1 .. Submitted by: John L. Davis, Vice President for Fiscal Operations and Treasurer INFORMATION REPORT MICHIGAN UNIVERSITIES SELF-INSURANCE CORPORATION {M.U.S.I.C.) ANNUAL REPORT The Administration is please to submit the Annual Report of the Michigan Universities Self-Insurance Corporation (M.U.S.I.C.) for the fiscal year ended June 30, Significant results of M.U.S.I.C.'s operations are detailed in the "President and Manager's Report beginning on page 1. Highlights of M.U.S.I.C.'s financial performance can be found on page 4. The Michigan Higher Education Group Self-Insurance and Risk Management Facility, Inc., d/b/a Michigan Universities Self-Insurance Corporation (M.U.S.I.C.) formed in 1987 and now comprised of twelve public universities, provides general liability, police professional, liquor liability, errors and omissions, property and commercial automobile coverage for the University. Coverage is provided under three programs. Additionally, the University participates in the group purchase of commercial excess workers' compensation and non-owned aircraft liability coverages through M.U.S.I.C. In accordance with the Participation Agreement, M.U.S.I.C. is governed by a board of directors comprised of an appointed director from each respective member university. From this body, officers of the corporation are elected. In addition to the officers, M.U.S.I.C. functions largely through five standing committees, which can and does include the alternate director from a member university in most cases. These committees are: Finance, Claims and Loss Control, Legal, Strategic Planning and Underwriting. In the past year, the University had representation on the Finance, Underwriting and Claims and Loss Control committees. Professional service providers continue to perform legal, claims, loss control, investment and auditing services. These services are coordinated by the management firm contracted by M.U.S.I.C. and are monitored by the appropriate standing committee. Both the liability program (including errors and omissions) and the property program are structured on a three tier basis. Each member university retains a portion of its losses in the first tier. M.U.S.I.C. covers the second tier of losses and commercial excess provides the third tier of coverage. Automobile liability coverage is provided by M.U.S.I.C with no individual member university retention. Highlights of M.U.S.I.C.'s seventh year of operation include payment of a dividend under the property program and an enhanced loss control program. The University's share of the Property Program dividend was $67,139, including allocated interest income. Total dividends paid to the University to date are as follows: Policy Period Dividend $67,139 $138,033 $157,329 Total $362,501
2 .. M.U.S.I.C. continues to place great emphasis on loss control recommendations because of the significant role compliance with these recommendations has on eliminating or controlling losses, which ultimately determine our dividend, if any. The University has an 86.2% compliance percentage of the loss control recommendations made. M.U.S.I.C.'s loss control program also includes loss control seminars, at no cost to member universities. A history and summary of the University's coverage and costs under the three programs follow. BUDGET AND FINANCE COMMITTEE AGENDA NOVEMBER 30, 1994
