When F&N receives a claim, the claim is calculated to pay the sponsor two types of reimbursement: an administrative dollar amount for the sponsor; and food service dollar amounts for each provider. 9. The sponsor must distribute all meal reimbursements to their providers within five days of receipt. 10. Sponsors may keep a portion of the providers food service reimbursements for use in paying administrative expenditures. 11. DCH sponsors manage their providers to ensure that meals are served to children in their care. 12. Meals do not have to meet requirements in order to be reimbursable. 13. DCH sponsors must also provide training and technical assistance to providers to assist in maintaining program compliance. 14. DCH sponsors must conduct monitoring activities to verify program compliance as well as provide F&N with adequate records to substantiate their compliance with CACFP-DCH regulations. 11 73. Sponsors may not use competitive negotiation procedures for purchases of $25,000 or more when conditions for a sealed-bid procedure do not exist. 74. If the claim is greater than 60 days old when submitted, TDA F&N is under no obligation to pay the late claim. 77.
