1 Clay Battelle PSD Board Meeting Minutes February 25,2009 &I4 Lb Q 8-2c.63 --?bjd*- Id164 The meeting was called to order by board president, Lindsay Johnson. All invoices submitted for payment were reviewed and approved. The minutes froin the last meeting were approved. The disbursements for January are attached. Gary Steel attended the board meeting. Mr. Steel had an interview with the Monongalia County Commission on Friday and has decided to accept the vacant board member position. The officers are as follows: Lindsay Johnson, president; Gary Steel, Vice President; and Maxine Statler, Secretary/Treasurer. L i ne Ex t en s i on s/ Est i in a t es Doug Smith attended the meeting to discuss with the board that Eastern Coal is in the very preliminary talks about a possible line extension for increased water needs near Thomas Run Road. Pump Station Update: The upgraded pump station on Blue Goose/Miracle Run has been operational since January 23. It has been working very well except for when the power was off for about 24 hours after the wind storm. The power company came today and removed the old service. D&G Machine has not yet been to the site to decide it they are interested in purchasing old pumps (which appear to be of little value; except for parts). The year to date expenses is at $49,342 for the upgradeichanges. A bill has not yet been received froin Chisler Inc. for the work they performed on Jan. 23 (estimate less than $2500). Additional billing will occur when the telemetry is added to the BuldMiracle Run tank from the pump station. The equipment for telemetry had been purchased prior to determining an upgrade to the station was necessary. The expense for the telemetry will be for some materials (pole, telephone line, etc) and labor to United Electric and the work by West Side Telephone to set up the telemetry through the phone company. The amount of the monthly bill cannot be determined at this time, The monthly cost for telemetry to the Daybrook tank from Days Run pump station is $14.74 a month for the relay line but there is a longer distance from Blue Goose/Miracle Run station to the tank site. Board Member appointment & New Employee The Monongalia County Commission is scheduled to appoint Gary Steele to the open position. Linda will prepare the necessary items to update the check signatures for the banks. She reported each of the three banks require different items to get Gary added to the signature cards. She will also send a letter to the PSC informing them of the appointment.; Gary will call the County Coinmission tomorrow to tell them he will accept the position. The next scheduled board training is sometime in October at Canaan Valley. The official appointment letter has not been received from the County Commission. The board hired John Statler to the service department. John is not a direct relative of Maxine Statler. John will start on March 2, He worked one day with Buddy last week to see how he liked the work; they changed out meters. Troy will go to an hourly- as need position. 2 Other Business: A copy of the estimates to paint the remaining tanks is attached. Lindsay is going to contact Mr. Hormell because he owns the property where the Daybrook tank sits. Mr. Hormell has owned the property since approximately The tank was installed in 1978 and last painted in Lindsay is going to ask Mr. Hormell to sell the tank site and approximately 40 around the tank to prepare for a fence and allow access from another right of way point outside of Honnell s property so that the right of way access road through Mr. Hormell will not need to be utilized as much. Buddy reported the gauge needs repaired on the tank. The district has very few problems with the operation of the tank because of the telemetry on the tank. The board approved the purchase of up to three- 2 inch meters to install in the system at specific locations to help with leak detection. The meters can be used as a master meter for targeted areas. The cost of each meter with flanges is $ from National Road. There will be some additional cost for the necessary adapters to accommodate different line sizes. Financi a1 Linda reported the cost for software maintenance for a year starting March 30 is increasing to $577 a year. This is an increase from $434 that ends March 30 and the cost for the preceding year,was $4 13, Linda told the board the maintenance agreement is necessary for phone support which averages twice a month and covers upgrades to the software. There is an additional cost of approximately $260 a year that is for Cass certification which lets us mail water bills at a discount. It basically validates and corrects majority of address and adds the post 4 zip code to most mailing addresses. The board approved the maintenance invoice. Buddy (Warren s) salary will increase to $1 120ipay as of March 1. This is an increase of $145 month. Beginning July 1, 2009 the salaries are scheduled to be as follows: Buddy: $1200 per pay + $96 for retirement (increase of 14.56% from current level -2 yr employee) Toni Clark: $540 +$43 for retirement (increase of 2.86% based on 26 hrs. week in office - 7 year employee); Linda $ $130 for retirement (increase of 1.74% - 19 year employee); John: $880 pay until July 1,2010 then projected to increase to $920-$950. This is a change and/or more specific from last month s minutes. Health Insurance: The board approved the installation of health and life insurance. The insurance processing will start immediately when the new water rates are effective and insurance coverage will be implemented as soon as possible after the completion of health company requirements and underwriting. Alan Ice, the district s insurance representative for all of our current coverage, said the processing time varies between health insurance companies but starts with employees getting the necessary forms completed but advised the quotes usually were not valid for more than 30 days so not to start the process to early. The board voted to pay 80 percent of the employee s health insurance coverage, up to $20 per month for life insurance per employee (based on $1 Ok coverage) but the district will not pay toward any dependent coverage. At this time there will be no coverage for dental or eye. The attached census premium chart list the total monthly charge of $1435 for four employees through Mountain State Blue Cross.,

3 The board ruled out the health plan because it is an HMO plan. The census life insurance quote is $0.210 per thousand coverage. Mr. Ice said the actual cost for life insurance will also be affected by employee s health survey. Other Linda will order the sample bottles for THins & HASs for March. The quarterly cost for the samples is currently at $5 10 which is an increase from the $170. The increase is because of the new EPA requirement of three sets of samples rather than 1. Rate Case: Jini Weimer from the WVPSC went around with Buddy on February 23 and inspected the system or projectedirecommended needs that could be addressed in the rate case. Water Loss The water loss for January through February was percent based on MUB s reading covering 30 days (1 2/28-1/28). The district estimated 292 of the 1604 meters because of bad weather. Leaks repaired from 2/1-2/25 include: 3 line on Rt 2 I8 in Daybrook, 1 -?% line in Jakes Run repaired. 4- busted meters, 2 known fires (barn fire in Wana & house fire in Blacksville) and lots of water for flushing 2/ because of the loss of power from wind storm- lots of air in line. There is a % service line that needs repaired in Jakes Run.
