7 CSCS shakes up safety card scheme with new qualification 11 October, 2013 CSCShasannounceditwilloverhaulitshealthandsafetygreencardwitha new vocational qualification to make the system more robust. From July 2014, construction workers applying for an entry level green card will have to complete a Level 1 vocational qualification, Health and Safety for Construction Labourers, which involves 40 hours of learning. CSCS admitted the cost for employers to train and assess workers new to the industry would increase, but added that they would be eligible for grants through the CITB and the government s Employer Ownership Scheme. Green cards are intended for labourers who carry out basic site skills. Currently, workers need only to pass the CITB s multiple choice health, safety and environment test and have a reference from their employer to get one. We need to get back to the principle of 100 per cent competent and qualified, not 100 per cent carded
8 CSCS shakes up safety card scheme with new qualification 11 October, 2013 Chief Executive CSCS Graham Wren - The new qualification aims to make the awarding system more robust and ensure those working on site are adequately trained for the jobs they do. Graham Wren said the current green card is not a measure of competence or a qualified workforce. He added that many of the 600,000 holders of green cards in the UK are holding the wrong card for the job that they do. CSCS has recognised additional qualifications from 30 September 2013, including HNC, HND, degrees, NEBOSH Construction Certificates and National Diplomas and CIOB Certificates.
9 Those with these academic qualifications will be eligible to hold a CSCS Academically Qualified Person card while they gain vocational qualifications or membership of a recognised professional body. Mr. Wren said CSCS is plugging the gap of academic qualifications that have not traditionally been recognised by the vocational card scheme and that he expects a realignment aspeopleapplyfortherightcardsforthejobtheydo. The misuse of green cards dates back to the construction health and safety summit in 2001, when deputy prime minister challenged the industry to improve its safety record, he said. Industry then aimed to have a 100 per cent carded workforce. To get a carded workforce quickly, what CSCS did was launch the green card, which was an easy card to get because all you needed was an employer reference and a health and safety test. Commenting on the Construction 2025 industrial strategy s objective to identify one card scheme that will be used throughout public sector procurement, Mr. Wren said he is quietly confident CSCS would be the chosen card provider. CSCS is the biggest card scheme and what we hope is that the government and industry get behind our scheme. Everyone is confused [over the number of different card providers and what they mean] it s important to get behind a scheme and unify all schemes, he added.

12 CSCS cards The new Health and Safety for Construction Labourers qualification follows the recommendations set out in the Health and Safety Executive s A commentary on routes to competence in the construction sector by Pye Tait Consulting in It can be delivered on the job, in a classroom or on a one-to-one basis and three awarding bodies Cskills, City& Guilds and Edexcel are developing proposals to provide the training and assessment. CSCS will run a pilot of the new assessment and awarding system between November 2013 and January 2014, before it takes effect next July.

14 httpp:// This paper provides an update on HSE s regulation of the construction industry. The Board is asked to note its contents. Work to revise the Construction (Design and Management) Regulations 2007 (CDM) has continued. A revised CDM regulatory package was presented to the Board in May Subject to consideration of a detailed communications strategy, the Board agreed to consider approval of a proposed 12-week consultation period commencing late summer 2013, with a view to new regulations coming into force in October Key elements of the draft proposals include: a structural simplification of the Regulations to make them easier to understand and navigate (particularly for SMEs); and removal of the Approved Code of Practice, the CDM co-ordinator role and explicit competence requirements. A further key element is a proposal to remove the domestic client exemption, but create a default position whereby duties, which would fall on a domestic client, would instead fall to the designer or contractor. CD has engaged extensively with stakeholders in the period leading up to the planned consultation, and a clear picture is emerging of industry understanding and support. The package is now going through the several stages of Government clearance required prior to opening the public consultation. 25 th Sept 2013

16 RIDDOR 2013 Reporting of Injuries, Diseases and Dangerous Occurrences Regulations have been revised. This is the second revision; the first revision changed the length of time someone is away from the workplace after an injury. If there is, an accident connected with work and an employee, self-employed person or employee of a subcontractor suffers an over-seven-day injury, then an appropriate accident report form must be sent to HSE within ten days. An over-seven-day injury is one, which are not major, but results in the injured person being away from work or unable to do their normal work for more than seven days (including non work days).
17 RIDDOR 2013 The specified Injuries, these replace the major injuries category. A fracture other than to fingers, thumbs and toes. Amputation of an arm, hand finger thumb, leg, foot or toe. Permanent loss of sight or reduction of sight. Crush injuries leading to internal organ damage. Serious burns covering more than 10% of the body, or damaging the eye, respiratory system or other vital organs. Scalping (separation of skin from the head) which requires hospital treatment. Unconsciousness caused by heads injury or asphyxia. Any other injury arising from working in an enclosed space that leads to hypothermia heat induced illness or requires resuscitation or admittance to hospital for more than twenty-four hours.
18 RIDDOR 2013 The change in reporting should not distract from suitable incident or accident investigations. The information enables you as a business to identify where and how risks arise and to investigate serious accidents. The Health and Safety Executive (HSE) may help and advise on preventive action to reduce injury, ill health and accidental loss - much of which is uninsurable. The business should report all accidents (not to the HSE unless specified). In any situation where first aid is required even for a minor injury such as a cut finger requiring a plaster, this must be reported in the Accident book provided by the Company. Please note the lists are not exhaustive.
19 RIDDOR 2013 In summary all duty holders must report the following. All deaths occurring as a result of work activity, this includes workers and the public. All specified injuries. Over seven day injuries to people at work. Any of the 27 specified dangerous occurrences regardless of where they have occurred. There are more categories that apply to various workplaces such as quarries, mines, offshore workplaces railways and transport systems. Gas incidents (for suppliers, importers and installers). Various occupational diseases including those likely to be caused or made worse by working carpal tunnel syndrome / hand arm vibration / occupational asthma / tendonitis or tenosynovitis of the hand or forearm / any occupational cancer / any disease attributed to an occupational exposure to a biological agent. Non-fatal injuries to non-workers, reportable where the person is injured in a work related accident and taken from the incident to hospital for treatment.
