1 CITY OF BONNER SPRINGS, KANSAS NOTICE REQUEST FOR SERVICE The City of Bonner Springs requests rates from qualified contractors to provide the following services: 2019 On-Call Electrical Repair Services Rate Request Submission Must Be Received No Later Than: Tuesday, February 26, 2019, 3:00 PM Please mark 2019 On-Call Electrical Repair Services Rate Request on the outside envelope and submit to: City of Bonner Springs City Clerk s Office 205 East Second Street, P.O. Box 38 Bonner Springs, KS 66012

2 I. Purpose. The City of Bonner Springs Public Works Department request rates from licensed electrical contractors for electrical work on an emergency or as-needed basis. Requirements for submission are contractors current 2019 labor and equipment hourly rates. Service quotes must be valid from April 1, 2019 through March 31, Based on immediate availability and cost, all Contractors will be placed on the City's On-Call contact list and will be used on an emergency bases. II. Estimated Time Table For Selection / Implementation. Thursday, February 7, 2019 Tuesday, February 26, 2019 Date TBD as needed Notice Published in the WYCO ECHO Rate Sheets Due -City Clerk s Office City Hall Issuance of Purchase Order III. Scope of Services a) Labor: Over the course of the year, the Bonner Springs Public Works Department may require assistance from a licensed Electrician at our buildings and treatment and pumping facilities. Often these instances are time sensitive where the City s bidding process is not feasible. We request a list of labor and equipment charges we can anticipate (excluding any material costs) if the need arises. We will call and schedule the work based on the prices indicated on the submitted labor and equipment rate sheet. b) Materials: In most cases the contractor will provide materials for the work to be performed; however, in some situations, the Department may opt to provide the equipment to be installed, such as motors, pumps or controls etc. c) Inspection: Inspection of all work will be performed by City Building Official. d) Warranty: In lieu of a bond, a two (2) year warranty will be required on all material and labor. The selected Contractor(s) agrees by submission of a service quote that all work performed will be warranted against material and workmanship defects for a period of two-years. e) Projects: The City occasionally has a larger project which is not considered an emergency. Typically these larger projects will require an estimate for work to be completed if the scope of work is ill-defined. If the scope of work can be clearly defined, a request for proposal (bid) must be issued by the City for the proposed work and an open bidding process will occur for the particular project. f) Continuation of Emergency Work; In the case of additional work being required after the initial emergency work is performed, and the follow up work is less than $5,000, the City intends to proceed with the selected Contractor to complete the work under our continuation of Project guidelines. If the additional work requires substantial expenses, exceeding the $5,000 limit, the City will opt to set up a Project for bid purpose (see e ) Bonner Springs Public Works Department Page 2

3 IV. Permit/License and Insurance/Bond Requirements a) Permits required. All permits shall be obtained from the City Codes Department. The fee for the permit will be waived; however, it will be the responsibility of the Contractor to obtain the permit. b) Occupational License: The successful contactor must have a City of Bonner Springs Occupational License to perform work within the City. Occupational Licenses can be obtained from the City Clerk's office. c) Insurance: The successful Contractor shall provide a certificate of insurance that names the City of Bonner Springs as an additional insured to the City Clerk s Office. General Liability for each occurrence shall be $500,000 per occurrence/$1,000,000 aggregate and Workers Compensation limits shall be $500,000. d) Bonds - Not Required: See Section III d. e) Tax Exempt Project The City is a Tax Exempt entity. Tax Exemption Number will be provided. The City can also obtain a Project Exemption Certificate from the State of Kansas, which allows the Contractor to purchase material for City projects under tax exempt status. V. Submission Deadline. Rate Sheets must be received no later Tuesday, February 26, 2019, 3:00 PM Rate Sheets received after Tuesday, February 26, 2019, 3:00 PM will not be considered. VI. Award Criteria. All rate sheets received in accordance with this request will be evaluated based on criteria established by the City which may include but not be limited to price, quality, experience of the Contractor, responsiveness of the Contractor, adaptability of the particular materials and equipment for the specific intended use and conformity to specifications. The City reserves the right to reject any and/or all rate sheets for any reason, whether or not the rates is lowest and to waive any irregularities or technicalities in any rate sheet. The contract, if awarded, will be awarded to the Contractor whose rates ad and schedule is determined to be in the best interest of the City. Contractor references may be required. Once delivered, all rate sheets are irrevocable for a period of 30 days from the deadline stated in Section V. Contractors are encouraged to provide company references and/or expertise, especially with experience with water treatment pumping facilities, including groundwater wells. 4 VII. Waiver. By the submission of a rate sheet in response to this request, the contractor hereby expressly waives the right to bring, file or enforce any and all claims or causes of action, legal or equitable, against the City, its officers, agents or employees that pertain or relate to the City s process, to include but not limited to the notice, letting, review and award stages, processes and procedures. This waiver shall be effective as of the contractor s submission of its rate sheet and shall be irrevocable by contractor, its successors and assigns. If contractor takes any action in contradiction of this waiver, then the City shall be awarded all costs associated with its defense of such actions including but not limited to reasonable attorney fees, filing fees and other legal costs to the City. The selection of the successful contractor and issuance of a purchase order, shall serve as a binding contract for compliance with the requirements in this package.
