Statutes Article 34: Earmarked Assets Motion: (four-fifths majority vote required) That Council approves the addition of the following paragraph to Article 34 of the Statutes: The part of these assets that was identified as Reserve Congress as of June 30, 1998 will be earmarked as a special fund to which shall be added other contributions received for that specific purpose; the assets of this special fund shall be used as directed by the Council upon recommendation from the Committee for Services to Individual Members. (Note: The amount to be earmarked identified as such in the accounts of the former IAA is CAD $65,220 at June 30, 1998.)

Internal Regulations Article 3.5: Audit Committee: Terms of Reference That Council approves the following modifications to the terms of reference for the Audit Committee. The first sentence is replaced by: The Audit Committee is responsible for the review of the IAA budget, the internal expense reimbursements, the financial statements of the Sections and for recommending to the Council the approval of the annual financial statements and the appointment of the Auditor. 7. Appointments Recommended by the Nominations Committee That Council approves the appointment of Catherine Prime, Australia, as President for the year That Council approves the appointment of Morris W. Chambers, Canada, as President- Elect for the year That Council approves the re-appointment of Yves Guérard, Canada, as Secretary General for the year That Council approves the appointment of Walt Rugland, United States, as Vice- Chairperson of the Committee on Supranational Relations, effective at the conclusion of the December 11, 1999 Council meeting. That Council approves the appointment of Fraser Low, United Kingdom, as a Member of the Nominations Committee, effective at the conclusion of the December 11, 1999 Council meeting. b. Ex-officio appointments That Jean Berthon, France, become Chairperson of the Nominations Committee, as Immediate Past President of the IAA, to replace Walt Rugland. That Catherine Prime, Australia, become Vice-Chairperson of the Nominations Committee, as President of the IAA, to replace Jean Berthon. That Morris W. Chambers, Canada, become a member of the Nominations Committee, as President-Elect of the IAA, to replace Catherine Prime.

COMMITTEE TERMS OF REFERENCE a. A&A China That Council approves the following revised terms of reference for the China Subcommittee, subject to the recommendation of the Nominations Committee at its December 10, 1999 meeting: To liaise with the Chinese authorities and Chinese actuaries to assist in the development of the actuarial profession and actuarial education in China. To coordinate the response of the international actuarial community to requests for assistance from China. To ensure that the international actuarial community is kept well informed about the development of the actuarial profession and actuarial education in China. To encourage the Chinese actuarial profession to fulfil its aspiration to become a full member of the IAA. To work with IAA Member Associations and their corresponding committees and task forces to promote the coordination and harmonisation of the contributions of each entity. To carry out its responsibilities in conjunction with the Advice and Assistance Committee and to prepare recommendations to be submitted to the IAA Council. b. Professionalism

5 Agenda Paris, France, December 11, That Council approves the following revision to the last bullet of the terms of reference for the Professionalism Committee approved on August 29, 1999 in Tokyo, subject to the recommendation of the Nominations Committee at its December 10, 1999 meeting: To provide guidance to the associations in the interpretation and implementation of IAA standards, if any, and to monitor experience with the IAA standards. 9. ACCREDITATION That Council admits the Actuarial Society of Hong Kong as a Full Member of the IAA, subject to the recommendation of the Accreditation Committee at its meeting of December 10, OBSERVER MEMBERS That Council admits the following associations as Observer Members: The Association of Actuaries of Latvia Slovenian Association of Actuaries Actuarial Society of Zimbabwe 11. CONGRESS BURSARIES CREATION OF A TASK FORCE That Council approves the creation of a Task Force on Congress Bursaries comprising the Secretary General (Yves Guérard), the Chairman of ASTIN (Edward J. Levay), the Chairman of AFIR (James Tilley), the Chairman of IACA (Ron Walker) and the IPEF Council Delegate (Max Lacroix). 12.
