retiree Health Savings Plan and contribute $25 per pay period to the Plan. (Section 11.3) Increases basic life insurance benefit from $15,000 to $18,000 for employees and reduces dependent life insurance benefit from $5,000 to $2,000. (Section 11.5). Article 13: Personnel Rules 12/24/06 Add new Section to include Automatic Resignation language. (Section 13.9) Article 15: Retirement Reform Add Section to allow employees to convert from Miscellaneous Retirement Tier II service to Miscellaneous Retirement Tier III service. (Section 15.4) 1/1/07 Article 16: Seniority, Layoffs and Reemployment Revise process by which an arbitrator is selected. (Section 16.16) 5
