3 Diocesan Priorities Since God has shone in our hearts to give the light of the knowledge of the glory of God in the face of Jesus Christ (2 Cor. 4:6), we, in the Archdiocese of Regina, feel called to sustain and strengthen a church that is: 1. Building vital and viable parish faith communities 2. Living evangelization and discipleship a. by facilitating encounters with Jesus b. by equipping disciples to live as authentic witnesses c. by forming and supporting strong lay leaders and clergy 3. Listening, engaging in dialogue, and seeking justice and reconciliation 4. Growing in faithful and responsible stewardship

9 Role of the Finance Council Where does the authority of the Finance Council come from? Civilly the Archdiocese and its Parishes are incorporated under Private Acts of the Province of Saskatchewan Not under Not For Profit Corporations Acts

10 Role of the Finance Council Where does the authority of the Finance Council come from? Archbishop is given broad power to act as he deems appropriate in acts of administration in civil law The code of canon law has been written to set orderly rules on how the church is operate in all matters

11 Role of the Finance Council Canon Law Not intended as a substitute for life of Church & the Faithful Ensures order Must lay down certain rules and norms of behavior

12 Role of the Finance Council The material aspects finance and buildings have been placed in a servant role to the pastoral needs of the Church community Therefore, as consultative bodies, it is critical that members of the Pastoral Council and members of the Finance Council work in cooperation with each other to bring about a life giving parish community

13 Role of the Finance Council Canon 537 In each parish there is to be a finance committee to help the parish priest in the administration of the goods of the parish, without prejudice to Canon 532. It is ruled by the universal law and by the norms laid down by the diocesan Bishop, and it is comprised of members of the faithful selected according to these norms.

14 Role of the Finance Council Can (1) Parish Pastor/Administrator is responsible for the administration of parish goods unless particular law, statutes, or customs determine otherwise subject to the rights of the ordinary Can Each parish is to have a finance council or at least two counselors to assist the administrator in fulfilling their functions.

17 Role of the Finance Council Can (1) clerical and lay administrators must present an annual report to the local ordinary who presents it to the finance council for examination (2) according to particular law an account concerning the goods offered by the faithful to the Church is made Can Administrators are not to initiate or contest litigation in a civil forum without written permission of the ordinary

22 Role of the Finance Council Canon 1277 In carrying out acts of administration which, in the light of the financial situation of the diocese, are of major importance, the diocesan Bishop must consult the finance committee and the college of consultors.

23 Role of the Finance Council Canon 1277 (part 2) For acts of extraordinary administration the diocesan Bishop needs the consent of the committee and of the college of consultors. It is for the Episcopal Conference to determine what are to be regarded as acts of extraordinary administration.

To lend or borrow even temporarily; To invest Church funds; To build, tear down, or rebuild any building, or to make extraordinary repairs or improvement of any Church property; To purchase equipment

27 Fall Congress Archbishop s Approval The permission of the local Ordinary must be obtained by an administrator of any parochial or archdiocesan institution for the following acts of extraordinary administration: To accept or renounce an inheritance, legacy, solemn donation or foundation; Sell, mortgage, or lease immovable Church property; To divert in any manner objects of great value from the place for which they were obtained; To purchase immovable property;
