No. 3 OPTIONAL METER CONNECTION EQUIPMENT RIDER OMCE Sheet 125 RIDER OMCE OPTIONAL METER CONNECTION EQUIPMENT RIDER This rider is applicable to Service Classifications R, GSND, GSD, and LP. OPTIONAL SERVICE OFFERED: Portable Generator Connection Unit-Pilot Program The Cooperative will provide for up to 400 Customers a Portable Generator Connection Unit ( Connection Unit ) as a means for the Customer to temporarily deploy a portable electricity generator as the sole source of electrical power at the service location. The Connection Unit is installed by SMECO between the electric meter and meter socket. When the Customer plugs a portable generator into the Connection Unit, it operates to automatically disconnect the Customer s service location from SMECO s supply service and prohibits power flow between SMECO s distribution system and the Customer s portable generator (and vice versa). The Connection Unit then provides the portable generator with a connection into the service location s supply circuit for the purpose of operating selected loads. SMECO reserves the right to cease providing Connection Units under this pilot program at any time, or to suspend the pilot program at any time. This service is subject to the provisions listed below. A. Equipment Requirements 1. This service is a meter enhancement available to residential or commercial Customers served under Schedules R, GS-ND, GS-D, or LP who have a 120/240 volt, single phase, three wire class of service selfcontained, socket-based meter. 2. Installation of the Connection Unit between the meter socket and meter must not adversely affect full functionality of the meter socket. The Cooperative may charge the Customer to replace the meter socket or other existing service equipment if such replacement is needed solely to accommodate installation of the Connection Unit. 3. The meter socket must be mounted outdoors in compliance with SMECO published specifications regarding height (above grade), stability of installation, and clearance from obstructions. 4. The Customer s portable generator must have a rating of not less than 4,400 watts or more than 7,200 continuous watts. The maximum rated capacity of the generator load through the Connection Unit may not

2 OPTIONAL METER CONNECTION EQUIPMENT RIDER OMCE Sheet 126 exceed 7.2 kw continuous. All power generated must be delivered through a single power take-off. The generator s specified operating voltage must be 120/240 volt, single phase. 5. The Customer is responsible for acquiring a properly constructed electrical connection cord (a cord that plugs into the generator at one end and into the Connection Unit at the other) as specified by the manufacturer of the Connection Unit. The cord must conform to the applicable portions of the latest editions of the National Electrical Safety Code (NESC) and the National Electric Code (NEC), as appropriate. The cord may be purchased from SMECO for a cost-based fee. B. Connection Unit Service Terms 1. The Cooperative will be responsible for the procurement and installation of the Connection Unit. The Cooperative does not make any representation, warranty, or covenant of any kind or nature expressed or implied with respect to the condition, quality, durability, suitability, or use of the Connection Unit. The Cooperative disclaims any implied warranty of merchantability or fitness for any particular purpose. 2. The Customer s generator connected to the Connection Unit must be operated outdoors and must be properly serviced and maintained by the Customer at the Customer s expense as directed by the equipment owner s manual. 3. Billing for Connection Unit Service shall be on a monthly basis or, at the discretion of the Cooperative, a quarterly basis. 4.a. For Customers billed on a monthly basis, late payment charges shall be assessed in accordance with the Late Payment Charges provisions of SMECO s Retail Electric Service Tariff. b. For Customers billed on a quarterly basis, late payment charges shall be assessed as follows. If the Customer fails to make a bill payment within 20 days of the bill rendition, a late payment charge of 1.5 percent will be added to the net amount exclusive of applicable taxes. At the end of the first nominal billing interval after a missed payment, an additional charge of 3.5 percent will be added to any portion of the original amount that remains unpaid. The total of the late payment charges shall not exceed 5 percent of the original unpaid amount. 5. Any Customer whose bill is unpaid 30 days after rendition will be notified in writing that the Connection Unit Service is subject to disconnection. If the bill remains unpaid 30 days after the date of such notice, the Connection Unit shall be removed and Connection Unit Service shall be terminated. For any Customer whose electric service from the Cooperative has been disconnected for over 30 days, the Connection

The Cooperative shall apply payments received from Customers to unpaid balances for electric service before applying them to Connection Unit Service charges. 6. The Connection Unit shall remain the property of SMECO at all times. At no time does the Cooperative approve any subletting, assignment, or removal of the product. The Customer shall not remove or attempt to disable the Connection Unit. 7. The Customer shall contact the Cooperative should problems occur with or be attributed to the Connection Unit. If the Cooperative determines, upon a thorough inspection of the device, that the Connection Unit is functioning properly, the Cooperative will bill the Customer for its reasonable expenses in providing this determination. C. Connection Unit Service Rates New Installations For Customers electing to receive Connection Unit Service on or after the effective date of this Rider, the following terms and conditions shall apply. Service is available for a monthly rental fee of $9.95 plus sales tax or, at the Cooperative s discretion, for a quarterly rental fee of $29.85 plus sales tax. The Customer or the Cooperative may terminate Connection Unit Service at any time. If, however, when Connection Unit Service is terminated, the device is found to be damaged or inoperable due to misuse, improper treatment, or from actions carried out by parties other than SMECO employees performing jobrelated duties, then the Customer shall be liable for the repair cost or the unamortized balance of the cost of the device, whichever is less. During the term of Connection Unit Service, SMECO will repair or replace any Connection Unit that becomes damaged or inoperable through normal use at no charge to the Customer. If the Connection Unit is damaged or fails due to misuse, improper treatment, or from being accessed by parties other than SMECO employees performing job-related duties, SMECO will repair or replace it only upon receiving the Customer s payment of costs incurred by SMECO for the repair or replacement. The Cooperative may change the monthly rental fee periodically upon approval by the Maryland Public Service Commission. SMECO shall provide Customers with written notice of any rental fee change.

Connection Unit Service Rates Pre-tariff Installations Customers who executed a Service Agreement with SMECO prior to the effective date of this Rider will pay the Monthly Payment Option or One-Time Payment Option as explained herein. Section D is closed to new installations. Down Payment and Monthly Rental Fee Option The Customer agrees to pay the Cooperative $520 plus sales tax upon initiation of service and either $5 per month plus sales tax thereafter or, at the Cooperative s discretion, $15 per quarter plus sales tax thereafter, until termination of the Service Agreement. The Customer may choose to make an initial lump-sum payment of $520 plus sales tax, or pay $130 plus sales tax initially and $130 plus sales tax monthly for the first three months after commencement of service. The Customer may terminate participation at any time within 30 days of Connection Unit installation and receive a full refund. If, however, when a Customer terminates within 30 days of Connection Unit installation, the device is found to be damaged or inoperable due to misuse, improper treatment, or from actions carried out by parties other than SMECO employees performing job-related duties, then the Customer shall be liable for the total cost of the device. The Customer may terminate participation for any reason within 12 months of installation of the Connection Unit and receive a refund of $200, without further obligation, if all charges (including monthly fees) have been paid. If all payments have not been received by SMECO, the Customer will be charged or credited for the balance owed or overpaid. The Cooperative may change the monthly rental fee periodically upon approval by the Maryland Public Service Commission. SMECO shall provide Customers with written notice of any rental fee change. One-Time Payment Option The Customer agrees to pay a one-time fee of $760 plus sales tax with no further payments required. SMECO will install the Connection Unit once payment has been received. If the Connection Unit is damaged or fails through normal use during the first four years following its installation, SMECO will repair or replace it at no charge. If the Connection Unit is damaged or fails due to misuse, improper treatment, or from actions carried out by parties other than SMECO employees performing job-related duties, SMECO will repair or replace it only upon receiving the Customer s payment of costs incurred by SMECO for the repair or replacement. After four years, SMECO will repair or replace the Connection Unit at the Customer s expense.
