The proposed Insurance Brokerage Services Manager shall present the Offeror s proposal to the Evaluation Committee. Responses to written questions are listed on the following pages. 2 REQUEST FOR PROPOSAL RFP #15-015MG-AM INSURANCE BROKERAGE SERVICES RESPONSE TO TECHNICAL QUESTIONS SUBMITTED Electronic Copy Format 1. What format is preferable or acceptable for the electronic copy? APS Answer: A travel drive or CD are acceptable electronic devises. The preferred format of the documents on the devises is PDF. Offeror s Narrative and Supportive Documentation 2. In Section IV, Paragraph it states a detailed narrative is required, and that Offeror may include any supporting documentation they feel will support their descriptive narrative. Is the Offerors narrative and supportive documentation to the narrative to be placed in Volumes 1 and 2, but not Volume 3? APS Answer: Correct, the documentation used to support the detailed narrative is to be placed in Volumes 1 and 2. Clarification of Terms 3. Is the on-site Customer Service Manager referenced in Section IV, Paragraph the same as the Insurance Brokerage Manager referenced in Section IV, Paragraph 4.6.2? APS Answer: See correction of verbiage of Section IV, Paragraph , on Page 1 of this Addendum. Both paragraphs reference the same individual. 4. Can you clarify the intent of Paragraph 4.5.8, State and Local Insurance Policies and Procedures? Are you asking if the Offeror has experience with the Tort Claim Act? APS Answer: Albuquerque Public School would need the assurance that our insurance broker knows how a state tort claim act would work in comparison to private sector entity that does not abide by nor controlled by a state tort claim statute. This would not be limited to the state specific tort claim act but rather any state tort claim statute. Through the years, the Public Education Department has enacted various rules, regulation, and procedures for public schools follow. Knowledge of the rules, regulations and procedures would be an asset

3 As the request for proposal is for a public school, it would be an advantage if the broker was familiar with public schools. As the request for proposal is for an entity in the State of New Mexico, it is an advantage for the broker to be familiar with the State of New Mexico. 5. How do you define the term Subcontractor as used in this RFP? APS Answer: A subcontract is any individual or business who is not an employee of the Offeror. See Section II, Paragraph Technical Questions 6. Does APS have an RMIS system? If so, what system? APS Answer: Albuquerque Public School has a RMIS system. The RMIS system is called QISS. The system is Quick Internet Software Solutions. 7. How does APS verify broker compensation? APS Answer: Albuquerque Public Schools verifies broker compensation with written and\or verbal inquiries. 8. Does APS have any transparency requirements? APS Answer: Albuquerque Public Schools has an expectation of transparency of all parties who have contracts and all parties who conduct business with our school district. 9. Will the Best and Final process be unique to the specific Offeror s RFP response? APS Answer: It is not known at this point whether or not a Best and Final process and\or oral presentations\interviews will be required or necessary. In the event that these processes are employed to derive or decide the most suitable vendor, we do not expect significant deviations from the original response. 10. Can examples be given of other related services that could be requested, per Section IV, Paragraph 4.2? APS Answer: Other related services could include but are not limited to student catastrophic accident coverage, access to booster club insurance, New Mexico Athletic Authority insurance requirements, field trip insurance, special event insurance coverage advice and procurement. The advice in relation to compliance with OSHA, MSDS and other state regulator requirements could be an example. This list is not all inclusive but rather a few examples. 11. Can APS advise of the effective date of APS insurance program, and the effective date of the service contract, if different? - 2 -

4 APS Answer: The effective date of all of Albuquerque Public Schools policy dates are December 31, 2013 until an expiration date of December 31, The broker service contract is on a temporary extension. 12. Are loss control services to be included in this RFP? If not, will a separate RFP be issued for loss control services? APS Answer: Loss Control Services were not included in this request for proposal. We would advise that the current broker has provided loss control services and\or advice when requested at no charge.
